121. U.S. Dynamic Force Employment and the Pandemic: Implications for the U.S.-Japan Alliance

Abstract:
"We're not at war. Sailors don't need to die," wrote the captain of the U.S. aircraft carrier USS Theodore Roosevelt, which was infected with the novel coronavirus while on a mission at sea in March, in a letter to the Navy's leadership asking for permission to isolate the bulk of his roughly 5,000 crew members on shore. The U.S. Navy dismissed the captain for unnecessarily spreading the sensitive letter, while more than 1,000 crew members, including the captain himself, have been confirmed infected and one has died. In the meantime, the acting chief of the Navy, who had inappropriately criticized the dismissed captain, was forced to resign, and the command and control of the military has been brought into question in the midst of the pandemic of COVID-19.

122. Troop Withdrawal Likely to Undermine South Korean Public Support for Alliance with United States

The United States and South Korea remain locked in negotiations over the Special Measures Agreement (SMA)—the agreement which formally determines how much South Korea contributes to the financial cost of stationing US troops in South Korea. In the past, these negotiations took place behind the scenes away from the public eye. But keeping details of this round of negotiations private proved difficult when it was disclosed that the United States requested $5 billion dollars, an unprecedented 400 percent increase from the previous year. When the two sides failed to reach a deal by April 1, 4,000 Koreans who work on US bases in South Korea were furloughed. The public attention to these negotiations—and the US request being framed as extortive by Korean media and US analysts—raised concerns that the South Korean public’s positive views of the alliance would be damaged. But just-completed polling by the Chicago Council on Global Affairs suggests that is not the case. Little has changed in terms of South Korean attitudes towards the alliance. The South Korean public remains positive about the alliance, supportive of stationing US troops in South Korea, and confident that the US will defend South Korea if North Korea attacks. But the data also suggests that there are scenarios in which South Korean public confidence could be punctured. Confidence in the US commitment to defend South Korea if attacked by North Korea is strongly related to views that the alliance with the United States is mutually beneficial. This, in turn, implies that the biggest downside risk to support for the alliance stems from actions that would impact US credibility to defend South Korea if North Korea attacks. While a range of actions may trigger a decrease in confidence in US commitment to defend South Korea, one of the most immediate reported to be under consideration is a partial withdrawal of US troops. This move has the potential to shift South Korean attitudes away from seeing the alliance as mutually beneficial and towards views that the alliance benefits only the United States.

Abstract:
A new pan-European survey conducted by ECFR shows that, after the onset of the covid-19 crisis, there has been a rise in public support for unified EU action to tackle global threats. This is grounded in Europeans’ realisation that they are alone in the world – with their perceptions of the United States, China, and Russia worsening overall. The pandemic has made European voters keenly aware of the need to prepare for the next crisis. There is growing support for the fulfilment of climate change commitments in every surveyed country. Respondents still believe in the value of European cooperation, but generally feel that EU institutions have not helped them enough during the crisis. Policymakers need to elicit voters’ support for a strong European voice on the global stage by building coalitions and identifying areas in which there is either a consensus or a bridgeable divide.

Sixty years ago, Japan and the United States signed the Treaty of Mutual Cooperation and Security marking the beginning of the Japan-US Alliance as we know it today. The two countries have made a commitment to core values such as democracy, respect for human rights, and a rules-based international order. The Alliance has played an integral role in ensuring the peace and security of the two countries as well as realizing their shared vision of a free and open Indo-Pacific through security cooperation.

125. Catalyzing Consensus around Global Commitments

Abstract:
An international consensus to meet contemporary challenges will develop primarily around defending against shared threats. If the United States is to turn this consensus into collaboration to strengthen security, it must stake out a clear vision of its primary threats and missions. As has become evident over the last few years, doing so will necessarily require adaptations to ally dynamics and disruptions to some international organizations, treaties, and agreements. These changes should not reflexively cause concern that the United States is “withdrawing from the world stage” or has “abandoned its leadership role”; rather, these disruptions are necessary to recalibrate international efforts to rise to contemporary challenges. As part of the US initiative to build consensus, Washington should be especially sensitive to and supportive of those allied and partner efforts already underway that align with US security priorities. It should seek to maximize their effectiveness, in turn providing an incentive for other nations to do the same.

