Abstract:
The withdrawal of international forces from Afghanistan will leave the country worse than it was before 2001 in some respects. There is no clear plan for the future. Washington will progressively lose its influence over Kabul, and drone operations in Pakistan are not a credible way to fight jihadist groups on the Afghanistan-Pakistan border. The situation will only worsen after 2014, when most U.S. troops are out of the country and aid going to the Afghan government steeply declines.

Abstract:
For the past decade, increasing instability in the Sahel and Sahara region has been a source of growing concern in Europe and the United States. Western governments have worried that the weakness of state control in the area would allow al-Qaeda in the Islamist Maghreb (AQIM) and other jihadist organizations to expand their influence and establish safe havens in areas outside government control. Such fears appear to have been vindicated by the recent takeover of northern Mali by AQIM and organizations closely associated with it.

Abstract:
The possibility of Israeli military action against the Iranian nuclear program has existed since at least 2002. However, beginning in the fall of 2011, Israeli rhetoric and international concerns about military action against Iran have reached unprecedented levels. Israeli Prime Minister Benjamin Netanyahu and Defense Minister Ehud Barak began to proclaim that Iran was nearing a “zone of immunity” to Israeli attack and therefore Israel would have to act soon. In contrast, former heads of Israel's foreign and domestic intelligence services question the utility of such an attack.

44. Malaysia's U.S. Policy under Najib: Ambivalence No More?

Abstract:
This paper adopts a neoclassical realist perspective to explain Malaysia's evolving policy towards the United States under Prime Minister Najib Tun Razak. It argues that to the extent that there is a “shift” in Malaysia's U.S. policy under the current leadership, the substance and symbolism in Najib's U.S. policy has been driven and limited by the needs of the ruling elite to strike a balance between a variety of structural imperatives and domestic considerations. Structurally, in the face of a fast rising China (with whom Malaysia has come to develop an increasingly productive relation in both economic and diplomatic domains, but with whom it has unresolved territorial issues), the leader of the smaller state is increasingly confronted with the geostrategic need to keep a more balanced relationship with all the major players. This is especially so with the United States, which, under the Obama administration's “pivot” to Asia policy, has demonstrated a renewed and enhanced commitment to engage countries in the Asia-Pacific, including Malaysia. This structural push, however, has been counteracted by the smaller state's desire of not wanting to be entrapped in any big power rivalry, and by its concern about the uncertainties of great power commitments. Domestically, there is a strong economic need to further enhance two-way trade and increase the flow of American capital and technology into Malaysia, deemed vital to Najib's Economic Transformation Program. Perhaps more importantly, there is also a political calculation by the governing elite to capitalize on the increasingly warm and close bilateral ties as a leverage to reduce – if not neutralize – Washington's support for the Anwar Ibrahim-led opposition and civil society movements, which have presented a growing challenge to the ruling BN coalition. This calculation, however, has been counteracted by UMNO's domestic concern of not wanting to appear too closely aligned with America, in order not to alienate the country's Muslim majority voters who have been critical of U.S. policy on the Israeli-Palestinian conflict. These structural and domestic determinants together explain Malaysia's evolving policy toward the superpower under the current leadership.

45. Governance Reforms in Pakistan's Tribal Areas: The Long Road to Nowhere?

Abstract:
Pakistan's Federally Administered Tribal Areas (FATA) remain mired in an archaic century-old system of indirect governance that provides space in which militant movements have thrived. President Asif Ali Zardari recently announced the FATA Local Governance Regulation 2012, establishing a system of local councils in the troubled tribal region. Although the regulation is disappointingly vague, and retains the sweeping prerogatives of the central government, it appears to have been driven in part by the army's interest in building civilian governance capacity in conflict-torn areas. The governments of Pakistan and the United States, along with local and international stakeholders, should advocate for continuity of implementation, insist on party-based local council elections, encourage experimentation within the bounds of the regulation, link the new councils to existing development structures, press the government to articulate a longer-term political vision for the FATA, and be realistic about the necessity of the army's active involvement in shaping governance policy in the tribal areas.

