Abstract:
Democratic presidential candidates are invoking the New Deal as a model for addressing infrastructure, economic, and employment problems in the United States. But a careful look at New Deal spending suggests, in the words of Amity Shlaes, "not how much the public works achieved . . . [but] how little." Advocates for new federal government spending on highways, buildings, and roads should carefully weigh the need against the damage that comes from projects and jobs created for political reasons.

Abstract:
The objective of this research is to pinpoint the key determining factors that managers in multinational semiconductor firms use to decide upon a location to expand their business. Interviews were conducted with seventeen executives at eight companies, at both the U.S. and Japanese headquarters. Based on these interviews, the author analyzed the data to determine the strengths and weaknesses of Japan's Kumamoto Prefecture, in particular, as a semiconductor investment location. One important research finding is an assessment of these strengths and weaknesses, their importance to foreign executives, and how Kumamoto can capitalize on them in order to attract more business to the region.

33. Living High on the Hog: Factory Farms, Federal Policy, and the Structural Transformation of Swine Production

Abstract:
U.S. farm policy reforms in 1996 produced significant overproduction of supported crops, with prices falling to levels that were often below average farm production costs. Among the beneficiaries of the policy shift were the largest corporate purchasers of supported crops, as they saw a steady supply of low-priced inputs. Industrial livestock firms were among the most significant buyers of U.S. corn and soybeans, the main components of livestock feed. Filling an important gap in the literature, this paper estimates the savings to industrial hog operations between 1997 and 2005 from feed components priced at levels below their production costs. The savings are found to be significant. We also find that industrial hog companies benefited from weak federal regulation of environmental pollution from livestock operations. We estimate the costs to industrial hog firms of compliance with new environmental regulations regarding mitigation of surface-water contamination from excess manure concentrations. This cost is also found to be significant. We assess the implications of these findings for the continued consolidation and industrialization of the industry. We find that mid-sized diversified farms that grow their own feed may well be able to compete on cost with large-scale industrial operations if the latter pay full cost for their feed and have to pay for just one part of their externalized pollution costs.

Abstract:
This working paper evaluates the validity of available data on and the extent of the impact of offshoring on service-sector labor markets in the United States, EU-15, and Japan. A three-tier data validity hierarchy is identified. The impact of offshoring on employment in the three regions is found to be limited. Correspondingly, developing Asia is unlikely to experience large employment gains as a destination region. The paper highlights the case of the Indian IT industry, where the majority of job creation has been in local Indian companies rather than foreign multinationals. Domestic entrepreneurs have played a crucial role in the growth of the Indian IT-related service industry. However, increased tradability of services and associated skill bias in favor of higher skilled workers could have an uneven employment impact on developing Asia. Some high-skilled groups are benefiting and will continue to benefit dramatically from new employment opportunities and rising wage levels. Meanwhile, the same skill bias may eliminate many employment opportunities for unskilled or low-skilled groups in the region. Developing Asian countries therefore face a double educational challenge in the coming years: the need to simultaneously improve both primary and higher education.

35. Firm Sizes: Facts, Formulae and Fantasies

Abstract:
Recently discovered facts concerning the size distribution of U.S. firms are recapitulated—in short, these sizes are closely approximated by the Zipf distribution, a Pareto (power law) distribution with exponent of unity. Interesting consequences of this result are then developed, having primarily to do with formulae for the distribution's moments, and difficulties of reasonably characterizing a 'typical' firm. Then, a leading candidate explanation for these data—the Kesten random growth process—is assessed in terms of its realism vis-á-vis actual firm growth. Insofar as it has fluctuations that are quite different in character from actual firm size variability, the Kesten and related stochastic growth processes qualify more as fables of firm growth than as credible explanations. Finally, new explanations of the facts are proposed by considering firms to be partitions of the set of all workers. Assuming all partitions to be equally likely, the observed distribution of firm sizes is hypothesized to be the distribution of block sizes in the most likely partitions. An alternative derivation of this distribution as a constrained optimization problem is also described. Given that these calculations involve unimaginably vast magnitudes, it seems just short of fantastic to consider them relevant empirically.

