Abstract:
We have an open but fleeting moment to forge a more effective Atlantic partnership. We must seize it now. European and North American allies have allowed their relations become discordant, yet the times demand vigor and unity. Courageous decisions need to be taken to breathe new life and relevance into the Atlantic partnership, which must be recast to tackle a diverse range of serious challenges at home and abroad. Reaching consensus on long term strategy should be of high priority. Leaders should go beyond providing direction to the NATO institution and take a higher plane, charting in an Atlantic Compact the future of their partnership in ways that relate the security, prosperity and freedom of their people and their nations to the world as a whole.

162. Travel Restrictions Not a Cure for Swine Flu Outbreak

Abstract:
The outbreak of a new strain of deadly swine flu, which has killed more than one hundred people in Mexico and spread to the United States and Europe, has global health experts considering whether this may be the start of a long-feared pandemic. Michael T. Osterholm, director of the Center for Infectious Disease Research and Policy at the University of Minnesota, says there are a lot of unknowns about the new flu strain but so far it presents "a very different picture" from that of recent avian flu outbreaks and the 2003 sudden acute respiratory syndrome (SARS) outbreak. "Osterholm says it may be a matter of months before experts understand the disease. He cautions against international policy overreactions, citing some countries' travel warnings and bans on some imported foods from the United States and Mexico as "hysterical." He says the best way to deal with panics is to keep people informed and not create false expectations.

Abstract:
The arrival of the Obama administration has brought significant hope to a transatlantic partnership that has been both ailing and adrift for the better part of the last two decades. Since the fall of the Berlin wall, the two sides of the Atlantic have struggled to identify a new common project and create the tools and institutions needed to address common challenges. To their credit, they have transformed their militaries, integrated new members into Western institutions such as the European Union and NATO, deepened economic ties, developed new partnerships, and acquired new capabilities. But they have also had a number of ugly and public disputes over the nature and severity of the threats they face as well as the means necessary to combat such threats.

In order to explore the capacity of U.S. institutions to send more students abroad, IIE, in collaboration with the Forum on Education Abroad, administered an online snapshot survey in September 2008 among the IIE Network and Forum membership groups, two institutional membership associations that represent a large cohort of U.S. institutions deeply involved and committed to expanding study abroad and other international educational opportunities for their students. Typical members include: U.S. higher education institutions, study abroad program provider organizations, overseas institutions, and other organizations involved in international education.

Abstract:
A once-familiar but long-neglected acronym has reappeared in newspapers in recent weeks. We have read that the G-20 meeting in London endorsed a proposal that the International Monetary Fund (IMF) should create $250 billion in Special Drawing Rights (SDRs). We have been told that one problem with this proposal is that most of the SDR allocation would accrue to countries that are unlikely to use them, and some readers may have seen proposed ways around this difficulty. We have read that the governor of the People's Bank of China, Zhou Xiaochuan, has proposed that the SDR should gradually displace the dollar at the center of the international monetary system and that surplus countries should be able to convert their dollar holdings into SDR-denominated assets. No one can doubt that the SDR is back.

While the United States is concentrating on the G-20 summit and the October 1 meeting with the secretary of Iran's Supreme National Security Council, Iranian attention has been focused on the potentially destabilizing protests planned for September 18, Quds Day. This critical difference of agenda -- with Iran focused more on its domestic turmoil than on simmering international issues -- will be a major complicating factor in negotiations between the international community and Iran in the coming weeks.

The Global Partnership Against the Spread of Weapons and Materials of Mass Destruction was established at the 2002 G8 Summit with a total financial commitment of up to US$20 billion over ten years. Denmark's contributions to the initiative totalled over 18 million EUR, but no new commitments have been announced since 2004. Leading up to the 2010 G8 summit, Denmark has an opportunity to discuss its role in the newly expanded and extended Global Partnership (GP) and raise its international non-proliferation and disarmament profile. This report outlines how the history of non-proliferation and disarmament assistance has developed into its modern form, and the potential for future programming. It lays out the progress made in the GP's five priority project areas, contributions by donors, and the potential for Denmark to contribute to a global effort. The report makes ten recommendations for how Denmark can raise its non-proliferation profile and contribute to an expanded GP by tapping into areas where its unique and already-established expertise can be assembled into an effective niche assistance programme.

Abstract:
Everyone agrees the world is changing. The question is in which direction? This paper offers an original contribution to the debate on the future shape of the international system. Based on a diagnosis of current developments, it argues that many factors point to the emergence of an 'interpolar' world. Interpolarity can be defined as multipolarity in the age of interdependence. The redistribution of power at the global level, leading to a multipolar international system, and deepening interdependence are the two basic dimensions of the transition away from the post-Cold War world. All too often, however, they are treated as separate issues. The real challenge lies in finding a new synthesis between the shifting balance of power and the governance of interdependence.

The current economic crisis has tended to sap the policy momentum that had developed during 2006 and 2007 behind public R programmes and institutional initiatives to expand the portfolio of affordable technological means of controlling global warming. This is unfortunate, since the international negotiations about concerted actions among the leading industrial countries to reduce greenhouse gas (GHG) emissions have so far proceeded very slowly – too slowly, considering both the global nature of the problem and the size of the stakes involved. The initial “bargaining” stance taken by some important players, notably Japan and the United States, was in some respects disappointing in that it appears to fall far short of the EU member countries' endorsement in December 2008 of the package of EC directives designed to activate its “20-20-20” renewable energy strategy – a 20 per cent reduction of GHG emissions, and 20 per cent of energy consumption from renewable sources, by the year 2020. While there have been more promising developments recently, in the convergence towards that target in some of the legislation introduced in the US Congress, and the Obama administration's issuance of US Environmental Protection Agency (EPA) regulatory directives requiring the use of the latest emissions control technologies on new and retrofitted electricity power plants, the outcome of the Copenhagen conference in December 2009 remains uncomfortably uncertain.
