The Center for International Media Assistance (CIMA) at the National Endowment for Democracy aims to strengthen the support, raise the visibility, and improve the effectiveness of media assistance programs by providing information, building networks, conducting research, and highlighting the indispensable role independent media play in the creation and development of sustainable democracies around the world. An important aspect of CIMA's work is to research ways to create an environment that will allow independent and free media to be sustainable and to attract additional U.S. private sector interest in international media development.

12. The U.S. External Deficit and the Developing Countries

Abstract:
In the absence of US fiscal adjustment and a further correction of the dollar, the current account deficit is headed to $1.3 trillion by 2010 (8 to 8.5 percent of GDP) and net US foreign liabilities to over $8 trillion (50 percent of GDP). According to CGD/IIE Senior Fellow William R. Cline, the rising trade deficit and associated borrowing from abroad are now financing a decline in personal saving and a rise in the government deficit. This imbalance will increasingly put the US economy—and the developing countries—at risk. This working paper focuses on the impact that the US external deficit and a possible “hard landing” for the US and world economies will have on developing countries. Cline finds that these countries are at risk since they have relied heavily on a continuing expansion of trade surpluses with the United States as a source of demand. Developing countries with high borrowing abroad are also doubly sensitive to a spike in world interest rates—once directly from higher US interest rates, and once indirectly through higher risk spreads—that might be associated with a hard landing. This Working Paper is based on The United States as a Debtor Nation, a book published in 2005 by the Center for Global Development and the Institute for International Economics.

Recent technological advances in the application of hydrogen fuel cells in the transport sector have drawn considerable attention and increased funding from both public and private sources over the past ten years. The International Energy Agency estimates that about US$1billion per year is currently being invested in public hydrogen and fuel cell research, development, test vehicles, prototype refuelling stations and demonstration projects, as compared to the total annual public budget for energy research, development and demonstration of around US$8billion. While still in the early stages of development and costly in comparison to conventional vehicle propulsion and fuel technologies, fuel cells and hydrogen offer a promising solution to address growing concerns over the transport sector's dependence on oil and its impact on climate change.

15. GSP in the "spaghetti bowl"; of trade preferences

The paper examines the relative position of GSP (tariff preferences for developing countries) compared to ordinary tariffs and free trade agreements in Norway, the EU and the USA. On average, ordinary GSP gives a tariff rebate of less than 50% in all countries. “Extended” GSP, given to the Least Developed Countries (LDCs) and others, implies zero tariffs in Norway and the EU, but only partial liberalisation in the USA. EU provides extended GSP for 119 countries, while the USA does so for 76 and Norway for 52. Considering the shares of trade rather than the number of countries, extended GSP covers 5% or less of total trade in all cases, and ordinary GSP is much more important. Compared to tariffs in free trade agreements, ordinary GSP is inferior in the USA and the EU, but not too far behind in Norway. This is due to recent cuts in MFN tariffs as well as improvements in the GSP system of Norway. For manufacturing, Norway has low tariffs and a generous GSP system. This is however not the case for agriculture.

16. U.S. Military Assistance to Countries Using Child Soldiers: 1990-2006

Released on Feb. 28, 2005, the State Department's 2004 Human Rights report discusses the “nature and extent of the compulsory recruitment and conscription of individuals under the age of” by all armed groups in every country, and what steps have been taken by the governments of the respective countries to eliminate such practices. The State Department report cites 26 countries that have forcefully recruited and/or used child soldiers, including four countries that had no evidence of new child soldier participation in 2004. CDI's research has revealed that of these 26 countries, the United States has provided 22 with military assistance since 2001.

On Feb. 28, 2005, the U.S. State Department released its annual Country Reports on Human Rights. The reports detail information on 196 countries compiled by Foreign Service Officers abroad, domestic and international human rights groups, academics, activists, jurists and journalists that work to recount human rights conditions around the globe. These annual reports point "to the areas of progress and draw attention to new and continuing challenges" in the human rights realm, and are to be "used as a resource for shaping policy, conducting diplomacy and making assistance, training and other resource allocations."

This report was prepared by William Krist, a Senior Policy Scholar at the Woodrow Wilson Center's Environmental Change and Security Project (ECSP). Mr. Krist is working on issues relating to trade and sustainable development. Before becoming a Woodrow Wilson scholar, Mr. Krist was senior vice president at the American Electronics Association, and prior to that, he had been Assistant Trade Representative for Industry in the Office of the U.S. Trade Representative. Abstract:
On the background of the recently increased political interest in protecting and assisting refugees in their 'regions of origin' this working paper lays out a conceptual framework for analyzing the strategies, conditions and options for support to refugees areas in neighboring countries to countries in conflict. In particular relations between security–or the 'securitization of refugees'–and development and local integration are discussed. The working paper identifies the confinement and lack of freedom of movement of refugees as the major obstacle to local, or rather regional, integration of refugees. Finally, the working paper makes recommendations for action and research in relation to the strategy of protecting and assisting refugees close to the countries they have left.
