Abstract:
In the post-Cold War world, the United States is challenged by a broader definition of U.S. national security that must take into account a wide range of factors that will contribute to stability or stimulate conflict in the years ahead. For these reasons, it makes sense today, more than ever, for a national security analyst to be engaged with USAID officers in a conference on global conflict prevention. We need to understand how such factors as demographics, natural resources, the environment, economic growth, globalization, and the quality of governance will challenge governments and the international community and, in some cases, sow the seeds of conflict threatening to U.S. interests.

I agree with Brady Anderson's guidance that “USAID's development policy and portfolio include integrated interventions aimed at addressing the effects of underlying social, economic and political problems.” My point of departure is that the only real prevention of conflict is root cause development, and that this cannot be separated from —but is closely connected to and part of—the crucial stage of post-conflict mitigation and rebuilding efforts. I will attempt to consider the implications for this proposition in three parts: the international “outside” perspective; the outlook from “inside” the crisis country; and where, broadly, combining these two points of view brings us.

In the Middle East, this week witnessed a series of events occurring at such breakneck speed that it is important not to lose the significance of each: On Thursday, President Bush issued an unprecedented statement calling on Chairman Yasir Arafat to "stop the violence," a statement that could lay down a marker by which the administration judges the efforts of the Palestinian Authority (PA) and which could determine the direction of the U.S.–Palestinian relationship under the new administration. On Wednesday, Israel's national unity government launched retaliatory attacks against Arafat's personal guard, Force 17, underscoring Israel's intent to hold the chairman personally responsible for the terrorism emanating from within his close circle. On Monday and Tuesday, bombs went off inside the heart of Israel — responsibility for which was claimed by the Iranian-backed Palestinian Islamic Jihad, suggesting that Tehran is eager to tap pro-Hizballah sympathy and compete with the Tanzim and other Fatah elements for the pacesetter's role in the Palestinian uprising. Also on Tuesday, the PA chose an all-or-nothing option at the United Nations, demanding a Security Council vote on a resolution that the United States had no trouble vetoing — one calling for an international protection force for Palestinians — rather than pursuing diplomacy to bring to a vote a watered-down, but still problematic, resolution on which Washington was prepared to compromise. And on Sunday, Israel's Likud-led government issued a communique affirming its intent to seek the full implementation of signed agreements with the Palestinians, specifically citing its willingness to fulfill the requirement for a third "further redeployment" — territorial withdrawal in the West Bank — in the context of full compliance with the Wye River Memorandum. Each of these items alone has significant ramifications for the direction of Arab–Israeli relations, the Palestinian uprising, and U.S. policy toward the peace process. Taken together, they suggest a situation in great flux with emerging trends that are both ominous (e.g., Iran's deepening role) and positive (e.g., Bush's forthrightness on violence, Israel's balance of diplomacy and force).

Since the end of the Cold War, Eastern Europe and Eurasia have been host to a virtual army of Western non-governmental organizations (NGOs)-from the United States, Britain, Germany, and elsewhere in Europe-all working on various aspects of institutional development, such as helping to establish competitive political parties and elections, independent media, and civic advocacy groups, as well as trying to reduce ethnic conflict. Little is known-although much good and bad is believed-about the impact of this assistance, carried out on a transnational level in cooperation with local political and social activists. This study, based at Columbia University, was designed to address this gap.

79. The Role of International Organisations in the Mediterranean

Abstract:
The Mediterranean is an area where many different political, societal and cultural entities happen to stay in touch with one another. In some respects it may be regarded as a region in itself, in particular because of environment and a number of dwindling premodern, subcultural similarities. In general, though, it can hardly be regarded as a regional entity, i.e. endowed with a significant inner coherence. There is no doubt, that what characterises the Mediterranean area is its quintessential inter-regional structure. If we look at the initiatives to institutionalise inter-Mediterranean relations in the last few decades, we see that they are in fact of both regional and inter-regional character. In the functional realm, a clear example of Mediterranean regional organisation is the “Blue Plan”, set out within the framework of the United Nations Environmental Programme (UNEP) with a view to manage common environmental resources relating to the sea. An example referring to the political realm can be drawn from the Cold War, namely the Mediterranean component of the Non-Aligned Movement. At that time, within that Movement there was a Mediterranean feeling shared by Southern European as well as Third World countries belonging to the area. Such common feeling was motivated by the perception of a cultural and political oppression enforced by imperialist quarters (the West, USA, NATO). This gave way to a search for a Mediterranean region de-linked from Western dominance.

80. The WTO and its Institutional Future - Evaluating the Lessons of Seattle

There has been a lot of talk in the last months about the results of the third ministerial meeting of the WTO, held in Seattle from November 30th to December 3rd, 1999. In Seattle, the WTO was expected to adopt a proposal for the launching of a comprehensive new Round – the so-called Millennium Round – encompassing a broad and ambitious range of topics, from the more traditional challenges to the new trade issues. Instead, the meeting finished in a dramatic failure and the risk now is that the trading system of the twenty-first century will drift into a fog of uncertainty. One should point out that, at the end of the Uruguay Round a renegotiation was foreseen in the two key sectors of agriculture and services, the so-called "built-in" or progressive agenda. While the scenario for a global round, as I will try to clarify, is improbable to say the least in the short term, sectoral negotiations in agriculture and services will be starting in the year 2000. Nevertheless, the general context in which such negotiations are being launched, and in which the pro-Round coalition is trying to built consensus, is undoubtedly difficult.
