Abstract:
The 1948 Universal Declaration of Human Rights affirmed in Article 13 that "[e]veryone has the right to leave any country, including his own, and to return to his country." In response to the Soviet Union's and China's prohibitive controls over the travel of their citizens, Article 13 recognized the right of individual citizens to take trips to other countries willing to receive them, knowing that they may return home at the end of their foreign stays.

12. High Stakes for Young Lives: Examining Strategies to Stop Child Marriage

Abstract:
An estimated one-third of girls around the globe become brides before the age of eighteen and one in nine do so before the age of fifteen. In recent decades, the issue of child marriage has grown in profile and priority for many policymakers. The Elders, a group of global leaders including former United Nations (UN) secretary-general Kofi Anna n and former U.S. president Jimmy Carter, have taken on the issue and opted to use their platform to speak out against the practice, as have other prominent international organizations. The UN estimated that in 2011, nearly seventy million women ages twenty to twenty-four had married before they turned eighteen. If current trends continue without pause, in the next ten years, more than 140 million girls will be married before their eighteenth birthdays. In order to design interventions that can scale to match the level of the challenge, it is critical to understand the drivers of child marriage and the factors that can curb it.

13. Imperialism or globalisation? ... Or imperialism and globalisation: Theorising the international after Rosenberg's 'post-mortem'

Abstract:
This article examines the concepts of globalisation and imperialism, both in terms of their explanatory status, and in the light of changes in the international order since the end of the Cold War. It does so both through detailed theoretical and empirical analysis, and in part through focusing on a key contributor to this debate, Justin Rosenberg. It is argued that Rosenberg's theoretical post-mortem for globalisation is correct. However, it is also argued that Rosenberg's historical post-mortem is far less convincing, not least when related to his subsequent attempts to draw on the concept of uneven and combined development in order to explain the reality of geopolitical conflict in the international order. It is here that the concept of imperialism enters the picture, and the article suggests that attempts to update theories of geopolitical competition based on Lenin and Bukharin's work on imperialism are unconvincing, as they fail to take full account of the changes in the international order since 1945. These changes - the internationalisation of capital and rise of global production networks, the rise of manufacturing in the developing world, the internationalisation of the state, cooperation between developed capitalist powers, and US hegemony - are well described, if not necessarily explained by the concept of globalisation. However, this does not mean that the concept of imperialism is no longer of use, and the idea is defended through a discussion of the hierarchies associated with the globalisation of production. It is further illustrated by relating liberal military intervention to this continued reality of global hierarchy and inequality in the international order. The article concludes by defending the ideas of imperialism and uneven and combined development, but argues that these cannot be used to explain the nature of the international state system (or geo-politics), but rather the hierarchies associated with the international capitalist order (or political economy).

14. Visual Propaganda and Extremism in the Online Environment

Abstract:
The presence of terrorist and other extremist groups online has risen sharply over the last 2 decades. In 1998, less than half of the U.S. designated Foreign Terrorist Organizations had websites; by the end of 1999, the number had already jumped to include almost all of them. Between 2003 and 2005, the number of websites serving terrorists and their supporters rose to 4,300. The University of Arizona's Dark Web Project provided a recent snapshot of the substantial traffic operating through online sites associated with extremist groups. In 2011, the Dark Web team reported that they had downloaded the contents of 29 extremist online forums, which resulted in the retrieval of more than 1.5 million conversation threads from more than 350,000 authors who had left 14 million messages.

Abstract:
According to its proponents, the Trans-Atlantic Trade and Investment Partnership will stimulate growth in Europe and in the US. Projections endorsed by the European Commission point to positive, although negligible, gains in terms of GDP and personal incomes. In a paradox, these projections also show that any gains in Trans-Atlantic trade would happen at the expense of intra-EU trade reversing the process of European economic integration. Furthermore, recent literature has pointed out several problems in the most influential assessment of the TTIP's effects. Projections by different institutions have been shown to rely on the same Computable General Equilibrium model that has proven inadequate as a tool for trade policy analysis. In this paper we assess the effects of TTIP using the United Nations Global Policy Model, which incorporates more sensible assumptions on macroeconomic adjustment, employment dynamics, and global trade. We project that TTIP will lead to a contraction of GDP, personal incomes and employment. We also project an increase in financial instability and a continuing downward trend in the labor share of GDP. Evaluated with the United Nations model, TTIP appears to favor economic dis-integration, rather than integration, in Europe. At a minimum, this shows that official studies do not offer a solid basis for an informed decision on TTIP.

Abstract:
Leadership has long been a focal point of human curiosity but has recently gathered even more attention. As globalization becomes increasingly the dominant force in political, social, and economic affairs, leaders far and wide are being called upon to take on new roles and address emergent challenges. This trend may be most prominent in the arena of national security. In particular, military leaders must now interact with a broader range of social communities as engagements span national and cultural boundaries. While in the past, national militaries or their forces or branches acted alone, most of today's engagements involve coalitions, “partners”, or joint forces. How do the traditional traits and characteristics of military leaders align with this new environment? This paper will examine several traits or characteristics of military leaders, compare them to those of other global leaders, and suggest ways to prepare military leaders for global leadership roles that go beyond parochial interests.

17. A Markov Switching Approach to Herding

Existing models of market herding suffer from several drawbacks. Measures that assume herd behaviour is constant over time or independent of the economy are not only economically unreasonable, but describe the data poorly. First, if returns are stationary, then a two-regime model is required to describe the data. Second, existing models of time-varying herding cannot be estimated from daily or weekly data, and are unable to accommodate factors that explain changes in this behaviour. To overcome these deficiencies, this paper proposes a Markov switching herding model. By means of time-varying transition probabilities, the model is able to link variations in herding behaviour to proxies for sentiment or the macroeconomic environment. The evidence for the US stock market reveals that during periods of high volatility, investors disproportionately rely on fundamentals rather than on market consensus.

18. Crucial Collaborators or Petty Players? The Globalization of R and the Rise of China and India

Abstract:
In recent decades, research and development has become a key new arena of globalization. Whereas multinational corporations once conducted R primarily in their home countries, it is now often dispersed across multiple locations around the world. Has this process transformed economic ties between the world's dominant state and its would-be rising powers in ways that imply an important power shift? Focusing on China and India's growing collaboration with the U.S., this paper argues that it has not. China and India remain considerably more reliant on the globalization of R than the U.S. does, and this remains a potential source of leverage for Washington. This vulnerability mainly reflects the fact that U.S. R investments in China and India are far more important for these two Asian countries than they are for the U.S. These investments loom larger in the Chinese and Indian innovation systems than they do in their American counterpart, and it is difficult to imagine any country substituting for the U.S. in this regard. In contrast, the U.S. cannot derive a great deal of leverage as a platform for R Both China and India are considerably less dependent on the U.S. in this respect.

Abstract:
In the fall of 2012 the Center for Strategic and International Studies (CSIS) Global Health Policy Center organized a working group to analyze progress on diplomatic outreach to advance global health during the first four years of the Barack Obama administration. Over three sessions the working group members, who included health policy researchers, former diplomats, and an ex- officio group of current government officials, met to discuss emerging trends related to global health diplomacy and to develop a set of recommendations to enhance U.S. diplomatic outreach on global health for the next four years. Much of the working group's effort focused on the important role played by the secretary of state in raising the visibility of global health challenges on the world stage and on the Department of State's potential to promote greater coherence and integration of U.S. overseas health programs in the next presidential term.
