Abstract:
Those seeking to perfect and apply the tools of peacebuilding as recommended by Chadwick Alger (1991; 1995; 1996; 1999; 2000; 2002) cannot avoid being alarmed by three recent developments that threaten to wreck already overextended tools. These developments include (1) new threats of mega-terrorism similar to the tragic events of September 11, 2001; (2) U.S. rejection of equitable implementation of international law and cooperative multilateralism by endorsing pre-emptive war and U.S. global military dominance, as expressed in the new National Security Strategy of the United States (Bush, 2002); and (3) the multiple threats posed by the proliferation of weapons of mass destruction. In the face of these daunting problems, what can exponents of peacebuilding tools do to strengthen international peace?

Conventional wisdom says that none of us are safe from terrorism. The truth is that almost all of us are. The conventional belief is that in response to terrorism, the federal government has spent massive sums on homeland security. The fact is that the increased federal spending on homeland security since September 11 pales in comparison to increases in the U.S. defense budget. But homeland security has costs beyond spending, costs that conventional thinking rarely considers. U.S. homeland security policy conjures up a flawless enemy that could strike at any moment, in any place. That policy institutionalizes the fears terrorists created and harms liberal values.

Iran is now an important focal point for U.S. foreign policy. Yet many have argued that the United States lacks a coherent foreign policy on Iran, amounting to no more than an enormous list of “evils”: namely, that Iran exports its radical Islamist revolution, supports Hezbollah and Hamas and actively opposes the Middle East peace process, is building nuclear and biological weapons capacity, was involved in the bombings of the Jewish center in Buenos Aires and the Khobar towers in Saudi Arabia, provides Al-Qaeda with safe passage and refuge, helps insurgents in Iraq, assassinates its own dissidents and oppresses its people, and so on.

There is widespread recognition that the struggle against international terrorism relies heavily on the cooperation of our partners and allies. The National Security Strategy (NSS) of the United States declares that the U.S. will hold partners responsible for doing their part in the struggle -- including efforts to stem the proliferation of weapons of mass destruction and trafficking of illicit drugs -- but admits that weaker nations may not be able to fulfill that responsibility. That strategy and other subordinate strategies call for U.S. assistance to those states that lack the capacity to counter effectively those threats. This places foreign assistance and building partner and allied security capabilities at the center of the struggle against terrorism and related transnational threats.

Abstract:
The Brussels Conference on “Topics in Terrorism: Toward a Transatlantic Consensus on the Nature of the Threat” was the first of three conferences whose principal purpose was to explore specific themes associated with the world-wide effort to cope with and counter the threat of terrorists. Held in three different European capitals (Brussels, Vienna, and Budapest), the conferences drew on divergent presenters and audiences. Each conference convened subject-matter experts from the United States and Europe with the express intent of considering various perspectives on some of the most difficult challenges facing the transatlantic community. While reaching a consensus on each of the major topics would certainly have been a desirable outcome, where a consensus proved elusive, a major objective was to gain a better understanding of the divergent views and the rationale that underpins those views.

If any Europeans observing the 9/11 atrocities in the United States had comforted themselves with the belief that Western Europe was immune from such attacks, this illusion should have been dispelled by the train bombings in Madrid in March 2004 and the July 2005 bombings of Underground trains and a double-decker bus in London, apparently by suicide bombers with links to the Al Qaeda network.

Nearly four years after 9/11 , hardly a day passes without the "war on terrorism" making headlines, with Iraq, Afghanistan, Indonesia and now London holding centre stage. But away from the spot light, a quiet, dirty conflict is being waged in Somalia: in the rubble-strewn streets of the ruined capital of this state without a government, Mogadishu, al-Qaeda operatives, jihadi extremists, Ethiopian security services and Western-backed counter-terrorism networks are engaged in a shadowy and complex contest waged by intimidation, abduction and assassination. The U.S. has had some success but now risks evoking a backlash. Ultimately a successful counter-terrorism strategy requires more attention to helping Somalia with the twin tasks of reconciliation and state building.

Abstract:
U.S. led coalition forces killed 12 militants and arrested nine others in a raid in Zabul province on Sept. 5. Coalition forces did not suffer any casualties. U.S. military officials said the militants used their hideout location to stage attacks before the upcoming Sept. 18 elections. In a remote area of Kandahar province, U.S. and Afghan forces killed 13 Taliban fighters and captured more than a dozen more on Sept. 5. The U.S.-led assault targeted Taliban rebels suspected of the murder of Abduallah Kalid, a candidate for the upcoming elections.

Abstract:
The U.S. State Department's list of Foreign Terrorist Organizations (FTOs) began in 1997 as a method of tracking down and striking back against specific terrorist groups around the world. FTOs are designated as such based on a demonstrated capability and/or willingness to engage in terrorist methods that threaten the U.S. national security interests. These methods include attacks on U.S. nationals, and American national defense, military, diplomatic, and economic interests. The FTO list provides the U.S. government with the legal authority to conduct prosecutions against U.S. citizens, or foreign nationals within the country, for aiding — financially, ideologically or logistically — any designated FTO. FTO designation can also mean certain members or representatives of the designated terror group can be denied entry to the United States through visa rejection or other means. The United States also maintains the authority to compel U.S. financial institutions to freeze any assets linked to an FTO and to report them to the U.S. Department of the Treasury pursuant to Executive Order 13244.

The U.S. economy was in recession when the 9/11 terrorist attacks struck New York and Washington, D.C. Yet within a few months, despite fears of a collapse in confidence, consumption growth surged to a fourth-quarter annualized rate of nearly 5 percent, up sharply from a 1 percent rate during the third quarter. That consumption surge was enough to drag the economy out of what turned out to be a mild recession. By the first quarter of 2002, overall growth reached a booming 5 percent rate.
