Abstract:
Tax havens have been around for decades but they were viewed as marginal if not esoteric phenomena. Attitudes are changing. As new data on international financial flows becomes available, it is difficult to avoid the conclusion that tax havens are at the very heart of 'neoliberal' globalization, aiding and facilitating tax avoidance on a vast scale.

For over a century, the trend line for the long-term growth of the U.S. economy has held remarkably steady. Notwithstanding huge changes over time in economic, social, and political conditions, growth in real gross domestic product (GDP) per capita has fluctuated fairly closely around an average annual rate of approximately 2 percent. Looking ahead, however, there are strong reasons for doubting that this historic norm can be maintained.

Abstract:
LAST YEAR, during his visit to the United States, Chinese president Xi Jinping introduced the idea of a “new type of great-power relationship.” In March of this year, in apparent response, President Obama's national-security adviser, Tom Donilon, suggested an interest in building “a new model of relations between an existing power and an emerging one.” This June, the two presidents met in California to explore whether their strategic outlooks can be reconciled. I suspect that President Xi's concept reflects the senior leadership's study of history. At last year's meeting of the U.S.-China Strategic and Economic Dialogue, former president Hu Jintao stated, “We should prove that the traditional belief that big powers are bound to enter into conflict is wrong, and [instead] seek new ways of developing relations between major countries in the era of economic globalization.” In the United States, professors Graham Allison and Joseph Nye at Harvard have referred to this challenge as “the Thucydides trap”: in explaining the cause of the great Peloponnesian War of the fifth century BC, Thucydides pointed to the rise of Athens and the fear it inspired in Sparta. In the centuries since, scholars have pondered how power shifts have led to competitive tensions, which sometimes have been managed and sometimes led to conflict. This essay will pose a question: What might be the substance of a new type of great-power relationship between China and the United States? Kevin Rudd, former prime minister and foreign minister of Australia, has also taken up this topic in a series of thoughtful speeches. His approach points to the need for reinforcing dialogues and cooperative efforts.

One of the most worrisome is the growing use in China and other advanced developing countries of anticompetitive market distortions (ACMDs)—including regulatory protection that privileges specific companies—which put foreign competitors at a disadvantage. ACMDs are government actions that give certain business interests artificial competitive advantages over their rivals, be they foreign or domestic, to the detriment of consumer welfare. These market distortions are especially damaging to the industries in which the United States enjoys the greatest comparative advantages, but they are also harmful to the long-term prosperity of developing economies and cost the global economy trillions of dollars. America deserves credit for not having succumbed to the global financial crisis by repeating the protectionist mistakes of the 1930s. Nonetheless, since 2007, although lip service has been paid to boosting US exports, its trade policy accomplishments have been modest. This is unfortunate because active trade policies can promote American living standards and facilitate America's return to full employment and sustained growth. These policies can also help to create a global trade order that advances American interests. This policy brief argues that the United States needs new initiatives that discipline foreign practices, increase access to foreign markets, revitalize the World Trade Organization (WTO), improve the administrative and regulatory environment for trade, and assist workers and communities adversely affected by change.

Abstract:
More than 20 countries have increased their aggregate foreign exchange reserves and other official foreign assets by an annual average of nearly $1 trillion in recent years. This buildup of official assets—mainly through intervention in the foreign exchange markets—keeps the currencies of the interveners substantially undervalued, thus boosting their international competitiveness and trade surpluses. The corresponding trade deficits are spread around the world, but the largest share of the loss centers on the United States, whose trade deficit has increased by $200 billion to $500 billion per year as a result. The United States has lost 1 million to 5 million jobs due to this foreign currency manipulation.
