This event was held on September 21, 2020 and featured Abe Denmark, Director of the Asia Program at the Woodrow Wilson International Center for Scholars; Senior Fellow at the Center’s Kissinger Institute on China and the United States; and Adjunct Associate Professor at the Edmund A. Walsh School of Foreign Service at Georgetown University. The event was moderated by Tom Christensen, Professor of International and Public Affairs at Columbia University As the Indo-Pacific emerges as the world’s most strategically consequential region and competition with China intensifies, the United States must adapt its approach if it seeks to preserve its power and sustain regional stability and prosperity. Yet as China grows more powerful and aggressive and the United States appears increasingly unreliable, the Indo-Pacific has become riven with uncertainty. These dynamics threaten to undermine the region’s unprecedented peace and prosperity. U.S. Strategy in the Asian Century offers vital perspective on the future of power dynamics in the Indo-Pacific, focusing on the critical roles that American allies and partners can play. Abraham M. Denmark argues that these alliances and partnerships represent indispensable strategic assets for the United States. They will be necessary in any effort by Washington to compete with China, promote prosperity, and preserve a liberal order in the Indo-Pacific. Blending academic rigor and practical policy experience, Denmark analyzes the future of major-power competition in the region, with an eye toward American security interests. He details a pragmatic approach for the United States to harness the power of its allies and partners to ensure long-term regional stability and successfully navigate the complexities of the new era. Abstract:
Chinese experts’ interest in NATO has been growing for a year. The reason is the debate on China that began in the Alliance last year. China treats NATO as part of its rivalry with the U.S., vindicated by Chinese analysts’ emphasis on divergences between members, critical assessments of U.S. NATO policy and their conciliatory approach to European members. The continuation of the Alliance debate on China, including recognizing it as a threat, may lead the latter to intensify efforts to widen the divisions and seek closer cooperation with Russia.

135. Putting A Spoke In The Wheel: Russian Efforts To Weaken U.S.-led Alliance Structures In Northeast Asia

Abstract:
Russia is widely accused of employing a range of instruments—both overt and covert—to undermine Western unity. However, to what extent is Russia engaged in comparable activities to weaken the South Korean and Japanese alliances with the United States? This paper answers this question by assessing Moscow’s actions in the domains of diplomacy, information, the military, and the economy. It finds that Russia is indeed aiming to encourage Seoul and Tokyo to distance themselves from Washington and from each other. In particular, Moscow is committed to deterring U.S. allies from facilitating the deployment of additional units of U.S. missile defense systems within the region. Across the four domains, it is only in the economic field that Russia is found to lack leverage. Overall, Moscow has achieved several tactical victories, but has yet to seriously damage U.S.-led alliance structures within the region. All the same, Seoul and Tokyo must remain watchful of Moscow’s activities, especially since there are signs of increased cooperation between Russia and China in exploiting wedge issues between the United States and its allies, thereby potentially combining China’s economic weight with Russia’s skills in influence operations.

Abstract:
Despite being one of the most important allies of the United States in the Middle East, Israel has been building a new partnership with China since 2013. The repositioning is motivated by changes in the country’s strategic environment, its crisis in the relationship with the United States during the Obama years, and its economic and infrastructural needs. However, Israel is still deeply anchored in its alliance with the United States, which will impose limitations on how far its partnership with China can grow. For now, nevertheless, this relationship attests to the new geopolitical reality of the 21st century in which even the most ardent US allies, such as Israel, must hedge their bets and diversify their partnerships by engaging China.

The upending of US foreign policy under the Trump administration, the revolt against establishment politicians, and the rise of the progressive wing in US politics has led many foreign policy experts to conclude that Americans want to retreat from the world. Much of Washington and its foreign policy elite believe that “Iraq and other debacles” have left Americans wearied, worried, and inclined toward either America First or retrenchment ideas.1 They believe the American public sees the rules-based international order established after World War II as bankrupt. But that is not what the American public actually thinks. Americans may be searching for a new way to make sense of the world. But the 2019 Chicago Council Survey demonstrates that retreating from the world, abdicating international leadership, and abandoning alliances and global institutions is not what the American public has in mind.

At the highest level, the relationship between President Donald Trump and Prime Minister Shinzo Abe of Japan has been cordial and at times productive. The two leaders have met often, and in October the United States and Japan signed a trade agreement focused on agriculture and digital trade. However, President Trump’s longstanding skepticism toward US alliances and the coming negotiations over Japanese support for American troops in Japan could strain the relationship. Despite the challenges ahead, Americans remain supportive of the US military presence in Japan and say the US-Japan relationship strengthens US security.

140. The Use of Aid to Counter China's "Djibouti Strategy" in the South Pacific

China has gradually militarized its facilities in the horn of Africa (Djibouti) under the pretense of anti-piracy operations and development aid since 2017, which has forced the U.S., France, and Japan to accept a permanent Chinese military presence in the same 14,400 square-mile African territory, where China is now holding live-fire exercises. Dubbed the “Djibouti strategy,” Beijing is now executing this tactic across the South Pacific, one of the most aid-dependent regions of the world. China, one of the highest contributors to Official Development Assistant (ODA) in the South Pacific, uses that tool at first under the guise of aid while actually employing it to shape the islands’ infrastructure to its own strategic military advantage. China is currently building infrastructure capable of dual economic and military use in Fiji, the Cook Islands, Samoa, Tonga, Vanuatu, and other Pacific islands. These projects support China’s aim to break through the First and Second Island Chains, a series of pro-U.S. countries that limit Chinese naval access to the Philippine Sea and Pacific Ocean. Meanwhile, U.S. ODA is deployed inefficiently and inconsistently through 19 separate agencies. The design, delivery, and administration of U.S. development assistance must be reformed. ODA is a national security issue, not just a humanitarian one. The U.S. defense community needs to embrace the strategic potential of ODA and its capacity to strengthen democracies and counter malign influence abroad.
