Abstract:
At its core, the U.S.-led occupation of Afghanistan is an attempt to establish a client regime supported by a military operation to pacify resistance. In May 2012, the Obama administration took a major step towards consolidating its war aims and signed the Enduring Partnership Agreement with President Karzai, which ensures a U.S. military presence for at least a decade after 2014. It is clear from this agreement, the previous memorandums on detention and night raids, and the continuing development of U.S. mega-bases in the country that 2014 is far from a “withdrawal” date.

Abstract:
The withdrawal of international forces from Afghanistan will leave the country worse than it was before 2001 in some respects. There is no clear plan for the future. Washington will progressively lose its influence over Kabul, and drone operations in Pakistan are not a credible way to fight jihadist groups on the Afghanistan-Pakistan border. The situation will only worsen after 2014, when most U.S. troops are out of the country and aid going to the Afghan government steeply declines.

Abstract:
For the past decade, increasing instability in the Sahel and Sahara region has been a source of growing concern in Europe and the United States. Western governments have worried that the weakness of state control in the area would allow al-Qaeda in the Islamist Maghreb (AQIM) and other jihadist organizations to expand their influence and establish safe havens in areas outside government control. Such fears appear to have been vindicated by the recent takeover of northern Mali by AQIM and organizations closely associated with it.

Cybersecurity concerns everyone, and is everyone's responsibility. It is a genuine example of a society-wide security issue. The United States is ahead of Europe in discussing and integrating (military) cybersecurity into its foreign and security policies. For the US, the biggest challenges at the moment are: updating legal frameworks, creating cyber rules of engagement for the military, building cyber deterrence and clarifying the cybersecurity roles and responsibilities of government and private sector actors. Cooperation at national and international levels is integral to improving cybersecurity. This includes updating international and domestic legal frameworks to ensure that state actions are accountable, and to protect citizens from wanton strikes at critical infrastructure. Governments must hold private sector partners accountable, and through partnerships ensure that societal cybersecurity is not overshadowed by private interests – public-private partnerships have a crucial role to play in this.

In May 2011, in what is arguably the United States' most strategically significant counterterrorism (CT) mission to date, a U.S. Special Operations Forces (SOF) team crossed over 100 miles into Pakistan—a putative CT partner—without informing the host government, infiltrated a residential compound that stood in proximity to a military academy, and killed Usama bin Ladin, the leader of al‐Qa'ida and the individual ultimately responsible for the deadliest terrorist attacks on U.S. soil.

Last August, the Republican presidential contender Mitt Romney performed what has become a quadrennial rite of passage in American presidential politics: he delivered a speech to the annual convention of the Veterans of Foreign Wars. His message was rooted in another grand American tradition: hyping foreign threats to the United States. It is “wishful thinking,” Romney declared, “that the world is becoming a safer place. The opposite is true. Consider simply the jihadists, a near-nuclear Iran, a turbulent Middle East, an unstable Pakistan, a delusional North Korea, an assertive Russia, and an emerging global power called China. No, the world is not becoming safer.” Not long after, U.S. Secretary of Defense Leon Panetta echoed Romney's statement. In a lecture last October, Panetta warned of threats arising “from terrorism to nuclear proliferation; from rogue states to cyber attacks; from revolutions in the Middle East, to economic crisis in Europe, to the rise of new powers such as China and India. All of these changes represent security, geopolitical, economic, and demographic shifts in the international order that make the world more unpredictable, more volatile and, yes, more dangerous.” General Martin Dempsey, chairman of the Joint Chiefs of Staff, concurred in a recent speech, arguing that “the number and kinds of threats we face have increased significantly.” And U.S. Secretary of State Hillary Clinton reinforced the point by claiming that America resides today in a “very complex, dangerous world.”

70. Security Sector Governance in Pakistan: Progress, But Many Challenges Persist

The utility of the Pakistani army's domination over nearly all aspects of the state in Pakistan was brought into question following the US Navy SEAL raid on Osama bin Ladens hideout on May 2, 2011. Pakistanis wondered how these events could have occurred right under the military's nose. This issue paper examines the prospects for security sector governance in Pakistan and identifies the reforms that are necessary for Pakistan's government to make meaningful strides in this area. It begins by explaining the hegemonic role of the armed forces in the history of the state of Pakistan and the unique challenges of its contemporary security terrain before surveying security sector governance in several key areas: the security of Pakistan's growing nuclear arsenal; the all powerful intelligence agencies; disaster management; law enforcement; the criminal justice system and support to jihadist groups. While the report elucidates persistent shortcomings of security governance in all areas, it also highlights key areas of recent improvement, including disaster management and control of nuclear arms.
