131. The Global War on Terrorism: A Religious War?

Abstract:
The United States has been actively engaged in prosecuting the Global War on Terrorism (GWOT) since September 2001. However, after 5 years of national effort that has included the loss of over 3,000 service members in combat operations, many question whether the U.S. strategy is working, and whether the United States understands how to combat an enemy motivated by a radical revolutionary religious ideology. The author reviews the pertinent cultural history and background of Islam and then posits three root causes of this conflict: the lack of wealth-sharing in Islamic countries, resentment of Western exploitation of Islamic countries, and a U.S. credibility gap within the Islamic community. Following this discussion of root causes, this analysis compares the Ends, Ways and Means of the U.S. Strategy for Combating Terrorism with that of terrorist organizations such as al-Qai'da. The author concludes that the United States is not achieving its long-term strategic objectives in the GWOT. He then recommends that U.S. strategy focus on the root causes of Islamic hostility. Accordingly, the United States should combat radical Islam from within the Islamic community by consistently supporting the efforts of moderate Islamic nations to build democratic institutions that are acceptable in Islamic terms.

Abstract:
In the post-Cold War era and in the early 21st century, the region of Northeast Asia remains one of the most unstable areas in Asia and in the world compared with other regions of Southeast Asia, Central Asia, Southern Asia, Middle East, Eastern Europe, Africa, and Latin America. And it could become a harsh strategic confrontational area between major powers in Asia and in the world in the future, if those major powers like the United States, China, Japan, and Russia do not manage their relationships well. It can also become a place of hot war or new Cold War in the Korean Peninsula and the Taiwan Strait, if the two Koreas and two sides of the Taiwan Strait problem cannot manage the unresolved issues in their relations. Northeast Asia is also on track to become another center of the global economy, science and technology, military, and international politics. Opportunities as well as challenges to Asia and the world come from the “rising” China and Asia.

Abstract:
The February 2007 decision to launch a new Department of Defense Unified Combatant Command for Africa (AFRICOM) has already been met with significant controversy both in the United States and abroad. AFRICOM's proponents claim that the new command accurately reflects Africa's growing strategic importance and an enlightened U.S. foreign policy focused on supporting “African solutions to African problems.” Its critics allege that the command demonstrates a self-serving American policy focused on fighting terrorism, securing the Africa's burgeoning energy stocks, and countering Chinese influence.

Abstract:
Like the Arab-Israeli Six-Day War of 1967, the U.S. invasion of Iraq is fundamentally reordering regional politics and security in ways that will be felt for a generation, if not longer.1 The Pandora's Box opened by the United States in Iraq adds a new level of unwelcome complexity to an already strained regional fabric. Threats to regional security stem from global, interstate, and intrastate sources. The complicated, multidimensional, and interrelated natures of these threats suggest that the United States must reassess strategy and policy if it is to protect and further its regional interests. The objective of this monograph is threefold: (1) deconstruct the threats to regional security and stability in the aftermath of the Iraq invasion; (2) determine whether U.S. strategy is tailored to the threat environment; and (3) suggest steps that can be taken to bring strategy and the environment into closer alignment.

Abstract:
Peacetime military engagement has been a key component of U.S. defense strategy in the post-Cold War era to shape the international environment in ways favorable to U.S. interests. Since September 11, 2001 (9/11), a concerted Department of Defense effort has transformed engagement activities to a broader concept of security cooperation aimed at creating partnerships and building the capacity of allies and partners to meet the challenges of the uncertain and complex security environment. When it comes to security cooperation, however, there will always be a tension between balancing military readiness with security cooperation. Most argue that readiness is the most important priority. But, if adequately funded and properly executed, security cooperation activities may build partners and prevent conflicts. Investing early in shaping activities may avoid exponentially larger expenditures later. In the strategic environment over the next decade, this tension will continue to exist and manifest itself in challenges to security cooperation in resourcing, assessment, and coordination. This paper examines the role of security cooperation in the emerging security environment and the challenges the United States must overcome to be effective.