Abstract:
Within the context of Europe, the US Army must develop a force posture that best navigates the tensions between deterring or defeating armed conflict at an acceptable cost, successfully competing below armed conflict, and maintaining global responsiveness and institutional flexibility through the global operating model and dynamic force employment. While Russia’s economy, and consequently military capability will likely shrink over the next 10 years, which can make them more dangerous as the Kremlin continues to try to punch above its weight. The ideal force posture needs to accomplish a range of on-going and contingency missions and also be adaptive enough to remain viable despite any number of potential swings in resources, military balance, or the domestic politics of allies. This study recommends five possible strategic approaches and specifies what conditions and priorities optimize each. The principal investigators recommend investing in a multidomain alliance. This strategic approach enables the joint force and multinational partners to get the most of their capabilities and makes the best use of the Army’s top modernization priorities, such as long-range fires in a way that alters the strategic balance of a theater to avert a potentially catastrophic, albeit low probability, scenario of armed conflict. More importantly, this strategic approach is far more stable in a crisis, as it does not place policymakers in having to rush this critical, escalatory capability into theater at a moment of high tension. Moreover, invest in a multidomain alliance has the flexibility to allow a later build-up of heavy forces if conditions still warrant.

With the United States facing two major revisionist powers, Russia and China, as well as additional security threats from North Korea, Iran, and jihadist terrorism, a critical advantage for the United States is its global network of alliances and strategic partners. As the 2018 National Defense Strategy states, “Alliances and partnerships are crucial to our strategy, providing a durable asymmetric strategic advantage that no competitor or rival can match.” The advantage of having military allies and partners is enhanced by the core capacity of the American military having remained largely the same over the past decade, though the global security environment grew more complex and difficult during that time. In short, the United States needs allies and security partners. But the United States needs allies and partners that can pull their weight militarily if the country is going to be able to maintain a favorable balance of power in critical regions of the world. Leaders often believe that states that demonstrate disloyalty toward an ally will acquire a reputation for disloyalty, and thus damage other alliances. But in some circumstances, excessive loyalty to one ally can damage—perhaps even destroy—other alliances. The First Taiwan Strait Crisis (1954–55) shows that alliance interdependence is governed not by a reputation for loyalty, but by assessments of allied reliability.

Increasing military and economic cooperation between Russia and China has led some to believe that America's two primary adversaries are joining together in an anti-U.S. alliance. However, this emerging relationship amounts to little more than a convenient alignment rather than a steadfast alliance. The U.S.-Japan alliance is viewed as a cornerstone of stability, the rule of law, and promotion of democracy in the Indo-Pacific. The new U.S. administration presents an important opportunity to strengthen and refocus relationships and initiatives in the region as they aim to tackle the challenges of an assertive China. In the context of globalization and transnational social justice movements, there is no longer such a clear delineation between the politics of domestic issues, such as political underrepresentation and minority rights, and those affecting foreign policy. Under the new administration, the United States and Japan have ample opportunity to reinvigorate democratic advancement, especially on gender and racial justice. To this end, civil society and social movement groups play a key role in demonstrating why only democracy can ensure the sustainability of representative institutions, cohesive societies, and inclusive economies driven by innovation and opportunity. Historically, these groups have been essential to promoting democratization within the alliance and in the Indo-Pacific region. On issues of gender justice, transnational feminist and human rights networks brought global attention to the comfort women issue starting in the 1980s. Linkages between groups in the United States, Korea, and Japan have strengthed calls for justice for the comfort women and highlighted the delegitimacy of previous backroom deals on the issue—such as the 1965 treaty with then South Korean dictator, Park Chung-hee, and the private negotiations between PM Abe and President Park in 2015. These movements for social justice underscored the growing role played by transnational civil society in international affairs and they raised the bar on the level of transparency and meaningful inclusion necessary to resolve such deep-rooted conflicts.
