101. NATO's Survival Depends on Afghanistan

Abstract:
General Stanley McChrystal has said that without additional forces America will experience “Mission Failure” in Afghanistan. There is a growing fear within both the American political right and left that General McChrystal's request for additional troop increases in Afghanistan will start us on the road to another Vietnam. Shockingly, no one, not even the President, has yet to call for some form of comparable commitments from our allies. Ironically, it was the European members of the Alliance which took the initiative to invoke Article 5 after the 9/11 attacks, signaling that the attack was an attack against them all. Thus, Europeans were willing to make Afghanistan NATO's war. During the initial phase of the “War on Terror,” the United States mistakenly believed it did not need allies and made little effort to involve NATO in its operations until overextension in Iraq forced the United States to seek allies when it set up the NATO-led International Security Assistance Force. Terrorist attacks on European cities have also made it clear that Europe has just as much at stake in Afghanistan.

Since the early days of the Cold War, the United States has restricted the export of certain advanced technologies and the sharing of sensitive scientific and technical information with foreign nationals. Initially, these restrictions were justified on the grounds that the Soviet Union and its Warsaw Pact allies were engaged -- through fronts, third parties, and outright espionage -- in a systematic effort to buy or steal information, technology, and equipment developed in the West that they could then use in their own military systems. Because Soviet industry could not design or produce certain high-tech products, such as personal computers or sophisticated machine tools, the Soviets were forced to obtain them by other means. By successfully denying technology to the Soviet Union, the United States enabled NATO to maintain a strategic and tactical advantage without having to match the Warsaw Pact nations' troop strength in the field. Yet 20 years after the fall of the Berlin Wall and long after the Soviet Union ceased to exist, the same system of export controls remains in place. It has only become more arcane and ineffective with time. U.S. export controls have survived largely because of outdated "fortress America" thinking -- the view that the United States is the primary source of most militarily useful scientific ideas and products and that it can continue to deny technology to potential adversaries without seriously damaging the global competitiveness of U.S. companies or, in the end, jeopardizing national security. In an earlier era, when the United States was far more economically and technologically dominant, the costs associated with a technology-denial strategy were easier to absorb. But in today's highly competitive world, the business lost due to export controls poses a threat to the well-being of key U.S. industries; estimated losses range as high as $9 billion per year.

104. Sarkozysm: New European and foreign policy into old French bottles?

Abstract:
The Gaullist French president Nicolas Sarkozy has announced that France has to break with French past policies. The break refers to the launch of a new French European policy, re-enter in NATO's military integrated structure, up-grading of human rights in international politics and a new World Order. However, the analysis demonstrates that Sarkozy does not break with the past. Sarkozy's activism, his permanent speed and change of issue hide the fact that he continues Charles de Gaulle's and late president Francois Mitterrand's European and foreign policy which was guided by the concept of a 'European Europe', a multipolar world, France being allied to the US but not aligned and France as a politically visible actor in Europe and in international politics. The means to accomplish French European and foreign policy visions changes according to the specific European and international situation. The re-enter in NATO's Military integrated structure is such a change, but Sarkozy does not break with the past concept of not being automatically aligned with the US. Sarkozysm exists, but as we argue in this working paper Sarkozysm is an amalgam of past policies whose purpose is to satisfy all French societal layers and to strike a balance between Gaullism and Mitterrandism.

Abstract:
How do we give Russia a voice but not a veto in crafting a new European security system? This question has preoccupied analysts on both sides of the Atlantic ever since Russian President Dmitry Medvedev proclaimed that the existing one was deeply flawed and had to be replaced. Vladimir Putin's protégé observed in a series of speeches last summer that the American “unipolar moment” upon which it rested was over, and the United States could no longer dominate the international agenda. At the same time, the North Atlantic Treaty Organization (NATO) was a relic of the Cold War and incapable of addressing existing and anticipated flash points of conflict on the Continent. How could the existing security system function when it excluded Russia—the largest country in Europe—and surrounded it with a curtain of steel on its western frontier?

The Euro-Atlantic security scene is characterized by a loss of mutual confidence, renewed tensions, and serious disagreements regarding not only practices but principles. Those trends, if not corrected, will produce negative strategic consequences for the security of Europe. New opportunities have emerged today for rethinking the security situation in the Euro-Atlantic region, for strengthening confidence, changing mutual relations, and, if need be, institutions. A basis for this can be found in the hopes for improved U.S.- Russian relations expressed by U.S. President Barack Obama, in the initiative by Russian President Dmitry Medvedev on reforming the European security architecture, as well as in the process of elaboration of the new NATO strategic concept.

Abstract:
A series of insurgent attacks in Pakistan targeting U.S./NATO supply lines took place during the latter half of 2008 and early 2009. As much as 75 percent of the cargo to support military operations and development programs in Afghanistan previously had been shipped through Pakistan, passing through a small number of precarious transport corridors, constrained by chokepoints and subject to disruption. As a result of insurgent attacks, carriage of supplies through the Khyber Pass along the Pakistan-Afghanistan border was repeatedly interrupted for brief periods. These events in Pakistan shifted Allied attention from the southern routes to Afghanistan's northern access routes. The existing transit routes for supplies entering Afghanistan from the north passed across European and Eurasian countries and then through the Central Asian countries. This combination of port, air, rail, and road facilities came to be referred to within the framework of Afghanistan's normalization operations as the NDN-the "Northern Distribution Network."

Abstract:
The past several years have seen a renewed interest in the confluence of energy security and national security policy. Defining the intersection between such wideranging policy areas has been predictably inconsistent, and highly dependent on respective national and agent-based interests. At both national and multinational levels, conflicting objectives and definitions have driven confused attempts to develop singular "energy security" policies within an international security context. Since 2006, NATO has been engaged in a concerted if arduous and controversial process of defining the value the organization adds to the security environment. The new U.S. administration has put energy security front and center on its agenda, particularly in relation to foreign and security policy, but a confused interagency jumble has left many hands on the rudder of foreign energy policy. In the media as well as policy circles, cut-offs of Russian gas, Somali piracy, SCADA system vulnerabilities, terrorist attacks on Middle East pipelines, nuclear safety, and volatile gasoline prices have been too often lumped together.

The quarter saw a good deal of U.S.-Korea activity, largely the result of several trips by high-level U.S. officials to the region. While extended deterrence was a major topic of conversation between the allies, Washington and Seoul also coordinated policy on North Korea with some indication that groundwork for reengagement in nuclear negotiations may be in the offing. Former President Bill Clinton's surprise visit to the North was successful in achieving the return of detained U.S. journalists Laura Ling and Euna Lee.

Abstract:
U.S.-Russia relations began the quarter with an informal, yet cordial summit in Moscow in early July. The two presidents met again in New York and Pittsburgh in late September and agreed to push forward a number of agreements, most notably covering arms control and cooperation in Afghanistan. The two also appeared to agree that the incipient Iranian nuclear program needs urgent attention. In what some viewed as a huge concession from Washington, the Obama administration announced prior to the Pittsburgh G20 meeting that it was scrapping a controversial missile defense system that was due to break ground soon in Poland and the Czech Republic. This move, combined with vague Russian promises of support for sanctions against the newly emboldened Iranian regime, gave observers hope that relations could find a common strategic footing. Nevertheless, optimism surrounding U.S.-Russia relations is strictly cautious, as major areas of disagreement still remain, including most notably Moscow's hostile relationship with the governments of Georgia and Ukraine.
