Abstract:
In a video aired on ABC News in June 2007, Afghan Taliban commander Mansour Dadullah is shown speaking to a group of around 300 masked men. The men are presented as “suicide bombers” about to go on missions in Western countries, in particular to the United States, Canada, the United Kingdom and Germany. The video created considerable media attention, but was soon dismissed as “jihadist bravado” rather than representing a genuine threat. Two years after it was aired, the Afghan Taliban have yet to put Dadullah's words into action.

193. Economic Conditions and U.S. National Security in the 1930s and Today

Abstract:
This paper comments on the experience of the U.S. economy in the 1930s, its lessons for managing the current economic downturn, and the relation of U.S. economic conditions to our future national security. Some of the conclusions are: (1) Although the current recession will be long and very damaging, it is not likely to deteriorate into conditions similar to the Depression of the 1930s. Policy makers now understand better than they did in the 1930s what needs to be done and what needs to be avoided. (2) The focus on domestic economic policies in the 1930s and the desire to remain militarily neutral delayed the major military buildup that eventually achieved the economic recovery. (3) A well-functioning system of bank lending is necessary for economic expansion. We have yet to achieve that in the current situation. (4) Raising taxes, even future taxes, can depress economic activity. The administration's budget proposes to raise tax rates on higher income individuals, on dividends and capital gains, on corporate profits and on all consumers through the cap and trade system of implicit CO2 taxes. (5) Inappropriate trade policies and domestic policies that affect the exchange rate can hurt our allies, leading to conflicts that spill over from economics to impair national security cooperation. Reducing long-term U.S. fiscal deficits would reduce the risk of inflation and thereby reduce the fear among foreign investors that their dollar investments will lose their purchasing power. (6) The possibilities for domestic terrorism and of cyber attacks creates risks that did not exist in the 1930s or even in more recent decades. The scale and funding of the FBI and the Department of Homeland Security is not consistent with these new risks.

This is the second in a series of reports about various cities' pre-paredness for terrorism and/or natural disasters. It is the outgrowth of a series of roundtable discussions in 2007 and 2008 in New York, Chicago, Houston, New Orleans, and Los Angeles among key federal, state, and local government officials in each such city, as well as private sector stakeholders, and think tank/academic experts on homeland security and counterterrorism. The series was financed by a generous lead grant by the Ford Foundation, supplemented by additional grants from the Rockefeller Foundation, the McCormick Foundation, and the Houston Endowment. The goal in each city was to identify best practices that can be replicated around the country; to identify any gaps in preparedness; and to recommend to policymakers ways and means of closing any such gaps.

The two-decade-old conflict in Somalia has entered a new phase, which presents both a challenge and an opportunity for the United States. The elections of new U.S. and Somali presidents in late 2008 and early 2009 provide an opportunity to reframe U.S.-Somali relations. To best encourage peace in the devastated country, Washington needs a new strategy that takes into account hard-learned lessons from multiple failed U.S. interventions. The old strategy favoring military force and reflexive opposition to all Islamists should give way to one emphasizing regional diplomacy and at least tacit acceptance of a government that is capable of bringing order to Somalia.

The United States and India share the fundamental objective of preserving an Asia that is peaceful, prosperous, and free. Without security, India's meteoric rise cannot continue. While New Delhi can manage Pakistan, its longtime regional adversary, it will have more difficulty confronting the challenges posed by a rising China. As a result, India will continue to depend on the United States to preserve order in Asia until it can protect its own interests there.

Abstract:
Since assuming command in 1998 of the first Civil Support Team (CST) Weapons of Mass Destruction (WMD), Colonel Stewart witnessed and experienced dramatic changes in homeland security theory, policy, and practice. Understandably, the most significant changes have occurred since the horrific attacks on September 11, 2001, which violently demonstrated how turbulent today's world strategic environment is. Widely available chemical, biological, radiological, nuclear, high yield explosive, and cyberspace security (CBRNE-C) materials, technologies, and equipment often have dual uses. Preventing rogue states and terrorist organizations from acquiring these materials is a necessary but formidable challenge. Additionally, the cyber domain has grown tremendously and may be used to target key infrastructure and resources. In addition to these threats, dramatic weather changes have caused unusual and devastating shifts in weather patterns, which in turn have triggered catastrophic events.

There is a vast literature on the potential for new technologies to create a Revolution in Military Affairs or “networked warfare,” but that is a discussion of the impact of military technology on the way the force itself can be used. Today there is a question regarding the impact of new communication and information technologies in the hands of civilians—some of whom are combatants—on the environment in which the force will be used. This monograph argues that the impact of these technologies has been, and will be, great enough that the way they are shaping the battlefield needs to be understood.

Because strategic performance must involve the ability to decide, to command, and to lead, as well as the capacity to understand, there are practical limits to what is feasible and useful by way of formal education in strategy. The soldier who best comprehends what Sun-tzu, Clausewitz, and Thucydides intended to say, is not necessarily the soldier best fitted to strategic high command. It is important to distinguish between intellect and character/personality. The superior strategist is ever uniquely a product of nature/biology, personality/psychology, and experience/opportunity. Nonetheless, formal education has its place.