As Afghanistan approaches the 2014 deadline for assuming responsibility for its own security, and the international community becomes preoccupied with the challenge of reducing its vast entanglement with the country's politics, economy, and society, the critical question is whether NATO's transition will succeed in stabilizing Afghanistan—or whether it will result in further destabilization, as seen following the Soviet withdrawal in 1989, which eventually led to the collapse of the central government, large-scale civil war, and the country's development into a haven for international terrorism.

The 2012 American presidential election features two candidates, incumbent President Barack Obama and Governor Mitt Romney, with contrasting foreign policy visions for the United States, particularly with regards to the Middle East. How could these differences between the two candidates affect bilateral relations between the United States and Turkey, which—aside from Israel—is generally seen by the United States as its most stalwart ally in the Middle East? This paper will examine the recent history of bilateral relations between Turkey and the United States, from the George W. Bush administration to the Obama administration, as well as current issues surrounding relations between the two countries. It will also explore how the predicted policies of each candidate could impact the future course of bilateral relations between Turkey and the United States.

On the morning of September 11, 2001, Mohammed Atta and his minions flew stolen planes into the World Trade Center and the Pentagon, destroying the former and murdering thousands of innocent civilians. What motivated this atrocity? What filled the murderers with such all-consuming hatred that they were willing to surrender their own lives in order to kill thousands of innocent human beings? The clear answer is that these were religious zealots engaged in holy war with their primordial enemy—the embodiment of the modern secular West: the United States of America.In their evil way, the Islamists provide mankind with some clarity. They remind us of what real religion is and looks like—not the Christianity or Judaism of the modern West, watered down and diluted by the secular principles of the Renaissance and the Enlightenment; but real faith-based, reason-rejecting, sin-bashing, kill-the-infidels religion. The atrocities of 9/11 and other similar terrorist acts by Islamists do not clash with their creed. On the contrary, they are consistent with the essence of religion—not merely of Islam—but religion more broadly, religion as such. This is an all-important lesson that humanity must learn: Religion is hazardous to your health. Unfortunately, conventional views of religion hold just the opposite. Many people believe that religion is the necessary basis of morality—that without belief in God, there can be no ethics, no right or wrong. A character in Dostoyevsky's The Brothers Karamazov famously expressed this view: “In a world without God, all things become permissible.” In the 21st century, many people still believe this. But the converse is true. A rational, fact-based, life-promoting morality is impossible on religious premises. Indeed, religion clashes with every rational principle and factual requirement of a proper, life-advancing ethics. A proper ethics, one capable of promoting flourishing human life on earth, requires the utter repudiation of religion—of all of its premises, tenets, implications, and consequences. To begin understanding the clash between religion and human life, consider the Dark Ages, the interminable centuries following the fall of Rome in the 5th century AD. The barbarian tribes that overran Rome eventually converted to Christianity, which, in the form of the Catholic Church, became the dominant philosophic and cultural force of medieval Europe. Unlike the essentially secular classical world, or the post-Renaissance modern world, the medieval world zealously embraced religion as the fundamental source of truth and moral guidance. What were the results in human life?

49. Oil sanctions on Iran: Cracking under pressure?

Abstract:
In 2012 Western sanctions on the Islamic Republic of Iran's oil and gas industry, aimed at putting economic pressure on it to change its nuclear policy, have reached an unprecedented level. Since the Iranian revolution in 1979, Iran has been in a state of hostility with the US, and has had cool relations, at best, with most European states. Sanctions against official Iranian financial institutions, individuals associated with the Islamic Republic and organisations suspected of being involved in nuclear proliferation activities have been mounting for some time. However, it is only recently that Iran's oil and gas sector has been specifically targeted by both the US and the EU in such a co-ordinated manner. Importantly, this marks the first time since the foundation of the Islamic Republic of Iran that the EU member states have collectively put in place sanctions on the export of Iranian crude oil—until now an action that, with a few exceptions, had only been taken by the US. The stakes have therefore been raised in Iran's confrontation with Western powers over the nuclear issue.
