Abstract:
Retraining and reorganizing the Iraqi military and eliminating weapons of mass destruction (WMD) will be vital tasks in the wake of any U.S.-led invasion of Iraq. Yet, political change is a prerequisite for military change, and neglecting the former could pose disastrous consequences for the latter. Specifically, the United States should assist in the creation of an apolitical, professional Iraqi military in concert with a new pluralist, federal, civilian-led Iraqi government with indigenous roots. Ultimately, these efforts would help to stabilize Iraq both internally and vis-a-vis its neighbors.

Abstract:
Iran has been experiencing nationwide student demonstrations this week, touched off by a hardline court's recent decision to sentence Tehran professor Hashem Aghajari to death for advocating reform of the Shi'i clergy. Although Aghajari's message was well within the mainstream of traditional Shi'a thought, it presented a challenge to the hardline clerics, who insist on a far-reaching revision of Shi'a that includes unquestioning obedience to ruling clergy. The death sentence was meant to send a message to other midranking academics within the reformist movement. Yet, the hardliners' grave miscalculation about the reaction of the Iranian street has led to protests in Tehran, Tabriz, and other Iranian cities.

6823. Behind the French Tanker Bombing: Yemen's Ongoing Problems with Islamist Terrorism

Abstract:
Since September 2001, Yemen has worked hard to shed its image as a hotbed of Islamist terrorism. That image, however, was reinforced when London's al-Sharq al-Awsat Arabic daily reported that the Islamic Army of Aden (IAA, or Aden-Abyan Islamic Army), an al-Qaeda affiliate, claimed responsibility for an explosion that crippled a French tanker on October 6 in the Yemeni harbor of Mina' al-Dabba. Moreover, a recent letter allegedly written by Osama bin Laden praises the "bold heroic jihad operations . . . against the crusader's oil tanker." The attack, which killed one crewman, underscores Yemen's importance as an area of concern in the U.S. government's "war on terror."

Abstract:
This question is usually answered in one of two ways. The "just around the corner" view, often favored by Western government officials and the media, argues that the region's conflicts and lack of significant progress could be rectified quickly if only the proper policies and detailed solutions were proposed. In contrast, the "victim" view, often favored in academia and in the Arab world, argues that the area's problems result primarily from external aggression and oppression. The irony is that those styling themselves progressive and pro-Arab in the West actually do great damage to the lives of Arabs in the Middle East, in part by embracing reactionary dictatorships.

The attack on the World Trade Center and the Pentagon on September 11, 2001, is a watershed date in the history of the United States after the Cold War. Since 1989, policymakers, analysts, and historians have been unable to name the period of history the United States entered after 1989. The best that they could muster was “the post-Cold War period.” That short-lived era in U.S. history is now over. What we will name this period and how we will characterize it are not yet clear. But it will be a very different period for the United States and its role in the world.

European NATO countries have been spectators to the debate about defending the US against ballistic missile attacks. While there have been national differences in Europe's reactions to the national missile defence (NMD) programme, it is obvious that most Europeans don't like it. The French seem somewhat more convinced than others that missile defence is inherently foolish and unworkable. Some British experts seem to insist more than others that any programme that might undermine NATO's nuclear deterrence and strategic unity should be avoided. And perhaps Germans, more than others, worry about perceived dangers to the ABM and other arms control treaties, and generally about relations with Russia. Most Europeans at present believe that US defence against long-range ballistic missiles is a slap in the face for Russia, a dangerous provocation for China and an inadequate response to the proliferation of weapons of mass destruction (WMD) and missile technology.

Abstract:
Change in world politics is generally thought to be more momentous than incremental. The power of social, political and economic structures, combined with habit, routine and sunk costs, favours continuity over change, and practices can persist long after their purpose has declined. It usually takes major shocks to the system 'cataclysmic events that expose the shortcomings of established practices' to license new forms of understanding, empower new sets of actors, and encourage new methods of ordering social, economic and political relations. The Great Depression and the Second World War were cataclysmic events of this import, as were the fall of the Berlin Wall and the collapse of the Soviet Union. The story of international relations is thus one of 'punctuated equilibria', not gradual evolution.

Between 1960 and 2000 the United States responded to the growing threat of terrorism with a wide range of measures. The government implemented provisions that extended from the negotiation of international agreements, military strikes against state sponsors of terrorism, and the creation of decontamination teams, to changes in immigration procedures, advances in surveillance, and an increase in the severity of penalties associated with terrorist attack. As discussion in the United States progresses on the best course of action for dealing with conventional, chemical, biological, nuclear, or radiologic terrorism, it is useful to take stock of where the country stands in the development of its counterterrorism strategy and to consider what factors have shaped the American response. While some substantive areas may be developed further to respond more effectively to terrorism, the significant picture that emerges is how complex and detailed the American counterterrorist complex already has become. The many branches of government entrusted with the life and property of the citizens have felt it necessary to respond to successive terrorist threats by the introduction of a wide range of measures. Left unchecked, the continued expansion of U.S. provisions risks significant inroads into civil liberties, the alienation of minorities and other states, an increase in the number and effectiveness of terrorist acts, and unchecked expenditures. This article provides a taxonomy of efforts to address the threat and argues that, while some gaps may need to be addressed, of more serious concern is the long-term affect of the steady expansion of U.S. counterterrorist measures.

6829. Covert Biological Weapons Attacks against Agricultural Targets: Assessing the Impact against U.S. Agriculture

Abstract:
Since 1995, analysts, policymakers, and the news media in the United States have focused unprecedented attention on the threat of terrorism involving weapons of mass destruction (WMD), particularly chemical and biological weapons (CBW). The Aum Shinrikyo attack in Tokyo in March 1995 and the Oklahoma City bombing the following month significantly contributed to this phenomenon in two important ways. First, Aum proved that subnational groups could obtain CBW, previously only a theoretical possibility. After the Tokyo incident terrorists using CBW appeared to be an evolving and dangerous threat that required creative new thinking in counter- and antiterrorism policy. Second, the Oklahoma City bombing brought the threat of terrorism to the American heartland. No longer was terrorism a foreign phenomenon characterized by media accounts of masked Islamic fundamentalists taking hostages, hijacking planes, or bombing far-away buildings. The terrorists in this case were Americans targeting Americans: not only had terrorism reached the center of the country, but the terrorist threat originated much closer to home.

He is in the United States on a program called the Junior Faculty Development Program, which brings faculty members from universities in countries of the former Soviet Union and Eastern Europe to the United States to train, study, develop curriculum materials, and teach. We at Harvard are fortunate that part way through Kazim's year at the University of Hawaii, we were able to arrange for him to come join us here, in part because the University of Hawaii went on strike.
