Abstract:
Until September 11, 2001, Canadians had not thought very much or very hard about the long border they share with the United States. Nor had public authorities shown significant concern. There was no compelling imperative to contemplate it, particularly in this global age. Ideas passed through it, money poured over it and millions of people crossed it each year. Post–September 11, the border has changed beyond recognition. It is everywhere and everything. Issues now include enhanced security, protection of privacy rights, who Canadians want as citizens, how cross-border traffic can be expedited, and how open the border should be to political refugees.

AEI's election watcher Norman J. Ornstein follows the fortunes of the presidential and congressional candidates, commenting daily on campaign strategies and policies. But he also writes and speaks regularly about an issue that many members of Congress have chosen to ignore: the possibility of disruption of our election process through a terrorist attack or a natural disaster. Ornstein believes the United States is wholly unprepared for any such scenario, and he has urged Congress to focus its attention on the potential problems. Muddling through has worked thus far, he notes in this article, but it is "flat-out irresponsible" to continue to pay so little attention to the issue.

Abstract:
This February, the Sudanese government launched a series of direct assaults on towns and villages in West Darfur that harkened back to the worst periods of violence since the current conflict in Sudan's western region began in 2003. Military aircraft, including Antonov transport planes used as bombers and helicopter gunships accompanied Sudanese Armed Forces and government-supported proxy militia in attacking the towns of Sirbu, Silea and Abu Siruj, among others. While these towns were located in a region controlled by the Justice and Equality Movement (JEM) rebel group, no evidence provided by the government of Sudan, international journalists or human rights groups indicates that rebel elements were present in these communities at the time of assault.

234. The Middle East: Evolution of a Broken Regional Order

Abstract:
The Middle East is broken. The structures and power balances put in place in the late 1970s and amended after the end of the Cold War are no longer. These structures and balances included a number of key elements. Israel was at peace with Egypt and Jordan and in an informal truce with Syria—hence the Arab–Israeli conflict was no longer pursued by any major contiguous state opponents of Israel. A weakened Palestinian movement had been chased out of Lebanon in 1982 and co-opted in the Oslo Accords of 1993. Syria's role in the region was recognized and its influence in Lebanon legitimized—indeed, after 1990, it was promoted to suzerainty. Iraq was bolstered in the 1980s by the United States as a buffer and counterbalance to revolutionary Iran, and later, throughout the 1990s, it was preserved but contained. Saudi Arabia helped manage the finances of this scheme and helped maintain Arab consensus when possible. And the United States saw out the end of Soviet influence in the region, secured a military foothold in the Gulf, and gained in political influence: first as a broker of Israeli–Egyptian peace in the late 1970s, then as the architect of a pro-Iraqi containment policy against revolutionary Iran in the 1980s, as the leader of an Arab and international coalition to liberate Kuwait from an Iraqi invasion in the early 1990s, and as the patron of another major peace initiative launched in the Madrid peace conference.

Today, few places on earth are as important to U.S. national security as the tribal belt along Pakistan's border with Afghanistan. The region serves as a safe haven for a core group of nationally and internationally networked terrorists, a training and recruiting ground for Afghan Taliban, and, increasingly, a hotbed of indigenous militancy that threatens the stability of Pakistan's own state and society. Should another 9/11-type attack take place in the United States, it will likely have its origins in this region. As long as Pakistan's tribal areas are in turmoil, the mission of building a new, democratic, and stable Afghanistan cannot succeed.

Abstract:
Terrorist attacks in the United States and in Western Europe have been rare and the public awareness of the terrorist menace has largely been molded by a few horrific events. In contrast, other countries have experienced chronic terrorism, with attacks on busses, restaurants, coffee shops, and retail establishments. In this paper we assess the impact of terrorism on civilian society in the United States, Northern Ireland, and Israel. We examine the psychological effects, the adaptations made by individuals to enhance their safety, and the consequent adjustments made by institutional actors and by commercial establishments to ensure continued economic viability. We review the various theories of societal adjustments to exogenous shocks, and point out that a very different formulation is required for the case of chronic terrorism than for the societal experience of a one-time attack.

Abstract:
Repressive counterterrorism measures (CTMs) have led to an erosion of civil liberties and human rights in many countries. The repercussions have been felt keenly by civil society groups, especially in the global South. Overly restrictive security policies have contributed to a climate of suspicion toward nongovernmental groups, particularly those that challenge social exclusion and unequal power relations. Many of the organizations that work against extremism by promoting human rights and development are themselves being labeled extremist and are facing constraints on their ability to operate.

The September 2001 attacks on the United States facilitated the formation of an effective domestic consensus on post-Cold War US globalism – a goal that had eluded the Clinton administration. The centerpiece of that consensus is the "war on terrorism." This puts US global engagement in a "war-fighting" framework, which has strong institutional, cultural, and ideological resonances in the American polity. And it admits both neo-conservative and neo-liberal varieties. However, the attendant surge in US military activism has proved both fabulously expensive and largely counter-productive. Moreover, it has helped undermine America's already-troubled hegemonic position within the Western and allied camp.

As long as the East bloc existed, military conflicts were largely determined by the policy of the USA and the USSR and were therefore part of the East-West conflict. Since this symmetrical-global conflict was decided in favor of the West, numerous asymmetrical conflicts have erupted around the globe in the aftermath. Terrorist conflicts have become a worldwide menace. Jihadist terrorism has spread beyond the borders of the regions in which it had its origin and has reached a global dimension. To offset this threat requires knowledge of what motivates, feeds and sanctions jihadist terrorists and their followers. Research and analysis of the root causes and underlying conditions, motivators and enablers of terrorism including the agitation propaganda of jihadist terrorists are vital to shaping appropriate countermeasures to the threat from Islamic terrorism. The interaction and dependencies between media and terrorism are still to be fully investigated. Research gaps exist concerning the media effects of terrorism and its interaction therewith. In particular, the utilization of the Internet by terrorists needs further research. One way to begin this investigation, the approach this paper takes, is to look at the jihadist use of strategic communication management techniques according to the elements that are used to generate a strategic communication management plan.
