1. Postwar Nakba: A Microhistory of the Depopulation of Zakariyya, 1950

Abstract:
This study follows the events that caused the depopulation of the village of Zakariyya, south of the Jaffa-Jerusalem road, during the summer of 1950. Using documents from state and military archives, the article constructs the story of the villagers’ expulsion and explores the role of the little-known Transfer Committee in initiating and promoting postwar expulsions of Palestinians from the newly established State of Israel. A close reading of the actions of individual committee members over the course of events uncovers both the Transfer Committee’s modus operandi and the ostensible rationale for the postwar depopulation of the village. The article argues that by packing the committee with representatives of major Israeli power centers, Chair Yosef Weitz in effect laid the groundwork for the continuing expulsion of Palestinians from Israel after the establishment of the state.

Abstract:
A 2019 investigation by the Israeli NGO Akevot and Haaretz newspaper has uncovered official suppression of crucial documents about the Nakba in Israeli archives. The Journal of Palestine Studies is publishing print excerpts and a full online version of the buried “migration report,” which details Israel’s depopulation of Palestinian villages in the first six months of the 1948 war, a document that clearly undermines official Israeli state narratives about the course of events. In methodical fashion, this report provides contemporaneous documentation of Israeli culpability in the expulsion of Palestinians from their homes and the systematic depopulation of so-called Arab villages in the first six months of the war. Alongside a discussion of key revelations in the newly available document, this introduction situates the broader pattern of erasure within historiographical debates over 1948 and questions of archival access. It examines how accounts of Israel’s birth and Palestinian statelessness have been crafted in relation to the underlying question: who has permission to narrate the past?

Abstract:
In 1967, Israel occupied the western section of Syria’s Golan Heights, expelling some 130,000 of its inhabitants and leaving a few thousand people scattered across five villages. Severed from Syria, this residual and mostly Druze community, known as the Jawlanis, has been subjected to systematic policies of ethno-religious identity reformulation and bureaucratic and economic control by the Israeli regime for half a century. This essay offers an account of the transformation of authority, class, and the politics of representation among what is now the near 25,000-strong Jawlani community, detailing the impact of Israeli occupation both politically and economically. During an initial decade and a half of direct military rule, Israel secured the community’s political docility by restoring traditional leaders to power; but following full-on annexation in 1981, new forces emerged from the popular resistance movement that developed in response. Those forces continue to compete for social influence and representation today.

4. General Elections in Mexico: A Time for a Populist President?

Abstract:
General elections in the United Mexican States that are to be held on July 1st will largely determine the future development in this Latin American country with the population of more than 120 million. Mexico is a federal republic, comprising of 32 states, and it has a presidential government meaning that the president is both the head of state and government. On the same day the Mexicans will elect the new president, 500 members in the lower house of the Congress of the Union, the Chamber of Deputies, and 128 members in the upper house, the Senate of the Republic. What makes these elections even more signi�icant is the fact that the local elections will also be held on July 1st in as much as 30 Mexican states. For all these reasons, the July elections will have a huge impact on the country that is the 16th economy and the biggest Spanish speaking country in the world. With its growing in�luence in the Latin world and across its northern border, due to the growing signi�icance of the Mexican community in the United States, Mexico is striving to get out of the strong American grip. Due to the political power and authority that the President of Mexico holds in internal policies and in shaping the country’s foreign policy, all eyes of the Mexican public are pointed to the presidential candidates. It seems that the former Head of Government of Mexico City Andrés Manuel López Obrador, widely known as AMLO, has the best odds to become the new President of Mexico. As his chances of winning the presidency stand above 90%, it is expedient to look into the impacts that the election of AMLO would have on Mexico.

5. Demographic versus Cyclical Influences on US Labor Force Participation

This paper applies time series analysis to distinguish between cyclical and demographic causes of the decline of the labor force participation rate. Some public discussions suggest that the decline of US unemployment from its 2009 peak of 10 percent to about 6 percent by mid-2014 grossly exaggerates recovery because most of the decline reflects the exit of discouraged workers from the labor force. This study finds instead that one-half to two-thirds of the decline in labor force participation by about 3 percentage points from late 2007 to early 2014 is attributable to aging of the population. Although about one-third is found attributable to the lagged influence of high, and especially long-term, unemployment, going forward the potential rebound in the participation rate from recovery is projected to be approximately offset by further aging of the population.

