Abstract:
On August 7, Iraqi prime minister Nouri al-Maliki and Turkish prime minister Recep Tayyip Erdogan signed a memorandum of understanding (MOU) in Ankara against the Kurdistan Workers Party (PKK). Although the PKK, based in northern Iraq, is on the U.S. State Department's list of Foreign Terrorist Organizations, lack of action against the group by Washington and Baghdad is poisoning Turkey's relations with both. Moreover, because the group operates from an area of Iraq controlled by the Kurdistan Democratic Party (KDP) and the Patriotic Union of Kurdistan (PUK), the PKK issue affects Turkey's ties with Iraqi Kurds as well. Does the MOU represent a breakthrough on any of these fronts?

102. Angolan Progress and Prospects: A Conference on Development and Reconstruction

On May 9, 2007, a conference and celebration were held honoring Angola Day. The organizers and supporters were the Africa Program of the Woodrow Wilson International Center for Scholars (WWICS), the Angolan Embassy, the United States Agency for International Development (USAID) and the U.S.-Angola Chamber of Commerce, with further sponsorship by an array of Angolan and international companies. The conference sought to share progress, challenges and opportunities facing Angola, now in its fifth year of peace following a brutal 27-year civil war. The celebratory nature of the event was not limited to the reception and cultural entertainment which took place at the WWICS that day, but also reflected the social, economic and political progress in Angola over these five years. For example, panelists in the conference shared information regarding an ambitious rehabilitation program of social infrastructure, steady economic growth, stabilizing political institutions and improved security conditions. They further cited specific opportunities for partnership with the United States, through international cooperation, private investment and increased trade. Scheduled to hold their first legislative and presidential elections since the end of the civil war in 2002, Angola is poised to become “a model of post-conflict democratic transition, and has the resources—human capital and natural endowments—to be a regional and global leader in world affairs” (Jendayi Frazer, U.S. Assistant Secretary of State for African Affairs.

Abstract:
Since the end of the cold war until 2004, the United States and the European Union held largely complementary views towards the European neighbourhood. Washington's foreign policy mantra was that of a Europe 'whole and free', where the dividing lines inherited from the cold war were to dissolve through the gradual inclusion of Central and Eastern Europe in the Euro-Atlantic family of nations. The EU concomitantly focused on its enlargement strategy, which ensured that the transition of the former communist countries would be benchmarked and monitored, in order to attain the ultimate goal of their full integration into the EU.

Abstract:
There are four words that summarize the U.S. Mexico collaboration in the area of education: asymmetric, fragmented, aimless, and “institution-less”. This paper, drawing, from the recent history and policies in the education relationship will document this status of education in the bilateral relationship. The paper is organized in three sections. Section one refers to the U.S. – Mexico asymmetries in almost every single area of comparison from competitiveness to wellness and from education to research and development. The asymmetrical relationship (both, in sheer economic, competitiveness and wellness indicators on the one hand, and institutional governmental agencies, on the other) will be given as an assumption of the difficulties of forward bilateral collaboration in all areas including education and knowledge. Section two will depart from the asymmetrical institutional relationship and will refer to the overall bilateral education relationship between the two countries. The lack of an institutional framework and binational institutions in the educational collaborative realm will entice me to a third section of proposals for policy makers.

U.S. policy in Latin America and the Caribbean always seems to inspire criticism: Too much, too little, too late. Back off. Get in the game. Don't just stand there, do something. Don't do something, just stand there. Our geographic closeness has meant a rich, natural partnership, but this proximity easily stirs concerns over sovereignty. When the United States is preoccupied with events in other parts of the world, regional pundits accuse Washington of indifference. If we speak clearly on the issues in Latin America, we are excoriated for poking our nose “where it doesn't belong.” So where does this leave U.S. foreign policy in the region? It could be that what we do may not be as important as how we do it. The first step in developing a new paradigm for engaging the Americas is using the 2008 election cycle here at home to develop a serious domestic constituency for our policy. Then we should shape that policy through a conscientious dialogue with stakeholders in the region.

109. Some Assembly Required: Sudan's Comprehensive Peace Agreement

Regional mediators and international facilitators helped the two main opposing forces in Sudan's fifty-year civil war, the National Congress Party (NCP) of the North and the Sudan Peoples Liberation Movement and Army (SPLM/A) of the South, to reach a detailed Comprehensive Peace Agreement (CPA) after two-and-a-half years of negotiation, from 2002 to 2005. The United States served as the catalyst for the peace process and then became part of a group of facilitators including the United Kingdom, Norway, and Italy. At different points during negotiations, each of these countries exerted influence on the Sudanese parties. Kenya took the lead in mediating the negotiations under General Lazaro Sumbeiywo. Sudan Vice President Ali Osman Taha, representing the North, and Dr. John Garang, representing the South, spent fifteen months negotiating the final agreement in Naivasha, Kenya. Implementation of the CPA requires continuing good security with minimal fighting, agreement on the boundaries of North and South that affect the distribution of Sudan's oil wealth, completion of midterm elections, and a referendum in the South. Slow implementation of key provisions of the CPA is causing Sudanese to question the political will and even the good faith of the northern government. Failure to provide an immediate peace dividend, lack of competence in managing southern expectations, and corruption have led to public criticism of the southern authorities. Hope is waning that the CPA will pave the way to a modern, united Sudan with a government responsive to all its peoples. The SPLM/A leadership is focusing on developing the South rather than creating a national political movement. The crisis in Darfur has diverted the international community's attention. Implementing the CPA will require sustained international pressure and imagination to help resolve numerous political, economic, and social problems.
