Abstract:
The policy stimulants administered in very large doses to the U.S. economy at midyear are wearing off fast. China's boom, while not ending, is cooling. The result of those two facts will be U.S. growth of 3 percent or less in the final quarter of this year and the first quarter of next before tax rebates kick in to provide a lone quarter of 4 percent growth next spring. Then it will be back to 3 percent, plus or minus half a percent, in the second half of 2004 as the boost from tax cuts fades, provided stock markets hold up.

The outlook for the global economy has become clouded since the September annual meetings of the International Monetary Fund and World Bank in Dubai. Going into the meetings, views were broadly optimistic, tied to the familiar, reassuring sense of a recovering U.S. economy, the prospect of rising exports, and a firm dollar. America, an oasis of firmer demand growth in a desert of global excess capacity, was back— again, for the second time since the bubble economy burst in March 2000. Only this time, it was for real, not like the false, post-9/11 recovery that fizzled out in the spring of 2002. Or, so it seemed.

Abstract:
At least five terrorist suspects who entered the United States illegally from Canada during the Christmas holidays are now the subjects of an international manhunt. The suspects' international travel was apparently facilitated by Pakistani criminal elements engaged in the production of false documents, including forged visas and passports. The nexus between criminal and terrorist activity is not new. Indeed, international terrorism is facilitated and financed by an array of states, groups, fronts, individuals, businesses, banks, criminal enterprises, and nominally humanitarian organizations. Since the attacks of September 11, experts and decisionmakers have focused much attention on charitable and humanitarian organizations, as well as official and unofficial banking systems in the network of terrorist financing. The political economy of terrorism, however, relies just as heavily on legitimate businesses and, increasingly, criminal activity.

Abstract:
The President has requested an additional $87 billion to finance the war and reconstruction costs in Iraq. Commentators and some members of Congress have expressed an interest in options to offset these additional costs so as not to add on to the burgeoning budget deficit, which CBO estimates to be $480 billion in fiscal year 2004. This note considers four options to raise approximately enough revenue to finance the additional war costs. The estimates are approximate because they do not account for additional tax avoidance that higher rates might provoke, a significant factor in official revenue estimates.

For such a short period, the changes wrought by the events of 9/11 have been immense. It is too soon for judgments of historic import, though. At such a near distance one is tempted to over-ascribe cause and effect, to ignore roots of change that reach farther back, and to overlook unrelated developments of deep importance. And in the sense that “9/11” means the attacks and their aftermath, it is still unfolding. Its eventual significance will depend on future events and policy choices, key among them indicated here. Still, it is revealing to see the global upheaval at a glance, even if a report at this date should be thought of as only pencilled in.

The China Securities Regulatory Commission issued rules on June 3 outlining the participation of foreign firms in fund management and securities business. Issued earlier than expected, the rules re-state concessions made in the trade and investment agreement China signed with the United States in November 1999. Modernisation and liberalisation of the sector is a prerequisite to channelling more of China's 1 trillion dollars of private savings to equity investment.

First-quarter GDP grew by 5.8%, the US government announced on Friday, 26 April 2002. The high growth figure will provide sustenance for optimists and help support high stock market valuations. The largest US-based pension fund last week listed 13 emerging markets that its fund managers will be allowed to invest in. Investment firms appointed by the California Public Employees' Retirement System (CalPERS) will actively manage up to one billion dollars in equity investments in 13 countries and unwind CalPERS' equity positions in markets outside them. As a large institutional investor, CalPERS' decisions have an important signalling role for a variety of institutional funds.

The Conference Board announced today that the U.S. leading index increased by 0.1 percent, the coincident index held steady, and the lagging index decreased 0.3 percent in December.After declining from May through September 2002, the leading index has now improved for three straight months, suggesting a stronger economic recovery in the first half of 2003.The negative contribution from unemployment insurance claims in December was more than offset by the positive contributions from housing permits, average manufacturing workweek, and consumer expectations. The leading index has almost regained its level in May 2002, or when it started to decline.The coincident index, a measure of current economic activity, was flat in each of the last three months of 2002. But it\'s still 0.8 percent above its cyclical low reached in November 2001.
