Abstract:
The United States, Japan, and the European Union—the three key consumers of Chinese rare earth materials—formally complained to the World Trade Organization (WTO) in March about Chinese restrictions on its rare earth exports. Several weeks later, China announced the establishment of a 150-plus member association with the official aim of promoting sustainable development within this sector. Some analysts wonder if this is part of a Chinese plan to circumvent international complaints by instituting an oligopolistic arrangement to control its rare earth exports. Others ask if this could be another step in an escalating dispute with China over the global supply of rare earth materials.

Abstract:
Technological innovation is a driving force in every national economy worldwide, including the United States. The U.S. economy requires innovative programs to educate, develop, and train the next generation of globally competent scientists and engineers. Recent studies have identified a pressing need for a U.S. workforce that is more globally aware, more competent in foreign languages and intercultural skills, and more familiar with international business norms and behaviors. In the STEM fields (science, technology, engineering, and mathematics), however, few academic programs provide adequate training and educational preparation in these areas. According to the 2011 IIE Open Doors Report on International Educational Exchange, 3.9 percent of U.S. students who received credit for study or work abroad were engineers, while math and computer science students made up only 1.5 percent of U.S. students studying abroad. These two majors represented the smallest share of U.S. students abroad, other than those majoring in agriculture. While close to 10 percent of U.S. undergraduates study abroad before graduation, less than 4 percent of engineering students participate in study abroad programs; as a result, very few are gaining the global education they will need to be competitive professionals in the global workforce.

Abstract:
Scott Freidheim spoke at the British Academy's International Conference in London in March 2012, presenting U.S. perspectives on study abroad as part of an international panel. At the conference, the British Academy and the University Council of Modern Languages (UCML) released a joint position statement, Valuing the Year Abroad, that advocated support for funding a third year abroad for British undergraduate students and that drew on case studies from a survey they conducted among study abroad alumni. With representatives from the United States, China, and Germany, the international panel was invited to discuss British government and higher education policy on study abroad, and other countries' policies and best practices in study abroad.

74. Review article: Realism: rational or reasonable?

For better or worse, since the publication of E. H. Carr's Twenty years' crisis in Britain in 1939 , and Hans J. Morgenthau's Politics among nations in the United States in 1948 , 'Realism' has been the default setting for International Relations (IR) theory. The core insight of Carr, Morgenthau and their successors—that the international order and the foreign policies of states are, at a fundamental level, shaped by considerations of power and interest—has been repeatedly challenged but remains at the heart of the discipline of International Relations; it also, not coincidentally, tends to be the way in which both practitioners and informed publics think about matters international. But the price of this dominance is that the clarity which Carr and Morgenthau sought two generations ago has been lost. There are now many varieties of Realism on offer, and many theories that once were thought of as antithetical to Realism have adopted Realist ideas; navigating the field has become a job for specialists. The direct descendants of Carr and Morgenthau think of themselves as 'classical Realists' (or, if Reinhold Niebuhr is acknowledged as a major influence, 'Augustinian Realists') as opposed to the 'Structural Realists' who take their lead from Kenneth Waltz's master work Theory of international politics . Structural Realists in turn divide into 'defensive Realists' and 'offensive Realists', and are also closely related to 'neo-classical Realists'; to make matters worse, 'liberal institutionalists', who, in principle, are the modern version of the traditional opponents of Realism, have adopted from Waltz the notion of the 'anarchy problematic' and from some perspectives have become part of the Realist big tent. So confusing is this spectrum of theories that, on the one hand, John Vasquez can claim that the 'power of power politics' is such that Realism still dominates the field, while, on the other, liberal institutionalists Jeffrey Legro and Andrew Moravcsik can ask 'Is anybody still a Realist?'—and John Mearsheimer, perhaps today's most prominent Realist, can regard himself as a lone figure in an academic field dominated by 'idealism'.