6. Secret Weapon: High-value Target Teams as an Organizational Innovation

Abstract:
This study argues that interagency teams were a major catalyst in turning around the Iraq War, and that they will disappear from America's arsenal unless the knowledge base supporting the innovation can be secured. Most explanations credit the dramatic reduction in violence in Iraq between 2007 and 2008 to new U.S. leadership, the surge in U.S. forces, and/or U.S. financial support to Sunni tribal leaders. In contrast, we argue that the United States employed an underappreciated organizational innovation—interagency teams—to put insurgent clandestine organizations on the defensive and give population security measures a chance to take effect.

Abstract:
The U.S. Government provides a comprehensive plan for civilian-military efforts in failing states aimed at showing citizens that their own governments can protect them. The object is to weaken any appeal that rebels might develop among these populations. In Sudan, which ranks third in a prominent index of failed states, this effort entails U.S. coordination of humanitarian aid, the provision of basic social services, and help to improve governmental function. This latest effort, part of the implementation of a 2005 peace agreement between a rebel army and Sudan's government, is part of an intensive 20-year official engagement with this country and its conflicts.

Abstract:
On the global stage, Canada holds a special status in many ways. This comes from a peculiar combination of Canada's geography, population and history on the one hand and its position vis - à - vis the rest of the world and especially the rest of the West on the other. It is the second largest country in the world and yet has a relatively low population of about 34 million based on the 2009 UN estimation. This latter characteristic can be seen as one of Canada's main strategic challenges in the path of becoming a major player in global affairs. A country with significant reservoirs of natural resources, Canada has been trying to add to its pool of human resources by admitting over six million migrants based on United Nations (UN) 2006 estimations. Although there have been vigorous debates in the country about immigration and the notion of multiculturalism, Canada has been relatively more successful compared to most (if not all) European countries in enriching its social tapestry through embracing more tolerant policies towards immigration. This has rendered Canada better - positioned to address inherent challenges in opening the doors to people of various cultures and ethnic backgrounds. Despite the lack of a major or urgent security threat, Canada is an integral part of NATO, one of the most enduring security organizations in recent history. Still, it has not come under fire, by and large, for being an arrogant power. It is an important part of global economy as according to the World Trade Organization: in 2007 Canada was the tenth largest exporter and the tenth largest importer of merchandise in the world. The same report estimates that excluding the intra - EU trade; yet, in the same year, Canada was the fifth largest exporter and the fifth largest importer of merchandise in the world. Despite this high profile in global trade, Canada's external image does not severely suffer from a record of colonialism (in contrast to Europe or Japan), neither has it been accused of neo - colonialism (in contrast to the United States or China.

Abstract:
It is easy to learn the average income of a resident of El Salvador or Albania. But there is no systematic source of information on the average income of a Salvadoran or Albanian. We create a first estimate a new statistic: income per natural—the mean annual income of persons born in a given country, regardless of where that person now resides. If income per capita has any interpretation as a welfare measure, exclusive focus on the nationally resident population can lead to substantial errors of the income of the natural population for countries where emigration is an important path to greater welfare. The estimates differ substantially from traditional measures of GDP or GNI per resident, and not just for a handful of tiny countries. Almost 43 million people live in a group of countries whose income per natural collectively is 50% higher than GDP per resident. For 1.1 billion people the difference exceeds 10%. We also show that poverty estimates are very different for national residents and naturals; for example, 26 percent of Haitian naturals who are not poor by the two-dollar-a-day standard live in the United States. These estimates are simply descriptive statistics and do not depend on any assumptions about how much of observed income differences across naturals is selection and how much is a pure location effect. Our conservative, if rough, estimate is that three quarters of this difference represents the effect of international migration on income per natural. This means that departing one's country of birth is today one of the most important sources of poverty reduction for a large portion of the developing world. If economic development is defined as rising human well being, then a residence-neutral measure of well-being emphasizes that crossing international borders is not an alternative to economic development, it is economic development.

10. An Exchange: The Morality of Immigration

Abstract:
In his recent Ethics International Affairs essay ''On the Morality of Immigration,'' Mathias Risse argues that attempts to understand the constraints that justice imposes on immigration policy ought to begin from the fact that ''the earth belongs to humanity in common.'' Risse goes on to suggest that a comparison of population density statistics provides prima facie evidence that ''the United States is critically underusing the resources under its control'' and that, as a result, ''there can be nothing much wrong with illegal immigration'' (p. 30). Without suggesting that humanity's putative collective ownership of the earth is irrelevant to the constraints justice imposes on the formulation of immigration policy, I want to argue—for two reasons—that Risse greatly over-estimates the relevance of such considerations.
