Abstract:
An opening product of the Andean-U.S. Dialogue Forum, this report is intended to spur conversations on more effective cooperation by identifying convergences and divergences in priorities among the countries and the citizens of Venezuela, Colombia, Ecuador, Peru, and Bolivia and the United States. It seeks to open the door to a better understanding of the internal dynamics in each country and to reduce stereotypes that impede cooperation to resolve mutual challenges. This report highlights the transnational issues of energy, climate change, trade, and illegal drugs, recognizing that beneficial progress will demand a collective response from all.

Abstract:
Mexico is in the midst of a worsening security crisis. Explosive clashes and territorial disputes among powerful drug trafficking organizations (DTOs) have killed more than thirty-five thousand people since President Felipe Calderón took office in December 2006. The geography of that violence is limited but continues to spread, and its targets include a growing number of government officials, police officers, journalists, and individuals unrelated to the drug trade. The Mexican government has made the war on drugs its top priority and has even called in the military to support the country's weak police and judicial institutions. Even so, few Mexican citizens feel safer today than they did ten years ago, and most believe that their government is losing the fight.

Abstract:
Joint Interagency Task Force-South (JIATF-South) is well known within the U.S. Government as the "gold standard" for interagency cooperation and intelligence fusion, despite its preference for keeping a low profile and giving other agencies the credit for its successes. It is often cited as a model for whole-of-government problem-solving in the literature on interagency collaboration, and other national security organizations have tried to copy its approach and successes. Despite the plaudits and attention, the way that JIATF-South actually operates has only received superficial analysis. In fact, few people actually understand why JIATF-South works as well as it does or how its success might be replicated.

Since 2006, when Mexican president Felipe Calderon declared war on the drug cartels, there has been a rise in the number of Mexican nationals seeking political asylum in the United States to escape the ongoing drug cartel violence in their home country. Political asylum cases in general are claimed by those who are targeted for their political beliefs or ethnicity in countries that are repressive or failing. Mexico is neither. Nonetheless, if the health of the Mexican state declines because criminal violence continues, increases, or spreads, U.S. communities will feel an even greater burden on their systems of public safety and public health from “narco refugees.” Given the ever-increas¬ing brutality of the cartels, the question is whether and how the United States Government should begin to prepare for what could be a new wave of migrants coming from Mexico.

Abstract:
Since Mexican President Felipe Calderón took office in December 2006, Mexico’s drug war has taken over 30,000 lives, destabilized the U.S.-Mexico border, and become a security crisis for the North American continent. Two years ago, a December 2008 Pentagon report warned about the strategic consequences for the United States of a rapid collapse of two nations: Pakistan and Mexico. “The Mexican possibility might seem less likely,” said the report, “but the government, its politicians, police and judicial infrastructure are all under sustained assault by drug cartels.” Any sudden collapse would require a U.S. response “based on the serious implications for homeland security alone.” This scenario has not come to pass, and a full scale collapse of Mexico remains unlikely. That said, Mexico’s security situation has direct consequences in the United States. Along the U.S.-Mexico border, coalitions of sheriffs, agents, activists and concerned citizens have rallied to increase public awareness. According to the Drug Enforcement Agency, Mexican drug cartels maintain distribution networks in 295 U.S. cities through brutal gang activity. U.S. Secretary of State Hillary Clinton has joined a chorus of policy analysts and terrorism experts by referring to Mexico’s drug war as a “criminal insurgency.” In recent visits to Mexico, both President Barack Obama and the Secretary of State have acknowledged U.S. responsibility to reduce drug demand and invest in “partnership.” As the joint response to the 2009 H1N1 flu virus by U.S. and Mexican health officials illustrated, United States and Mexico policy responses are inextricably linked.

The conflict in Mexico between the government and criminal drug cartels has been in the news lately, particularly because of the horrific levels of violence and its proximity to our border. The U.S. Government is increasingly concerned, and President Barack Obama has turned to the Chairman of the Joint Chiefs of Staff for options to provide timely support to Mexico. But the “cartel war” in Mexico, which is increasingly spilling into the United States, is just the latest, most visible indicator of steadily deteriorating civil order south of the border.

