581. Greenland, Denmark and the Debate on Missile Defense: A Window of Opportunity for Increased Autonomy

This paper investigates the debate leading up to the joint Danish-Greenlandic decision to allow the US to upgrade its radar at Thule Air Base, ensuring its integration in the American missile defense. By analyzing how this debate is structured in the Danish Realm, the paper argues that the contentious history of the Air Base strengthens the moral position of the Greenlanders and provides them with valuable argumentative assets in the debate. This debate, the paper concludes, presents the Greenlanders with a window of opportunity facilitating negotiations with the Danish Government, the effect of which is further Greenlandic independence and increasing Greenlandic influence on security policy.

The challenge of preventing and responding to the new security threats is very different from the one we, as a nation, faced in the Cold War. Today, the private sector is on the frontline of the homeland security effort: Its members are holders of information that may prove crucial to thwarting terrorist attacks; stewards of critical infrastructure that must be protected and dangerous materials that could be used to do harm; and important actors in responding to attacks. As we said in our first Task Force report, private sector information is essential to counter-terrorism, and government agencies should have timely, needed access to that information, pursuant to guidelines that give confidence that the information will be used in a responsible way.

The Bush administration has begun to revise cold war rules governing national security information in order to counter terrorist threats to the United States. The president's homeland security plan calls for new intelligence efforts to protect the nation's borders, defend against threats within the United States, minimize infrastructure vulnerabilities, and improve emergency responses. Congress has given the new Department of Homeland Security responsibility for coordinating these strategies and assuring that accurate and complete information gets to those who need it.

In 1999, after nearly twenty years of debate, the U.S. Congress finally passed legislation permitting bank affiliations with all sorts of other financial enterprises, and vice versa. In this step, the United States joined many other countries — especially in Europe and, more recently, Japan — in allowing the operation of financial conglomerates. But are financial conglomerates the wave of the future in finance? And if so, how are they to be regulated? These were the two central questions addressed in the fifth annual conference of the Brookings-Wharton Papers on Financial Services, an annual volume published by the Brookings Institution Press. The conference, held in October 2002 in Washington, D.C., convened financial services experts from around the world. The papers presented at the conference suggest, generally, that while the future may see more financial conglomerate activity than it has in the past, there still will be a role for specialist, or "monoline" financial companies. As for regulation, there is no settled model: some nations will pursue consolidated supervision, with authority over entire conglomerates vested in a single authority (often the central bank), while others will still regulate the pieces of diversified financial enterprises along structural lines.

As part of the changed U.S. geostrategic outlook arising from the September 11, 2001, terrorist attacks against the United States, the Bush administration is giving greatly heightened attention to the issue of promoting democracy in the Middle East. Although a policy of coercive regime change has been applied in Iraq, in most of the region the administration is pursuing a more gradualist model of political change that emphasizes diplomatic pressure and democracy-related aid.

Privacy rights and international tax competition are beneficial constraints on the monopoly power of governments. But high-tax nations and organizations such as the European Union are pressing for international agreements to remove those limits on government power at the expense of prosperity and freedom.

Abstract:
Legal criticism of broadcast regulation typically starts by demonstrating the paradoxically disparate treatment of print media and broadcast media under the First Amendment. In contrast, economic criticism typically starts by demonstrating that the scarcity of the electromagnetic spectrum, to the questionable extent that it exists, does not distinguish broadcasting from any other medium of communications for which the essential factors of production are privately owned and ordered. Each line of criticism is powerful. And each continues to the current day to appear again and again in court challenges to broadcast regulation. It is more useful, however, to model broadcast regulation in terms of the creation and dissipation of rent.

More than a dozen corporate scandals have unfolded since December 2001. How have ordinary Americans reacted? One answer can be provided by the performance of the stock market. Another indicator is public opinion. As some of the key trials get underway, it's worth examining the polls to see how the scandals have affected perceptions of business. The results should provide some warning flags for Congress as that institution takes a closer look at the mutual fund industry.

Polls should not be used to make policy whether the issue is sending troops into battle or shoring up Social Security. They are too crude for that purpose. That said, policy makers need to be aware of what the public is thinking. That is what this collection is designed to do. We are very grateful for the cooperation the pollsters have given us in making this collection possible. The document is a work in progress. We began putting it together in late September 2001, and we have updated it weekly, adding new sections as new issues have arisen. With 14 national pollsters in the field on a regular basis, the polling environment has become very competitive. The different ways that pollsters approach a topic and the responses they receive are often useful in understanding what Americans are thinking.
