2. The changing global order and its implications for the EU

- Abstract:
- The forms of global political transition contradict each other. The Western leadership of the world seems to be in decline, with the US political and military hegemony being challenged by the rise of China and other emerging powers and with global power structures evolving towards multipolarity. At the same time, however, there are increasing signs of a diffusion of state power. It involves a growing group of non-state actors challenging state power in very different forms and different capacities. This report focuses on the axis of state power considered the most important in terms of its global implications: the relationship between the US and China. This relationship is studied with the aim of assessing how the mutual interdependencies are evolving, and what the goals of the two actors look like in respect of their own global role. The im¬plications of this power transition in the key fields of global governance – also covering the simultaneous diffusion of power to non-state actors – forms another relevant topic under review in the global context. Lastly, the report analyses how the EU contends with these forms of power transition and safeguards its own influence in this changing environment. The project also addresses the international role and influence of one of the northernmost EU members, Finland. It investigates how the changes in the global and regional setting should be understood from the Finnish point of view and how Finland should act in order to consolidate its international role in economic as well as political terms.

- And so the topic of the book is a broader book about how to combine rights and responsibilities. And climate change is just one of about five topics I talked about in that book, but it's a particularly useful case to make the main point of the book, and that is that it's not enough in these days to talk about rights. We have a big gap in implementation with rights. And in order to implement rights more fully, we have to think simultaneously about rights and responsibilities. And that when we think of responsibilities, it's not enough to think just about state responsibilities. Of course, and of course with climate change, we want to think about state responsibilities for mitigating climate change, we want to think about corporate responsibilities. But we also want to think about responses of other nonstate actors. And in that I include—I include not just corporations for nonstate actors, but also NGOs, also universities, also individuals.

- The United States Army’s leader development program offers new opportunities to examine how leaders are developed within the traditional workforce. Leader development is at the forefront of Army training and is coordinated through an institutional, operational, and self-development domain. Each domain contributes toward a holistic leader development program which prepares soldiers to be lifelong leaders. Veterans transitioning out of the military are often credited as possessing the leadership skills employers seek, though exploration of the process used to develop leadership attributes in soldiers has been minimal. Upon comparing the Army’s leader development program with other private sector leadership development training, similar goals were identified though the Army’s approach is distinguishable. This paper is an analysis of the U.S. Army’s leader development process and makes comparisons with leadership development in the traditional workplace. Three propositions are presented and discussed for leadership scholars and practitioners to consider. The authors also call for increased research and exploration of leader development in the military for transferability into the traditional workplace.

- On 6 April 1994, the airplane carrying the presidents of Rwanda and Bu- rundi was shot out of the sky over Kigali, Rwanda. Within hours of the crash, Rwanda’s fragile power-sharing agreement negotiated in the 1993 Arusha Peace Accords became history. Fighting erupted in the streets among forces of the Hutu-dominated Rwandan interim government military and the largely Tutsi Rwandan Patriotic Front (RPF). Moderate members of the Hutu opposition and Tutsi political figures and citizens became the first targets for slaughter.

10. Contextualizing the "Trump Doctrine": Realism, Transactionalism and the Civilizational Agenda

- This FIIA analysis situates President Donald J. Trump’s foreign policy in the discursive field of post-Cold War American foreign-policy debates, and assesses the possible perils it poses for US global engagement. The “Trump doctrine” has been built in contradistinction to liberal internationalism, contains civilizational tropes drawn from neoconservatism, and is underpinned by a zero-sum materialist worldview borrowed from realism. Trump’s approach to the international is also transactional, which means he intermittently draws upon (neo)isolationist themes. This Trumpian amalgamation of four American foreign policy traditions can be termed transactionalist realism with civilizational undertones. By embracing this approach to the international arena, Trump and his administration risk eschewing the importance of social relations that legitimize US international conduct, turning inter-cultural struggles into self-fulfilling prophecies, and undermining prudent long-term use of American power. If methodically carried out, the emerging “Trump doctrine” will prove detrimental for the future of US global leadership in a complex 21st-century world.
