42. The United States and ASEAN-China Relations: All Quiet on the Southeast Asian Front

- While the overall security situation in Southeast Asia is something of a mixed bag with grounds for both optimism and pessimism, one of the most encouraging trends in recent years has been the development of the Association for Southeast Asian Nation's (ASEAN) relations with major external powers. Relations between China and ASEAN in particular have demonstrated a marked improvement over the past decade, thanks to a combination of burgeoning economic ties, perceptions of China as a more constructive and responsible player in regional politics, and Beijing's “charm offensive” toward Southeast Asia. Overall, the development of ASEAN-China relations poses few security challenges to the United States: Good relations between China and ASEAN enhance regional stability, and a stable Southeast Asia is clearly in America's interests, especially with Washington focused on events in the Middle East. Although ASEAN-China relations are very positive, this does not necessarily mean the United States is losing influence in Southeast Asia, or that ASEAN members are “bandwagoning” with China. In fact, they are hedging by keeping America engaged and facilitating a continued U.S. military presence. While ASEAN-China relations are relatively benign today, several sources of potential friction could create problems in Sino-U.S. relations: these are Taiwan, Burma, and the South China Sea dispute. This monograph examines each of these scenarios in turn.

43. After Mecca: Engaging Hamas

- It has been a year since Hamas formed its government – and what a dismal year it has been. The Islamists thought they could govern without paying an ideological price, Fatah that it could swiftly push them aside and regain power. By imposing sanctions and boycotting the government, the Quartet (U.S., European Union (EU), Russia and UN) and Israel hoped to force Hamas to change or persuade the Palestinians to oust it. Washington promised security and economic aid to encourage Fatah to confront Hamas and help defeat it. The illusions have brought only grief. The 8 February 2007 Saudi-brokered Mecca Agreement between the Palestinian rivals offers the chance of a fresh start: for Hamas and Fatah to restore law and order and rein in militias; for Israelis and Palestinians to establish a comprehensive ceasefire and start a credible peace process; and for the Quartet (or at least those of its members inclined to do so) to adopt a more pragmatic attitude that judges a government of national unity by deeds, not rhetoric. The adjustment will not be comfortable for anyone. But the alternative is much worse.

44. Can Doha Still Deliver on the Development Agenda?

- The Doha Round of multilateral trade negotiations, so named because it was launched in the Qatari capital, is in deep trouble. Negotiators have yet to meet any of the interim deadlines for completing the talks, and they missed another at the end of April 2006. While it is still possible to finish the round by early 2007, the odds are diminishing by the day, and this deadline matters more than most. Trade promotion authority (TPA) in the United States will expire in June 2007, and if the round does not make significant progress before then, TPA might not be renewed, and the round would likely drag on for several more years.

- Strongly growing demand for oil, the sharp run up in prices since mid-2003 and tight supply, have seen energy insecurity return to the international policy agenda. Fears have been raised that China's emergence as a voracious consumer of oil and gas and a keen competitor in global energy markets might imperil the largely cordial relationship that has developed between Beijing and Washington over the last decade. There is also a risk that the competition for energy resources could feed into the less than cordial relations between China and Japan. The purpose of this Policy Brief is to examine the risks that the competition for oil resources might pose for international security, focusing in particular on the relationships between the United States, Middle East oil producers and major Northeast Asian energy consumers, and to propose a mechanism for defusing some of the risks that this competition could entail.

- The relationship between the UN and Asia can seem unfamiliar and distant. Most of New York's energy is consumed by the Middle East and Africa rather than Northeast, South and Southeast Asia; the international organisation can seem Atlanticist in orientation. On the other side of the Pacific Ocean the strict view of state sovereignty adopted by many Asian capitals leads them to keep the UN at arm's length. As always, however, the story is more complex: we need to differentiate between the UN's work in Asia on the one hand, and Asian behaviour at the UN on the other. Since 1945, the UN has contributed to the Asian security order but only at the margins, its security role circumscribed by power politics and Asian approaches to security. By contrast, Asian states have always been keen to exercise their prerogatives in New York, viewing their UN activities as a marker of sovereignty and a source of prestige. The Brief reviews this history and sets out the current stances of the three major regional powers — China, India, and Japan — towards the UN.

- The end of the Cold War and disillusionment with aid's many failures led to widespread aid fatigue among donors during the 1990s. Total official development assistance (ODA) as a share of donor GDP fell by one third over the decade (from 0.32 to 0.22 percent). This was particularly pronounced in the United States, where a slash-and-burn approach reduced foreign economic assistance to just over one half of 1 percent of budget outlays, compared with over 3 percent at the time of the Cuban Missile Crisis. And U.S. per capita spending fell to last place among donor nations, ending the decade at $29, far below the average of $70.

- Economic performance over the past two decades has been impressive. Underpinned by an increased reliance on competitive forces, which have been stronger than in most other member countries for some time, productivity and output have accelerated significantly. In recent years, helped by timely macroeconomic policy responses, the economy has demonstrated its capacity to adjust to adverse shocks, so that the per capita growth gap against other countries has widened further. The outlook is for this to continue in the next few years, with real GDP expanding by around 4 per cent per annum. Nonetheless, there are a number of challenges that need to be addressed to sustain these laudable economic outcomes. By far the top priority is to confront the current and projected federal budget deficits. The fiscal stimulus of the past few years has been helpful in supporting the recovery, but if public dissaving is not reduced, interest rates may be higher, ultimately implying slower growth in economic potential. Increased budget discipline, and indeed significant reform on both the spending and revenue sides of the budget, will be necessary because of the impending demographic pressures on government finances. Corrective fiscal measures will also assist the unwinding of the current account deficit, which is unusually large for this stage of the cycle. As the Federal Reserve begins to move the federal funds rate back to a more neutral level, it will need to be especially attentive to the clarity of its communications with the markets. Further corporate-governance and accounting reforms would help to underpin confidence of domestic and foreign investors, thereby facilitating orderly current-account adjustment. Less reliance on import restrictions and maintaining a leadership role in trade liberalisation would favour structural adjustment at home. Furthermore, despite the generally pro-competitive thrust of antitrust and other regulatory policies, a number of areas deserve attention, notably intellectual property rights, telecommunications and electricity, where further reforms would be welfare enhancing.
