The United States and Russia are still the giants of nuclear power, accounting for more than half the world's enriched uranium production. Twenty-five percent of the world's nuclear power plants are found in the United States and half of those power plants use Russian uranium. Russian nuclear fuel now constitutes 10 percent of the U.S. power generation mix. The interdependence arising from existing trade in nuclear fuel points toward a natural partnership.

Abstract:
The Cold War ended but it seems to be here again. The title for this paper is '2009 - time for détente and disarmament'. It really should have read 'high time for détente and disarmament' because the Cold War ended about twenty years ago and yet today it seems as if it were still here. We hear of plans for new nuclear weapons, the development and testing of missiles and antimissiles, plans for a further expansion of NATO and a chill in the cooperation between EU and Russia as a consequence of the war in Georgia.

113. Nafta toward a Common Currency: An Economic Feasibility Study

Abstract:
The recent emergence of the Euro, combined with the completion of a decade of North American Free Trade Agreement (NAFTA) has sparked interest in adopting a common currency for North America. This study examines the likelihood that Canada, Mexico, and the United States will adopt a common currency under fixed exchange rate regimes. The benefits and costs of a common currency are explored using the theory of optimum currency areas (OCA). Empirical research focuses on several variables including intra-regional and intra-industry trade, trade openness, gross domestic product, inflation rates, interest rates, economic growth rates, business cycle synchronization, factor mobility, fiscal policy and monetary policy coordination. The analysis also presents a comparative analysis of NAFTA with Economic and Monetary Union (EMU) nations on different economic criteria. Finally, correlation and regression analysis further explores the likelihood that members of NAFTA will economically integrate. Though this research concludes that it is economically feasible for NAFTA members to move towards a common currency, this venture depends on the political readiness of the nations.

A fundamental shift is taking place in the world economy to which the multilateral trading system has failed to adapt. The Doha process focused on issues of limited significance while the burning issues of the day were not even on the negotiating agenda. The paper advances five propositions: (1) the traditional negotiating dynamic, driven by private-sector interests largely in the rich countries, is running out of steam; (2) the world economy is moving broadly from conditions of relative abundance to relative scarcity, and so economic security has become a paramount concern for consumers, workers, and ordinary citizens; (3) international economic integration can contribute to enhanced security; (4) addressing these new concerns-relating to food, energy, and economic security-requires a wider agenda of multilateral cooperation, involving not just the World Trade Organization but other multilateral institutions as well; and (5) despite shifts in economic power across countries, the commonality of interests and scope for give-and-take on these new issues make multilateral cooperation worth attempting.

Abstract:
After months of rigorous debate, U.S. and Iraqi negotiators submitted a draft Status of Forces Agreement (SOFA) to Iraq's cabinet and political leadership last week. Since then, many Iraqi politicians have publicly expressed reservations, while others have distanced themselves from the draft in an attempt to deflect blame and avoid the electorate's censure in the upcoming provincial elections. Despite the opposition, approving the SOFA is essential not only for maintaining Iraq's fragile security gains, but also for supporting the struggle against regional forces that want to reshape the Middle East to the detriment of U.S. and Iraqi interests.

Abstract:
Bringing in the Americans is the first task for the UN-COP-15 for the Danish government along with its EU partners. The key contents of the EU's climate leadership towards the climate conference are assessed, such as the-20% by 2020 reduction target, the effort sharing agreement and reforms of the European Trading Scheme. EU climate leadership is both based on strong public support and economic features such as a lower energy intensity of production than the U.S. The EU and Danish strategy converge in promoting the concept of a "low-carbon economy", based on first-mover advantage exports in renewables technology, such as wind power. The contents of the "Danish example" are assessed; decoupling economic growth and emissions within a "lowcarbon economy"-storyline.

The collection, retention, manipulation, exchange and correction of personal data in Europe have once again become a matter of substantial interest. The last time the use of data constituted an important political issue in Europe, in the 1970s, the result (at the European level) was the Council of Europe's Convention for the Protection of Individuals with regard to Automatic Processing of Personal Data, which opened for signature in 1981. This Convention, to which all EU member states are party, still sets the standard for data use in Europe.

Abstract:
Mali is one of the world's poorest countries, with over two-thirds of the population – mostly in rural areas – living on less than a dollar a day. Mali is also the second largest cotton producer in sub-Saharan Africa after Burkina Faso. Cotton production is generally heralded as a success story in much of West and Central Africa, providing a critical development strategy for poor African countries such as Mali and enabling both governments and farm households to access income. The World Bank, International Monetary Fund (IMF), and the wider donor community have also recognised the importance of cotton in reducing poverty and supporting the country's economy. However, in recent years, much of this success has been undermined by depressed and volatile cotton prices, partly as the result of unchecked US subsidies, and the downward trend of commodity prices.

Since enactment of the TRIPS (Trade Related Aspects of Intellectual Property Rights) Agreement in 1995, the USA has imposed progressively higher levels of intellectual property protection (TRIPS-plus rules) on developing countries, which undermines access to affordable medicines. The US-Jordan free trade agreement (FTA) introduced a rigid framework of TRIPS-plus rules that the USA continues to impose on developing countries, although subsequent FTAs have even stricter levels of intellectual property (IP) protection. Jordan was also required to increase the level of IP protection under the terms of its accession to the World Trade Organization (WTO).

Following the inauguration of the Bush administration in 2001, South Korea and the United States entered into a period of dissonance and even mutual repugnance. It began with differences in North Korea policy in 2001, and expanded into other areas. The Bush administration's mismanagement ignited a surge of anti-Americanism in South Korea, which in turn led to a round of Korea-bashing in the United States.
