Abstract:
February always brings with it the president's proposals for taxing and spending in the coming fiscal year. The president's budget proposals are accompanied by congressional and administration estimates of the path deficits and government debt are expected to take in coming years. Last year, those projections, especially a three-year string of actual and projected deficits over a trillion dollars from 2009 through 2011, excited widespread comment and handwringing about runaway deficits and their allegedly damaging effects in the form of lower growth, higher inflation, and higher interest rates.

Abstract:
The 2010 Quadrennial Defense Review Report (QDR) and the Fiscal Year 2011 defense budget proposal reveal a critical contradiction at the heart of the Obama Administration's national security policy. As the second sentence of the QDR states, "first and foremost, the United States is a nation at war." But the remainder of the report and, more importantly, the long-term budget, reflect an administration more interested in ending wars than winning them, and prepared to defer the modernization of the military resources necessary to maintain American leadership in the face of emerging threats. AEI's Center for Defense Studies (CDS) has developed a presentation, narrated by CDS director Tom Donnelly, assessing the key shortfalls of the QDR and the administration's defense budget proposal.

Recently, the Federal Reserve has significantly altered the procedures and goals that it had followed for decades. It has more than doubled its balance sheet, paid interest to banks on reserves held as deposits with the Fed, made decisions about which institutions to prop up and which should be allowed to fail, invested in assets that expose taxpayers to large losses, and raised questions about how it will avoid inflation despite an unprecedented increase in the monetary base.

Abstract:
Significant changes have taken place in the distribution of political power in Latin American countries over the past decade, at both national and hemispheric level. A growing trend toward trans-regionalisation is evident in the political and trade relations of these countries. Changes in regional power dynamics have been further hastened as Latin American countries have distanced themselves from the United States. Moreover, the weakness of US hemispheric policy, resulting from the loss of strategic regional influence, has been compounded by the political and ideological changes in Latin America over the past decade.

Abstract:
This paper reviews the empirical literature on countercyclical policy. It finds that three types of countercyclical policies have been studied in the literature: built in stabilizers, temporary policy changes, and more permanent policy changes. The literature is decidedly mixed on the effectiveness of temporary changes, but more hopeful concerning the other two.

Abstract:
On December 16, 2008, Federal Reserve chairman Ben Bernanke exercised decisive leadership at a watershed meeting of the Federal Open Market Committee (FOMC). In its official statement after the meeting, the committee pledged to “employ all available tools to promote the resumption of sustainable economic growth and to preserve price stability.” The pledge to preserve price stability was not a commitment to fight inflation, as is typical, but a highly unusual commitment to fight deflation.

Abstract:
The global financial and economic crisis that emerged in August 2007 has entered a dismaying fourth phase. The January 17–18, 2009, weekend edition of the Financial Times, which has been a major chronicler of the crisis and its many aspects, laid out a frightening timeline of an accelerating and intensifying oscillatory cycle of crisis and failed policy response that started just fifteen months ago. Each phase begins with a shock and ends with a seemingly decisive policy measure meant to contain or “fix” the crisis. Each phase is shorter than the previous one and culminates in a much larger policy response. Throughout the crisis, the losses of financial institutions have steadily grown at an accelerating pace as the underlying conditions in the financial sector and, since September 2008, in the underlying global economy deteriorate more rapidly. Such a disturbing pattern must be truncated by a large, coordinated global policy response to arrest the accelerating erosion of the market capitalization of multinational banks and insurance companies that has resulted.

On March 18, Federal Reserve chairman Ben Bernanke intensified the important battle against global deflation with a commitment to expand the Fed's balance sheet by an extra $1.15 trillion. With some luck and persistence, that step could boost growth by a percentage point or more and, even more important, substantially reduce the risk of deflation.

Interview with Michael Chertoff, Former Homeland Security Secretary, on how immigration reforms are essential to normalize labor flows. The global economic crisis has triggered calls in some U.S. policy circles for tightening immigration rules to prevent non-Americans from competing for scarce jobs. Yet despite conditions, lawmakers should be preparing changes to immigration policy in anticipation of the country's economic revival, says former Homeland Security Secretary Michael Chertoff, who had jurisdiction over immigration issues. "We are going to need to have some workers coming from other parts of the world to do the jobs that Americans will not be willing to do," Chertoff said. In addition, he said, U.S. officials should increase contacts with Mexican authorities to work out a system for rationalizing the legal flow of migrant workers into the United States. He also stressed that tough enforcement of immigration laws, at the workplace and border, must be at the core of comprehensive reforms.

A financial-institution bailout involves government intervention through a transaction or forbearance targeted to a financial institution or group of financial institutions. The action is preemptive as the financial institution does not fail and go out of business, but remains a going concern, benefiting creditors, shareholders, or counterparties. In the absence of a bailout, the financial institution would either be forced to go through receivership or bankruptcy in the prescribed legal form, or have its role in financial intermediation disrupted.
