Abstract:
During the last several months, the question of whether women in Saudi Arabia should be allowed to drive has become a lively topic of debate within the kingdom. Support for the issue has come from the newly enthroned King Abdullah; the most prominent opponent is the long-serving interior minister, Prince Nayef. The men are viewed as political rivals frequently at odds over a range of policies. Increasingly, women driving seems a metaphor for the series of security, economic, and educational challenges facing the kingdom—and therefore a tempting policy opportunity for the United States.

Abstract:
On September 25, 2005, Lebanese journalist May Chidiac nearly lost her life in yet another car bomb attack on prominent Lebanese figures who are critical of Syria. Led by German prosecutor Detlev Mehlis, the international commission charged with investigating the murder of former Lebanese prime minister Rafiq Hariri is expected to issue a report on its findings to the UN Security Council on October 21. Many Lebanese fear that during the countdown to the report, which reportedly may implicate senior Syrian officials in Hariri's assassination, Syria and its allies in Lebanon might try to destabilize the country in an act of retribution against the Lebanese opposition and the "ungrateful" country.

Abstract:
On September 29, Algerians will vote on President Abdelaziz Bouteflika's proposed Charter for Peace and National Reconciliation, a policy that would provide amnesty for most of the one-thousand Islamic terrorists the government believes are still hiding in Algeria and neighboring countries. Between three hundred and five hundred of the terrorists still at large belong to the Salafist Group for Preaching and Combat (GSPC). This cadre of Afghanistan-trained, al-Qaeda-linked militants was behind the September 24 ambush of a police patrol east of Algiers that killed eight people. These holdouts have shown no interest in a government amnesty, despite the Algerian population's clearly waning interest in Islamist-inspired political violence.

Abstract:
Although the U.S. and British governments have offered gestures of mutual diplomatic support and apparent political agreement in the aftermath of the July 7 terrorist bombings in London, such efforts mask the wide differences between their approaches to the increasing threat of al-Qaeda terrorism. On July 15, President George W. Bush, speaking in North Carolina about the bombings, stated, “The killers . . . did not care about their religion. . . . These people will not be stopped by negotiations. . . . There is only one course of action. We will take the fight to the enemy, and we will stay in this fight until this enemy is defeated.” The next day, Prime Minister Tony Blair, stated, “The greatest danger is that we fail to face up to the nature of the threat we are dealing with. . . . [N]o sane person would negotiate. . . . It cannot be beaten except by confronting it, symptoms and causes, head-on. Without compromise and without delusion.” The similarity in language was probably intentional. Yet, Washington's apparent preference for military force contrasts with Blair's categorization of Britain's strategy: “In the end, it is the power of argument, debate, true religious faith, and true legitimate politics that will defeat this threat.”

Abstract:
Beginning on July 6, British prime minister Tony Blair will host the G8 summit in Gleneagles, a hotel and golf course in Scotland. Africa and climate change are the two main topics on the agenda, but counterterrorism, proliferation, and political reform in the Middle East are scheduled to be discussed as well. The annual G8 summit has become the sole forum in which the leaders of the seven top industrialized countries (Britain, Canada, France, Germany, Italy, Japan and the United States) and Russia meet to discuss and decide on courses of action. Diplomatic grandstanding and expected antiglobalization demonstrations aside, the summit is an opportunity to set the international political and bureaucratic agenda for months ahead.

Abstract:
Intelligence failures prior to the terrorist attacks of September 11, 2001, and the “missing” weapons of mass destruction (WMD) in Iraq have reminded Americans that good intelligence is crucial for national security. Indeed, the report of the National Commission on Terrorist Attacks upon the United States led quickly to the enactment of legislation restructuring the intelligence community, underscoring both the capacity of American citizens to change their most secretive governmental institutions and their appreciation of the importance of the intelligence mission. The families of the victims of September 11 recognized their opportunity to reform the U.S. government's intelligence service and, remarkably, they did so. At the end of 2004 President George W. Bush signed into law the first strategically significant changes in the American intelligence system since it was created at the end of World War II.

Although this was in part a consequence of the European Security Forum's modus operandi – with its differentiated European, American and Russian perspectives, rarely in our meetings has the contrast been so clearly highlighted.

Abstract:
Failing and failed states present a grave danger to international stability as well as to the well-being of their populations. Internationally, they can become safe havens for terrorist organizations, centers for the trade of drugs and arms, and breeding grounds for dangerous diseases. Regionally, they can spill instability well past their borders and create a conflict dynamic affecting neighboring countries. Domestically, they cannot provide security for their citizens or deliver essential public goods. Beyond these immediate threats, failure of states also means the appearance of a growing number of stateless territories, a phenomenon with which the governments of Western countries are poorly prepared to deal. Despite all the astute reflections on the importance of non-state actors in international affairs and on the need to rethink the concept of sovereignty, states are still the central actors and units of global governance.

During the 1990s the United States and its allies enjoyed a much sought-after period of prosperity and tranquility following the end of the Cold War. In hindsight, however, it is now apparent that Al Qaeda, a fiercely anti-American global terrorist network, was taking root in over sixty countries during this period, culminating in the devastating September 11 attacks on New York and Washington, D.C. The Bush administration, which had entered office determined to secure U.S. primacy amid the emergence of major power centers in Asia, such as China, soon found itself forced to confront a worldwide Islamist insurgency. This study analyzes the relevance of terrorist groups as substatal actors in international politics, their influence on deeper dynamics of the international system, and the challenges facing the United States posed by transnational terrorist organizations. It argues that international terrorism, although currently salient, does not necessarily replace or even alter the traditional concerns of international politics, but rather subsists among them. On balance, the United States has managed these interlocking challenges with partial success, and needs to pay greater attention to pursuing the legitimacy and protecting the economic foundations of its power. Failing to do so, or waging a poorly defined “war against all,” carries the risk of far-reaching economic and political reverberations that may, in the not-too-distant future, enervate the United States, undermine its legitimacy as the sole superpower, and gradually erode continued American dominance in the world order.