This book is the third in a series, following Legitimacy in International Society (2005) and International Legitimacy and World Society (2007), in which Ian Clark has applied the concept of legitimacy to the English School's way of thinking about both international society (the society of states) and world society (global civil society mainly in the form of nonstate actors). For Clark, legitimacy is what defines both rightful conduct and rightful membership in society. Following the English School tradition, his main focus in terms of rightful conduct is on the primary institutions of international society: such deep practices as sovereignty, nationalism, diplomacy, the balance of power, great power management, and the like that constitute both the actors and the rules of the game of international society. This approach contrasts with the focus on secondary institutions—intergovernmental organizations, regimes, and other consciously constructed, instrumental entities—that is characteristic of liberal approaches to International Relations.

Justifying traditional U.S. assistance to middle-income countries is an increasingly difficult proposition, and refocusing limited U.S. government development resources away from middle-income countries offers an efficient way to identify savings in the foreign assistance budget. This is not the first time that the U.S. government has faced such questions, and it can draw upon past transitions—not all successful—for a variety of valuable lessons for repurposing the United States' relationship with middle-income countries.

NATO's decision to withdraw combat troops from Afghanistan has forced the Alliance to think long and hard about the "how" associated with such a withdrawal. As a result the strategic importance of the five Central Asian states Kazakhstan, Kyrrgyzstan, Tajikistan, Turkmenistan and Uzbekistan, a politically neglected region, mostly seen as a supplier of raw materials and energy, is likely to increase significantly. During the past ten years the ISAF mission has focused its attention on Afghanistan itself. The only neighboring country taken into serious consideration has been Pakistan, as emblematically shown in the US AfPak policy approach. North of Afghanistan, the Central Asian states have been left on the sidelines and their strategic and political role has been underestimated. However, they are now back on the political agenda as an indispensable transit ground.

Abstract:
The American President is still the most influential actor in international affairs. Despite the talk of American decline and the evidence of rising powers, despite the new complexities of globalization and the increased relevance of non-state actors, the U.S. President continues to play a special role. As head of the strongest of all national economies, commander in chief of the mightiest armed forces in the history of the world, and leader of the present-day democracy with the oldest constitution, his policies and his bearing shape international politics more than those of any other actor. It is thus understandable that not just the American people but also U.S. allies in NATO and the world at large follow the current presidential campaign with keen interest. Given that the United States is first among equals in the Alliance, strategists in NATO member states have a particular desire to discern the future President's stance on international security affairs because they will need to plan accordingly. However, in contrasting the positions of President Barack Obama and his Republican challenger, Mitt Romney, they encounter three basic problems.

Neither the current US administration nor US academics recognize Russia as a major Asian power. Although Russia faces many obstacles to becoming a credible Asian actor, Moscow is making resolute diplomatic overtures to secure its Asian standing. Stephen Blank argues that these activities merit US attention because they enhance understanding of Asian international relations and offset the pronounced ethnocentrism of so much American writing on the subject.

80. Strained Alliances: Iran's troubled relations to Afghanistan and Pakistan

This report offers a critical examination of Iran's influence in Afghanistan and Pakistan. Two points are made: that Iran's top priority is its own regime's survival and its regional policies are directed by its national security concerns. Secondly, that Iran's engagements in Afghanistan are clearly guided by the presence of the US. Iran's predominant interest is in stabilizing Afghanistan, but as long as Afghanistan is neither safe nor stable, Iran will play a double game and engage with its regional neighbours according to the US–Iran equation. Deterrence, counter-containment and competition are the keywords in these complex relations. The report outlines Iran's reconstruction efforts in Afghanistan, its political platform and 'soft power', and the bonds of mutual dependency in terms of water rights, refugees and drug trafficking. It examines Iran's alleged military interventions and the reasons for playing this double game. Lastly, the report discusses Iran's tense relationship with Pakistan with regard to both Afghanistan and the troubled region of Baluchistan.
