Abstract:
India faces the real prospect of another major terrorist attack by Pakistan-based terrorist organizations in the near future. Unlike the aftermath of the November 2008 attack on Mumbai, in which 166 people died, Indian military restraint cannot be taken for granted if terrorists strike again. An Indian retaliatory strike against terrorist targets on Pakistani soil would raise Indo-Pakistani tensions and could even set off a spiral of violent escalation between the nuclear-armed rivals. Given Washington's effort to intensify pressure on al-Qaeda, the Taliban, and associated militants operating from Pakistani territory, increased tensions between India and Pakistan would harm U.S. interests even if New Delhi and Islamabad stop well short of the nuclear threshold because it would distract Pakistan from counterterror and counterinsurgency operations, jeopardize the U.S. mission in Afghanistan, and place new, extreme stresses on Islamabad.

Abstract:
The issue of state fragility and the presence of radical religious movements in Yemen have occasioned misperceptions and confusions in recent debates about the country. This report argues that the language of “failed states” arises nearly exclusively in relation to countries deemed threatening to US security interests. Moreover, this language obscures rather than reveals how regime incentives to build state institutions can be incompatible with regime interests in survival. The result is that a seemingly neutral analytical category misrepresents local realities even while it is used as a warrant for policy initiatives that are likely to be counterproductive.

On april 12-13, 2010, U.S. President Barack Obama hosted the Washington Nuclear Security Summit. The final communiqué released from the summit, and agreed to by the 47 countries in attendance, stated that “nuclear terrorism is one of the most challenging threats to international security, and strong nuclear security measures are the most effective means to prevent terrorists, criminals, or other unauthorized actors from acquiring nuclear materials.”With this commitment, the bar has been raised for all countries to reassess their current levels of engagement with one another in an effort to achieve a greater level of nuclear security. As President Obama stated in Prague in April 2009, “one nuclear weapon exploded in one city—be it New York or Moscow, Islamabad, or Mumbai, Tokyo or Tel Aviv, Paris or Prague—could kill hundreds of thousands of people. And no matter where it happens, there is no end to what the consequences might be—for our global safety, our security, our society, our economy, to our ultimate survival.”

Abstract:
Last week in Beirut, the United Nations Special Tribunal charged with investigating and prosecuting the killers of former Lebanese premier Rafiq Hariri brought six members of Hizballah in for questioning. The tribunal's decision to interview Hizballah in connection with the 2005 murder appears to confirm a 2009 report in Der Speigel -- corroborated more recently by Le Monde -- implicating the Shiite militia in the conspiracy. A shift in the short-term focus of the investigation from Syria to Hizballah will have a profound impact on domestic politics in Lebanon, and potentially on U.S.-Lebanese relations.

Abstract:
Theoretical insights from evolutionary psychology and biology can help academics and policymakers better understand both deep and proximate causes of Islamic suicide terrorism. The life sciences can contribute explanations that probe the influence of the following forces on the phenomenon of Islamic suicide terrorism: high levels of gender differentiation, the prevalence of polygyny, and the obstruction of marriage markets delaying marriage for young adult men in the modern Middle East. The influence of these forces has been left virtually unexplored in the social sciences, despite their presumptive application in this case. Life science explanations should be integrated with more conventional social science explanations, which include international anarchy, U.S. hegemony and presence in the Middle East, and culturally molded discourse sanctioning suicide terrorism in the Islamic context. Such a consilient approach, melding the explanatory power of the social and life sciences, offers greater insight into the causal context of Islamic fundamentalist suicide terrorism, the motivation of suicide terrorists, and effective approaches to subvert this form of terrorism.

News that the failed Christmas Day attack on a U.S. passenger jet was tied to al-Qaeda elements in Yemen prompted questions of whether the fractious Arab state might give rise to a Taliban-style regime. What had been America's main adversary in the Cold War, namely Communism, has now become the Arabs and the Islamic world, which, ironically, had been America's allies against Communism.
