31. NATO's Framework Nations: Capabilities for an Unpredictable World

Abstract:
As the Ukraine crisis demonstrates, in an unpredictable world, military capabilities can be a critical factor. The longstanding goals of the United States and its NATO allies have been to create a Europe whole and free, and globally to support such goals through collective defense, crisis management, and cooperative security. Ukraine raises the issue of how best to accomplish those ends. As part of the Ukraine response, there have been and will continue to be diplomatic, economic, and energy efforts. However, one key element will be to create more effective integrated capabilities that will support NATO's military tasks, and thus the values and goals that NATO represents.

Abstract:
There is no doubt current North Atlantic Treaty Organization (NATO) operations depend extensively upon space capabilities and, given NATO trends towards ballistic missile defense, precision, reach-back, communication, and maximum flexibility, the use of space is only likely to increase in the future. In 2012, NATO’s Joint Air Power Competence Center (JAPCC) put forth a broad framework for a NATO space policy. JAPCC originally developed the proposal and provided it to Allied Command Transformation (ACT) Space Integrated Project Team, known colloquially as the Space IPT.1 While the Space IPT subsequently decided to suspend its efforts on the policy front, development of a NATO space policy is still worthy of continued investigation.

On December 3rd 2014, NATO hosted the first meeting between the foreign ministers from the countries forming the US-led coalition against the so-called “Islamic State in Iraq and the Levant” (ISIL). Although all NATO members are officially part of the coalition and the Secretary General, Jens Stoltenberg, attended – as an observer – the meeting, participants said to the media that NATO would “only provide the building. ”Despite this word of caution, the event marked a new step in NATO's indirect involvement in the fight against ISIL. ! e ad-hoc coalition did materialize on the margins of NATO's Wales Summit last September. The question now is: will NATO merely play a role of a forum where coalition members meet, or could this lead to further participation?

Ukraine is not even a state!” Putin reportedly advised former US President George W. Bush during the 2008 NATO Summit in Bucharest. In 2014 this perception became reality. Russian behaviour during the current Ukraine crisis was based on the traditional Russian idea of a “sphere of influence” and a special responsibility or, stated more bluntly, the “right to interfere” with countries in its “near abroad”. This perspective is also implied by the equally misleading term “post-Soviet space.” The successor states of the Soviet Union are sovereign countries that have developed differently and therefore no longer have much in common. Some of them are members of the European Union and NATO, while others are desperately trying to achieve this goal. Contrary to what Professor John Mearsheimer may suggest. In his article “Why the Ukraine crisis is the West's fault” he argues that NATO has expanded too far to the East, “into Russia's backyard”, against Moscow's declared will, and therefore carries responsibility for recent events; however, this seems to ignore that NATO was not hunting for new members, but found them knocking at its door.

Abstract:
When U.S. President Barack Obama cancelled a scheduled September 2013 summit meeting with his Russian counterpart, Vladimir Putin, “lack of progress on issues such as missile defense” was cited as the primary justification. Despite widespread and well founded assumption that the real trigger for the cancellation was the Russian decision to offer temporary asylum to Edward Snowden, the citing of missile defense was indicative. The comment marked one of the periodic plateaus of mutual frustration between the United States and Russia over U.S. attitudes to missile defense capability, stemming from a continued failure to achieve meaningful dialogue over U.S. plans and Russian fears.

The analysis begins with a review of trends in financing peace operations, including the proliferation of actors; existing financing mechanisms used by the UN, the European Union (EU), the North Atlantic Treaty Organiza- tion (NATO), and the World Bank; and the devolution of these operations to African regional organizations. Efforts of the past two decades to respond effectively to challenges to peace and security in Africa have produced vari- ous new programs and institutions, funds, and budgets and led to revisions of previous programs and financing mechanisms. This proliferation of institutions and funds has also created challenges, however, which the analysis reviews next, placing particular emphasis on three: the inadequacy of UN reforms to overcome financing constraints; the insufficiency and unpredictability of voluntary contributions; and the limited capacity of African regional organizations. All are rooted in the demand for more integrated approaches to peace operations on the one hand and the lack of coordination, duplication of structures, and waste of resources on the other.

Civilian casualties can risk the success of a combat mission. While not new, this is a lesson US defense forces have had to repeatedly relearn. Historically, civilian protection and efforts to address harm became priorities only when external pressures demanded attention. as the Pentagon reshapes its defenses and fighting force for the next decade, continuing this ad hoc pattern in the future is neither strategically smart nor ethically acceptable. the budget submitted this year to Congress by Secretary of Defense Panetta charts a strategic shift toward smaller and more clandestine operations. Our forces will need to become leaner and more agile, able to take decisive action without the heavy footprint of recent wars. there are good political and economic reasons for this; certainly, maintaining a large military presence around the world is no longer feasible.Civilian casualties can risk the success of a combat mission. While he was First Lord of the Admiralty, Winston Churchill once stated, “Gentlemen, we have run out of money; now we must think.”1 Conducting increasingly diverse, global operations while simultaneously fighting on multiple fronts has become more challenging due to constrained budgets. Conditions where the United States could simply throw large amounts of resources at a problem and solve it through sheer volume no longer exist. This new reality has forced combatant commanders and combined joint task force (CJTF) commanders to be more effective with limited resources when conducting operations across their joint operational area.

Abstract:
Despite the North Atlantic Treaty Organization (NATO) taking its name from the ocean that ties Canada and the United States to their European allies, for most of NATO's history the alliance focused primarily on land power. However, with continental Europe at peace, the drawdown in Afghanistan, the rise of general unrest in North Africa and the Levant, and the American intent to pivot toward Asia, questions are increasingly arising about the capabilities of NATO's European navies to project power and sustain operations around their eastern and southern maritime flanks. These questions have grown even more urgent in the wake of those same navies' uneven performance in the 2011 military campaign against Muammar Gaddafi's Libya. Examining the major navies of America's European allies reveals a general desire, with the exception of Germany, to maintain a broad spectrum of naval capabilities, including carriers, submarines, and surface combatants. But given the significant reduction in each country's overall defense budget, procuring new, sophisticated naval platforms has come at the cost of rapidly shrinking fleet sizes, leaving some to wonder whether what is driving the decision to sustain a broad but thin naval fleet capability is as much national pride as it is alliance strategy.
