21. The Role of Human Rights in Countering Violent Extremism

Abstract:
On the sidelines of the annual United Nations General Assembly meeting, the United States is sponsoring briefings and meetings with allies to develop strategies to counter the spread of violent extremism. These activities will build on the February 2015 White House Summit to Counter Violent Extremism (CVE). The CVE initiative is designed to advance a more preventive and proactive approach to countering violent extremism. It takes into account the lesson of the past decade that addressing the threat of violent extremism requires a truly comprehensive strategy that goes beyond military intelligence and law-enforcement tools. The United States government has played a leading role in moving forward a global conversation on countering violent extremism since convening the White House Summit. If this process is to yield results, the United States will have to continue to provide leadership in close coordination with the efforts of the United Nations and other multilateral organizations, notably the U.N. Secretary General’s Plan of Action on Preventing Violent Extremism to be presented to the U.N. General Assembly later this year. While sustained U.S. engagement with this multilateral process will be essential, just as important will be a clear demonstration from the United States that it is putting the principles of its CVE approach into practice. The United States must show its commitment to the principles it has been championing through its more comprehensive, preventive CVE strategy in each of its bilateral relationships, particularly those with states facing challenges from the threat of terrorism, which also engage in systematic violations of human rights. It is no accident that these two conditions often coincide. This blueprint brings together examples of existing bilateral relationships with some U.S. allies that fit this category. The material collected here illustrates the vital importance for the United States to encourage its allies to implement security policies rooted in the reality that good governance, the rule of law, and respect for human rights are essential tools in countering violent extremism. 22. How to Dismantle the Business of Human Trafficking

This year marks the 150th anniversary of the ratification of the 13th Amendment, which abolished slavery in the United States. Yet in the world today there are an estimated 20.9 million people enslaved, and the United States is both a source and destination of victims. While the United States would have a moral responsibility to address this problem even without its history of slavery, its legacy heightens this imperative. Contemporary slavery manifests in various ways. Many trafficking victims are forced to toil in fields, factories, and fishing boats for little or no pay. Others are held captive in private homes. Forced prostitution rings imprison women, girls, and boys in brothels or force them to work in the streets under threat of abuse. What links all these forms—as well as historic American slavery—is the profit motive. Human trafficking is a lucrative criminal enterprise, generating $150 billion annually in profits worldwide. The United States should seek to reduce substantially the number of victims by implementing policies and practices that dismantle the business of trafficking. Since passage of the Trafficking Victims Protection Act (TVPA) of 2000—and its subsequent reauthorizations—the U.S. government has undertaken significant steps to build an anti-human trafficking infrastructure. Through annual publication of the Department of State’s (DOS) Trafficking in Persons report (TIP report), it has called worldwide attention to this blight. The DOS Office to Monitor and Combat Trafficking in Persons (J/TIP) provides grants to U.S. and foreign institutions involved in prevention/awareness, protection/services, law enforcement/prosecution, research and data collection, and evaluation. J/TIP also coordinates U.S. agencies both at home and abroad, including agencies on the President’s Interagency Task Force (PITF). Despite these efforts, human trafficking continues to be a horrific human rights problem both in the United States and around the world. The 2014 DOS TIP report used law enforcement data to determine that 44,738 survivors were reported globally in 2013 —a paltry figure considering the number of victims. It is clear that far more needs to be done.

With gun violence once again at the top of the U.S. political agenda, the rest of the world waits anxiously for signs that Washington can move beyond the polarizing national debate over gun control and develop even modest improvements to firearms legislation. The issue is particularly sensitive in the Americas, where the trafficking of American guns, both legal and illegal, represents a threat to public safety. The analysis begins with a review of trends in financing peace operations, including the proliferation of actors; existing financing mechanisms used by the UN, the European Union (EU), the North Atlantic Treaty Organiza- tion (NATO), and the World Bank; and the devolution of these operations to African regional organizations. Efforts of the past two decades to respond effectively to challenges to peace and security in Africa have produced vari- ous new programs and institutions, funds, and budgets and led to revisions of previous programs and financing mechanisms. This proliferation of institutions and funds has also created challenges, however, which the analysis reviews next, placing particular emphasis on three: the inadequacy of UN reforms to overcome financing constraints; the insufficiency and unpredictability of voluntary contributions; and the limited capacity of African regional organizations. All are rooted in the demand for more integrated approaches to peace operations on the one hand and the lack of coordination, duplication of structures, and waste of resources on the other.

Abstract:
The African development and governance picture is today highly differentiated with some countries developing successful democracies while riding a wave of growth, others facing outright institutional failure, and a great number in-between. Critical to understanding the different paths that countries have taken, and the likely even greater divergences in the future, is the relationship between civilians and soldiers. Starting soon after independence in the early 1960s, the seizure of power by soldiers was emblematic of the problems African states faced in promoting good governance. Now, at a time when most soldiers are back in their barracks, economic growth has accelerated and democratization has progressed. However, the picture varies greatly from country-to-country. In this paper, we develop a taxonomy of African militaries to understand why some countries have better civil-military relations than others, what is the likely path in the future, and the potential role, if any, for outsiders. African militaries are characterised, just as African states themselves, by different capacities and civil-military records.

While he was First Lord of the Admiralty, Winston Churchill once stated, “Gentlemen, we have run out of money; now we must think.”1 Conducting increasingly diverse, global operations while simultaneously fighting on multiple fronts has become more challenging due to constrained budgets. Conditions where the United States could simply throw large amounts of resources at a problem and solve it through sheer volume no longer exist. This new reality has forced combatant commanders and combined joint task force (CJTF) commanders to be more effective with limited resources when conducting operations across their joint operational area.

The U.S. government seems outraged that people are leaking classified materials about its less attractive behavior. It certainly acts that way: three years ago, after Chelsea Manning, an army private then known as Bradley Manning, turned over hundreds of thousands of classified cables to the anti-secrecy group WikiLeaks, U.S. authorities imprisoned the soldier under conditions that the UN special rapporteur on torture deemed cruel and inhumane. At the beginning of The Dictator's Learning Curve: Inside the Global Battle for Democracy, William Dobson states a fact that is all too clear for anyone who studies history or reads the news: Authoritarian governments rarely fret over United Nations sanctions or interference from a foreign rights group that can be easily expelled. Indeed, the mere threat of foreign intervention, whether from the United States, the United Nations, or a body like the International Criminal Court, can be a useful foil for stirring up nationalist passions and encouraging people to rally around the regime.