136. Principles for a U.S. Public Freight Agenda in a Global Economy

Abstract:
All the products consumers use and all the products businesses use get to market via America's freight system. And though Americans are utterly dependent on the freight system and its carriers, there is little understanding of the system's impact on our daily personal and business lives on either the macro level—as the gate- way to the global economy—or the micro level—as deliverer of e-commerce purchases. Freight also affects the nation in other ways. U.S. Department of Transportation (U.S. DOT) statistics show that truck traffic makes up more than 30 percent of the traffic on about 20 percent of Interstate System mileage and is expected to grow substantially over the next 20 years. 2 And the dynamics related to some freight businesses have, in many locations, consumed inexpensive greenfields on the suburban fringe, lengthening trips, and exacerbating existing congestion problems.

137. Recent US Free Trade Initiatives in the Middle East: Opportunities but no Guarantees

Abstract:
This paper evaluates the US initiative to establish a Free Trade Agreement with countries in the Middle East by signing bilateral agreements with the countries individually and then combining them into a single arrangement. These agreements present new opportunities for Arab countries, but to take full advantage, they will have to complement the agreements with additional policy measures, both individually, and together. The promise comes from the ability to use the agreements as a catalyst for improving regulatory rules and systems at home and facilitating integration with the rest of the region and the world. But the agreements also present problems for Arab countries, first in relating these US agreements to agreements with other trading partners – most importantly the EU; second in creating political difficulties associated with closer relations with the USA given problems in the region, and third, in undertaking the necessary economic and political policies that are necessary to realize the benefits.

138. Inequality and Mortality: Long-Run Evidence from a Panel of Countries

Abstract:
We investigate whether changes in economic inequality affect mortality in rich countries. To answer this question we use a new source of data on income inequality: tax data on the share of pretax income going to the richest 10 percent of the population in Australia, Canada, France, Germany, Ireland, the Netherlands, New Zealand, Spain, Sweden, Switzerland, the UK, and the US between 1903 and 2003. Although this measure is not a good proxy for inequality within the bottom half of the income distribution, it is a good proxy for changes in the top half of the distribution and for the Gini coefficient. In the absence of country and year fixed effects, the income share of the top decile is negatively related to life expectancy and positively related to infant mortality. However, in our preferred fixed-effects specification these relationships are weak, statistically insignificant, and likely to change their sign. Nor do our data suggest that changes in the income share of the richest 10 percent affect homicide or suicide rates.

Abstract:
When after years of preparation and consultations, the World Summit on the Information Society (WSIS) concluded in Tunis with the adoption of the Tunis Commitment and the Tunis Agenda on November 18, 2005, the nearly fifty heads of state, vice–presidents, and almost 200 cabinet level government officials from around the world hailed it as a great achievement. For many of the 19,000 participants in the three-day meeting, which ended a multi-year process that had officially begun with the first WSIS meeting in Geneva in December 20035, the relief was palpable. Tense negotiations, public diplomacy, and a momentous switch of key players in the months leading up the Tunis event had at times put the prospect of a successful conclusion of the WSIS process in doubt.

140. Globalization, Private Security, and Democratic Processes: Implications for the Democratic Peace?

During the 1990s and into this century, a robust market for force emerged alongside and intertwined with state military forces. The rise of stateless forces associated with globalization is often seen as breaking down barriers between states and enhancing the prospects for peace, particularly among advanced democracies. Stateless forces, in particular marketbased security, may also, however, alter the functioning of democracies. A widely held, albeit often implicit, assumption of much theory and research in international relations, especially in the literature on the democratic peace, is that states rely on their own military organizations rather than hired guns to project force. The question addressed here is whether the attributes that have been identified as promoting trust among democracies remain strong when states rely on private forces instead of, or in addition to, public ones. If greater reliance on the market to satisfy security needs affects the transparency, constitutionalism and public consent of their foreign policy processes, the market for force could have implications for trust among democracies – and at the extreme, perhaps even for the democratic peace. Overall, we conclude that the use of private security by the US threatens to weaken key institutional mechanisms taken to enhance trust between it and other democracies.
