21. Pakistan-US Relations after 9/11: Points of Divergence

Abstract:
The research has explored the nature of US-Pakistan relationship particularly after the major event of 9/11 of 2001 in United States. It has highlighted the major points between Pakistan and the United States that have diverted them from each other in case of gaining their common goals in the region ranging from the containment of terrorism to the assurance of security and democracy. Through describing and analysing the facts and figures, mentioned in the published books, research articles, newspapers and other prevailing and relevant data and literature, the research has attempted to mention drone attacks by America in Pakistan‘s Tribal Areas, US-India strategic partnership, US covert military actions in Pakistan, US do more policy, nuclear proliferation, US‘ pressure tactics, US policy towards the Muslim world and America‘s antiIslamic propaganda as the points of divergence due to which Pakistan and United States are experiencing the lowest ebb of relations. The research is helpful for the students of foreign policy of Pakistan, current affairs and the American Studies. In addition to that, the reader will be able to know about the initiatives taken by the Pakistani and the US leadership that have caused deterioration to the cordial relationship of cold war, of late 1980s and mutual concerns to get rid of terrorism and militancy in the 21st century. The last section of this research paper prepared some of the recommendations which can be followed to restore the lost prestige of Pak – US relations based on the mutual understanding for achieving the common goals and to find a better position in the comity of nations.

Abstract:
In recent times, in the field of international relations, there has emerged an academic current that has revived the thinking of French sociologist Pierre Bourdieu to reformulate various fundamental concepts, from the study of everyday practices, symbolic structures, and conflict arenas in which various actors define the course of world politics. This article exposes a brief revision to the theoretical and methodological framework under which an academic study is being carried out on the contemporary military development, understood and explained from the national security culture and military strategic culture.

Abstract:
Image plays an important role while devising a country‘s foreign policy. Therefore, all the nations whether small or big try to portray their positive images for the achievement of desired goals. USA, a dominant political actor in world politics is facing an image problem throughout the globe. Pakistan‘s alliance with the USA during and after the Cold War makes it an ideal nation to evaluate the image of USA. This empirical study designed to investigate the factors affecting, molding and promoting the positive or negative images of USA in Pakistan. Five urban centers selected to evaluate the US image including four provincial capitals namely Karachi, Lahore, Peshawar, Quetta and the federal capital Islamabad. Survey method used to collect and analyze the data. The image of USA evaluated in five selected areas: violation of Pakistan‘s sovereignty, US policies towards Muslim world, US policies in Afghanistan, mounting Indo-US relations, and US aid to Pakistan. Results of the study show that the factor where the image of USA was extremely negative is violation of Pakistan‘s sovereignty. US policies towards Muslim world, the issue of Afghanistan and rising strategic ties with India especially after the end of cold war are not welcomed by the Pakistani masses and viewed the American image as negative but with less intensity as compared to the factor of violation of Pakistan‘s sovereignty. Public supported the US aid program to Pakistan and viewed it as supportive for country‘s frail and flimsy economy.

Abstract:
The issues that faced the Obama administration and will face the Trump administration—as well as the basic policies and programs—had roots in previous generations, some of them going back to the 1970’s and President Richard Nixon’s administration. Many programs conceived and developed during previous administrations continued, evolved, and were expanded during subsequent administrations. These programs include antiterrorism training for American and foreign law enforcement officials, the interagency Counter Terrorism Financing (CTF) and Countering Violent Extremism (CVE) programs, and the ever pressing need for improved international cooperation and intelligence sharing. They are likely to continue, in one form or another, as ongoing efforts. This article is adapted from a draft of a forthcoming book: U.S Counterterrorism efforts, from Nixon to Bush. Abstract:
Following the September 11th terrorist attacks, the United States government embarked on a campaign to weaken the Islamic extremist organizations that were present in the world. Some of the steps that this lone superpower took to accomplish this objective could be easily detected. However, there were others that went undetected until investigative reporters wrote about them in The New York Times, The Washington Post, and other reputable newspapers. Once these covert initiatives were exposed, certain parties began to conduct inquiries to ascertain whether or not they were helping the United States prevent terrorist attacks by Islamist networks. Two initiatives, which received a considerable amount of attention in the post-9/11 era, were the Central Intelligence Agency’s drone and enhanced interrogation programs. In 2009, the members of the United States Senate Intelligence Committee revealed that they would be conducting a thorough review of the latter. Approximately five years after this announcement, the committee released a report to the public that said sleep deprivation, waterboarding and other forms of torture did not lead to actionable intelligence. In other words, they did not produce any information that enabled the CIA to foil terrorist attacks which were on the verge of being carried out against the United States (Klapper and Dilanian 2014). A lot of the analyses of the CIA’s drone program were conducted by prominent academics like Fawaz Gerges. At one point in The Rise and Fall of Al Qaeda, this professor at the London School of Economics mentions how drone strikes often killed innocent civilians in Muslim countries. When civilians did perish, extremist organizations would see a rise in the number of recruits who were interested in executing terrorist operations (Gerges 2014, p.25).

Abstract:
Pakistan relations with China remain a cornerstone of Pakistan’s foreign Policy. Their common views, perceptions, approaches, and policies at the regional and global level made them a durable friends, allies and partners. Their hostility towards India, their support each other in wars against India, and the conclusion of different agreements further strengthened their bilateral mutual relations between these two countries. And above all, China’s moral, diplomatic, political, financial, and military support since 1971 proved a great source of consolation and encouragement to Pakistan in the difficult hours. In the changing global scenario since 9/11, witnessed drastic improvement in Sino-Pak military and strategic relations. Exchange of visits by high leaderships and other dignitaries, their growing coordination in Indian Ocean, Arabian Sea, Persian Gulf and Gwadar, the signing of naval and military agreements, their missiles and nuclear cooperation, provided both the countries with opportunity to counterweight India’s growing hegemony and supremacy. On her part, India is trying its best to frustrate the growing Sino- Pak Defence nexus by using a variety of tactics in order to protect and safeguard her interest in the region.

On September 12, 2001, a day after 9/11, the Times of India published a story titled, ―India hopes U.S. will now pressurise Pak.‖ At the time, this relayed a common national sentiment – India may finally get the United States to become a close ally against Pakistan-sponsored terrorism, and help India in eradicating terrorism. Ten years hence, neither has the U.S. taken a position against Pakistan, nor has India prepared itself better to fight terrorism and insurgency on its home ground. A massive explosion at the Delhi High Court this week left at least 14 dead and some 60 injured. It served as a horrific reminder that India continues to be at the receiving end of terrorism. This is the third major terrorist attack in Delhi since 9/11, following the one on Parliament on December 2001 and another at the Sarojini Nagar Market in October 2005. Mumbai has seen similar attacks with the serial blasts in March 1993, train bombings in July 2006, the 26/11 attacks of November 2008 and coordinate attacks of July 2011. Many more such incidents have taken place across the country in smaller cities like Jaipur and Pune. Yet, rather than designing and executing ways to secure our borders, we remain enamored with the effects of 9/11 and anniversaries of attacks in London, Madrid, and elsewhere. The government‘s response is the same – they had some intelligence, law enforcement was in a state of alert, but there was no actionable intelligence, and of course, somewhere along the chain of command between the Home Minister and the constable on the street, our counter-terrorism strategy was never converted into skills or systems that would prove useful. The usually communicative, media-friendly politicians have no comment to give, reflecting only their incapability or worse, indifference. The media gives it due importance for 24 hours, then in the absence of any new information from the government or the public, moves on to other news-worthy items.