17. U.S.-Cambodia Defense Relations: Defining New Possibilities

In his speech to the International Institute for Strategic Studies annual Shangri-La Dialogue in Singapore in late May 2009, Secretary of Defense Robert Gates laid out a vision of U.S. policy toward the region. The vision relies on longstanding treaty allies in Southeast Asia—the Philippines, Thailand, and Australia—as “cornerstones of U.S. foreign policy.” However, that vision does not stop there: it is designed to build a “new comprehensive partnership” with Indonesia and Singapore, to increase coop¬eration with Malaysia and Vietnam, and “to forge new partnerships in places long disre¬garded. This includes our emerging dialogue with Cambodia, as well as developments with Laos.” The dialogue with Cambodia thus holds out the prospect of a new partnership with a “long disregarded” country.

Abstract:
The policies of a decade or more to stop the flow of cocaine from the Andean source countries, Colombia, Peru and Bolivia, to the two largest consumer markets, the U.S. and Europe, have proved insufficient and ineffective. Cocaine availability and demand have essentially remained stable in the U.S. and have been increasing in Europe. Use in Latin American transit countries, in particular Argentina, Brazil and Chile, is on the rise. Flawed counter-drug polices also are causing considerable collateral damage in Latin America, undermining support for democratic governments in some countries, distorting governance and social priorities in others, causing all too frequent human rights violations and fuelling armed and/or social conflicts in Colombia, Bolivia and Peru. A comprehensive shared policy reassessment and a new consensus on the balance between approaches emphasising law enforcement and approaches emphasising alternative development and harm reduction are urgently required.

The United States of America's relationship with the Dominican Republic is based on shared goals and aspirations for greater economic prosperity, security and democracy. With an estimated one million Dominican Americans living in the United States, there is a natural constituency for close and collaborative relations between our two countries on the full spectrum of bilateral economic and political issues, and there is a long-term recognition of the need to support our friendship in times of plenty and in times of need. This relationship extends to a common fight to control the illicit trade in narcotics, to strengthening democratic institutions and fighting corruption, building the educational foundation for the Dominican Republic's next generation, and many other vital areas. Yet the true building block of the strength of our relationship starts with the cultural and social ties we share and cultivate.

Drug abuse and related crime claim nearly thirty-five thousand American lives and sap $180 billion from our economy every year.1 Although the United States is understandably preoccupied with the threat of Islamic terrorism, it must never let down its guard against the well-financed, bloodthirsty, illicit drug cartels that exact a staggering price on our well-being and economy. President George W. Bush's fiscal year 2009 budget proposes to spend well over $14 billion for federal programs to suppress demand and attack supply. Because most cocaine and heroin find their way to the U.S. market through Mexico, it is essential that Mexican authorities confront the illegal drug syndicates whose cross-border crime threatens both countries. The Mérida Initiative—named for the Yucatan city where Bush, then-president of Guatemala Óscar Berger, and Mexican president Felipe Calderón met in March 2007—proposes to make a $1.4 billion multiyear U.S. contribution to support Mexican law enforcement and judicial reforms in their antidrug efforts. The challenges are formidable: Mexico's relatively weak judicial institutions are hard-pressed to take on these well-heeled gangsters on their own, and both sides are protective of their national sovereignty. Nevertheless, both countries have signaled their commitment to this cause: at a February 7, 2008, hearing, the Drug Enforcement Agency's chief of intelligence, Anthony Placido, praised the tangible measures being taken and sacrifices being made by Mexico today and urged skeptical U.S. lawmakers to seize the opportunity to cooperate with Mexican allies against a common foe. Despite heavy media focus on the counternarcotics elements of the initiative, when the specifics of the initiative are examined, it is clear that its aim is to strengthen Mexico's security institutions, enabling them to deal with the threat nonstate actors—be they terrorists, organized crime, criminal gangs, or domestic radical groups—pose to the country's security.