The Great Lakes region of the United States is a unique economic, social, and cultural area made up of all or part of 12 states, including the western portions of New York, Pennsylvania, and West Virginia; northern Kentucky; all of Ohio, Indiana, Michigan, Illinois, and Wisconsin; and eastern Minnesota, Iowa, and Missouri. Home to 97 million people, this region is defined by a shared geography and natural resources, a dynamic political and economic history, and strong principles of social organization that together have shaped its growth and development. One of the largest industrial production centers and consumer marketplaces in the world, this highly urbanized “mega-region” is a vital global hub of economic activity and growth.

37. European Chemical Policy and the United States: The Impacts of REACH

Abstract:
The European Union is moving toward adoption of its new Registration, Evaluation and Authorization of Chemicals (REACH) policy, an innovative system of chemicals regulation that will provide crucial information on the safety profile of chemicals used in industry. Chemicals produced elsewhere, such as in the United States, and exported to Europe will have to meet the same standards as chemicals produced within the European Union. What is at stake for the U.S. is substantial: we estimate that chemical exports to Europe that are subject to REACH amount to about $14 billion per year, and are directly and indirectly responsible for 54,000 jobs. Revenues and employment of this magnitude dwarf the costs of compliance with REACH, which will amount to no more than $14 million per year. Even if, as the U.S. chemicals industry has argued, REACH is a needless mistake, it will be far more profitable to pay the modest compliance costs than to lose access to the enormous European market.

38. Feeding the Factory Farm: Implicit Subsidies to the Broiler Chicken Industry

Abstract:
Since the passage of the 1996 Farm Bill, the U.S. market prices of soybeans and corn have dropped 21% and 32%, respectively. These commodities are sold on the market at a price below what they cost to produce. If U.S. agricultural policies contribute to this trend, then they do so to the benefit of commodity purchasers, particularly the industrial operations that use the commodities as raw material inputs. Corporate-owned livestock operations are a case in point. This paper focuses on the broiler chicken industry, which, in the United States, is fully industrialized and vertically integrated. We compare the average costs of production for broiler feed components—corn and soybean meal—with market prices, and then use these cost-price margins to estimate the amount broiler companies save by being able to purchase feed at a price below production costs. We find that the broiler industry gained monetary benefits averaging $1.25 billion per year between 1997 and 2005 when, following the passage of the 1996 Farm Bill, market prices dropped far below production costs. In contrast, broiler industry gains from low market prices averaged a much smaller $377 million per year between 1986 and 1996. We conclude that the corporate broiler industry is a major winner from changes to U.S. agriculture policy that have allowed feed prices to fall. This finding is not significantly altered when we adjust our calculations to account for the overvaluation of agricultural land, nor does it appear to reverse under future cost/price scenarios. As policymakers turn their attention to the 2007 Farm Bill, they would do well to examine the ways in which agribusiness firms in general, and industrial livestock operations in particular, benefit from policies ostensibly designed to support family farmers. Current U.S. farm policies may be driving industrialization in the livestock production system if they give factory operations the appearance of being more cost efficient than diversified, independent operations that grow their own feed.

Plant shutdowns shape industry productivity, the dynamics of employment, and industrial restructuring. Plant closures account for more than half of gross job destruction in US manufacturing. This paper examines the effects of firm structure on US manufacturing plant closures. Plants belonging to multi-plant firms and those owned by US multinationals are less likely to exit. However, the superior survival chances are due to the characteristics of the plants rather than the nature of the firms. Controlling for plant and industry attributes, we find that plants owned by multi-unit firms and US multinationals are much more likely to close.

Abstract:
Within the United States, the locations of carbon intensive industries have important implications for climate policy. This paper examines the state level and regional patterns in the distributions of key industries – coal, oil gas and autos – and their implications for US climate policy-making. It concludes that the coal industry has a disproportionate impact on climate policy because of the distorting effect of the role of a few key coal states in national elections. The analysis is presented in the context of a 'pluralistic political economy' analytical model of the US economy and political system.
