371. Unproven: The Controversy over Justifying War in Iraq

Abstract:
The failure of U.S. and British forces in Iraq to find evidence of weapons of mass destruction has sparked controversy on both sides of the Atlantic and in the wider international community. Two contending explanations have been offered for why the Bush administration made apparently questionable claims about weapons of mass destruction. The first alleges an intelligence failure. The best analysts in the CIA simply had no foolproof way of discerning what Saddam had. They gave the administration a wide-ranging set of estimates, from benign to worst-case, and, given the way bureaucracies behave, the president's advisors adopted the worse case scenario. The second claim, more odious in form and substance, is that the administration inflated and manipulated uncertain data, possibly even requesting that material sent to it be redone to fit preconceived notions. The Bush administration has gone to great pains to reassert that it stands by its previous pronouncements that prohibited weapons will be located in due time.

The Bush administration's war on terrorism and its proposed military intervention in Iraq have sparked the steepest increases in military and security spending in two decades. Since September 11, 2001, the federal government has approved over $110 billion in increased military spending and military aid. Spending on national defense is slated to reach $399 billion in the Fiscal Year 2004 budget, and to rise to over $500 billion annually by the end of this decade. These vast sums do not include the costs of the ongoing war in Afghanistan or a war with Iraq. Steven Kosiak of the Center for Strategic and Budgetary Assessments estimates that only 5 to 10 percent of the Fiscal Year 2003 Pentagon budget is being set aside for anti-terror activities and homeland security.

373. Factional Politics and Credit Networks in Revolutionary Vermont

Abstract:
Studies of state formation tend to emphasize the demise of localism through centralization. This article specifies empirically the social structural conditions that strengthen localism understate formation. The historical case is the creation of Vermont during the Revolutionary War and the local factionalism it involved. Probate records are used to reconstruct credit networks that provided the relational foundation for localism and factional identities. The evidence demonstrates that network segregation between factional regions intensified over time, and was supported by strong cohesion within these regions. Local brokers who forged cohesion within factions consistently attained important political offices while mediators between opposing factions increasingly failed to obtain offices. This structural process coincided with the shift of Vermont's domestic politics into national level conflicts between Federalists and Jeffersonians. Within this escalation local and national factions crystallized around equivalent pairs of binary categorical oppositions. T h e evocation of national politics directly resonated with local lines of conflict, and reinforced factional identities and localism.

S of this writing, 39 U.S. soldiers have been killed in Iraq in the 10 weeks following the declared conclusion of the campaign to over throw Saddam Hussein on May 1. This fact stands in sharp contrast to the optimistic pre-war rhetoric of the George W. Bush administration regarding the “liberation” of Iraq and testifies to the arduous road that lies ahead.

At the start of 2003, the United States remains focused on fighting global terrorism in general even as it zeroes in on Iraq as the nexus of evil. But a number of factors in play today make international support for such a venture less effusive than in 1990-91, when the last anti-Saddam “coalition of the willing” formed. Many economies, including those of three of the four big financial supporters of the 1990-91 war — Japan, Germany, and Saudi Arabia — are weaker. Any war would be relatively more expensive. Suspicions about U.S. motives, fueled by the Bush administration's initial unilateralism, remain alive despite Washington's patient work in obtaining a UN Security Council resolution on new inspections. Germany has declared it will provide no forces; use of Saudi Arabian airbases to launch combat missions against Iraq remains unclear; and troop contributions, as well as moral support, from other Arab states such as Egypt and Syria may not materialize.

Abstract:
There is, in theory, a plausible role for the European Union as the partner of a militarily assertive United States: the peacekeeper that follows in the wake of the peacemaker. The war in Iraq, however, has raised the possibility of a diametrically different role for Europe: as a potential imperial rival to the United States. There is no need to invoke the memory of either Rome or Byzantium to make the case that Europe is capable of spoiling America's unipolar party. The successful conclusion of accession agreements with ten new member countries – not to mention the sustained appreciation of the euro against the dollar since Kennedy's article appeared – have seemingly vindicated this analysis. So too, in the eyes of some commentators, has the vociferous and not wholly ineffectual opposition of at least some E.U. member states to American policy in Iraq. If the U.S. has an imperial rival today, then the E.U. appears to be it.

The policy dilemmas posed by the Iraqi crisis are much more acute, and the issues much more finely balanced, than most of those publicly supporting or opposing war are prepared to acknowledge. There is still broad international agreement about the objectives to be pursued: ensuring that Iraq does not constitute a threat, disarming it of the weapons of mass destruction it still retains (as demanded by Security Council Resolution 1441), and improving the condition of the Iraqi people (as demanded both by common decency and the Iraqi people themselves). But following the inspectors' reports to the UN Security Council on 14 February 2003 and the extraordinary scale of the worldwide anti-war demonstrations over the following days, achieving international consensus on how to achieve these objectives appears as difficult as ever.

More than five decades after independence, Pakistan is no closer to a resolution with India of the dispute over Kashmir. Pakistan and India have fought three wars, two of them over the status of Kashmir. They have been on the brink of war on several other occasions, including in Siachen in 1987 and in Kargil in 1999. From December 2001 to October 2002, the nuclear-armed protagonists came close to war once again when India mobilised along its international border with Pakistan following the terrorist attack on the parliament in New Delhi. Intense diplomatic and political pressure by the U.S., in coordination with other G-8 countries, averted what could have been a catastrophic clash.

As war with Iraq looms closer, postwar questions are receiving increasing attention. Senior defense officials have been addressing such issues frequently, and the White House held a press briefing yesterday on "Humanitarian Reconstruction" in Iraq. One of these issues concerns individuals who have been complicit in the crimes of Saddam Husayn's regime. According to the Washington Post, the United States intends to conduct a "de-Baathification" program in Iraq similar in some ways to the "de-Nazification" program conducted in Germany in the wake of World War II. Although the details of this program are still to be worked out, the Post indicated that complicity in "human rights and weapons abuses" would be key criteria in determining which Iraqi officials would be permitted to keep their jobs.
