1. Growth, Inequality, and Poverty Reduction in Developing Countries

Abstract:
The study presents recent global evidence on the transformation of economic growth to poverty reduction in developing countries, with emphasis on the role of income inequality. The focus is on the period since the early/mid-1990s when growth in these countries as a group has been relatively strong, surpassing that of the advanced economies. Both regional and country-specific data are analysed for the US$1.25 andUS$2.50 level poverty headcount ratios using the most recent World Bank data. The study finds that on average income growth has been the major driving force behind both the declines and increases in poverty. Abstract:
The legal environment in which a media outlet operates is a crucial factor in its success. Rules and regulations can hinder or enable the growth of media and restrict or promote particular kinds of content. A liberal and empowering legal regime will allow media to publish hard-hitting investigative reports and fulfill their function as watchdog of democratic society without fear of legal sanction, thus helping to make governments more accountable. This is a public good lost to citizens of countries with restrictive legal regimes.

Abstract:
The end of the Cold War was viewed by many as a time to usher in peace and stability throughout the world. As soon became apparent, however, the global crumbling of Soviet-style communism had precipitated an unforeseen period of fragility in the international system. Ethnic conflicts started to flare up in many parts of the world and the rapid spread of globalisation started to create a wealth gap, and thus, social tensions. The rise of American unilateralism in post-Cold War international affairs, combined with the momentous globalisation of the Third World (which is sometimes seen as either a direct or indirect product of American foreign policy), had precipitated a resulting rise in anti-American sentiment throughout many parts of the world. This development was particularly evident in the Middle East and other parts of the Muslim world and ultimately culminated in the September 11 attacks on the United States.

Traditional media in the United States are shrinking as the industry confronts both an extended recession and the long-term erosion of its economic model. In the developing world, the newly independent media of a decade ago maintain their vitality while attempting to find financial sustainability. The Internet has globalized the evolving media marketplace, and at the interstices of the media and internet businesses, new and exciting media organizations are springing up worldwide to fill needs in such areas as investigative reporting.

Abstract:
To tackle global poverty, it is essential to craft a new and dynamic approach to economic development that refl ects the realities of a 21st century global economy and incorporates the participation of a wide variety of new players, particularly from the private sector. While investment, trade and innovation all represent basic components of building healthy economies, this paper focuses primarily on strategies to increase both in-country and international private capital investment in order to create jobs. To that end, it concentrates on two areas: strengthening and reforming the existing structures, coordinating mechanisms and policies that support U. S. economic development efforts; and improving public-private partnership models to promote broader fi nancing to local businesses, greater human capital support and technical assistance and improved physical and ICT infrastructure.

6. Vanishing Third World Emigrants?

Abstract:
This paper documents a stylized fact not well appreciated in the literature. The Third World has been undergoing an emigration life cycle since the 1960s, and, except for Africa, emigration rates have been level or even declining since a peak in the late 1980s the early 1990s. The current economic crisis will serve only to accelerate those trends. The paper estimates the economic and demographic fundamentals driving these Third World emigration life cycles to the United States since 1970-the income gap between the US and the sending country, the education gap between the US and the sending country, the poverty trap, the size of the cohort at risk, and migrant stock dynamics. It then projects the life cycle up to 2024. The projections imply that pressure on Third World emigration over the next two decades will not increase. It also suggests that future US immigrants will be blacker and fewer will speak Spanish.

Abstract:
Does development lead to the establishment of more democratic institutions? The key to the puzzle, we argue, is the previously unrecognized fact that based on quantitative regime scores, countries over the past 50 years have clustered into two separate, very distinct, yet equally-common stages of political development—authoritarian states with low levels of freedom on one side an d democracies with liberal institutions on the other side of a bimodal distribution of political regimes. We develop a new empirical strategy—exploiting exogenous world economic factors and introducing new panel data estimators—that allows for the first time to estimate the effects of development as well as unobserved country effects in driving democracy at these different stages of political development. We find that income and education have the least effect on democracy when authoritarian regimes are consolidated and that only country effects, possibly accounting for institutional legacies, can lead to political development. Ironically, it is in highly democratic and wealthiest of nations that income and education start to play a role; however greater wealth and better educated citizenry can both help and hurt democracy depending again on what the country's institutional legacies are. Far from accepting the notion that much of the developing world is cursed by unchanging and poor long-run institutions, policy-makers should take note that with democratization we also see country-specific factors that in turn condition the difference income and education make for democracy.

Enabling independent media to perform the crucial roles of being a watchdog over government and educating people about the issues that affect their lives also requires supporting organizations such as trade unions and professional associations for journalists, and a public educated about these roles and responsibilities of media and their function in a democratic and open society.

Abstract:
Liquid biofuels can provide a much needed substitute for fossil fuels used in the transport sector. They can contribute to climate and other environmental goals, energy security, economic development, and offer opportunities for private companies to profit. If not implemented with care, however, biofuel production can put upward pressure on food prices, increase greenhouse gas (GHG) emissions, exacerbate degradation of land, forests, water sources, and ecosystems, and jeopardize the livelihood security of individuals immediately dependent on the natural resource base. Guiding biofuel development to realize its multiple potential benefits while guarding against its multiple risks requires the application of a similarly diverse set of tailored policy interventions. Most session participants agreed that any single rule – such as production subsidies, a simple ban on biofuel production, or the immediate revocation of existing mandates for biofuel use – is too blunt an instrument, and will almost certainly do more harm than good.
