Abstract:
Historically, U.S. nuclear strategists and arms control experts have paid little attention to the People's Republic of China (PRC). China has not been a major factor in the U.S. nuclear calculus, which has remained centered on U.S.-Russian nuclear arsenals as the principal framework for arms control and arms reductions. Yet today China is the only one of the five de jure nuclear weapons states qualitatively and quantitatively expanding its nuclear arsenal.

Abstract:
One of the guiding purposes and principles behind the International Religious Freedom Act (IRFA) is to make the issue of international religious freedom an integral part of this nation's foreign policy agenda. The conditions of religious freedom in certain countries may be grave and deteriorating—in many instances on account of factors beyond the control of the United States—but not, if the IRFA process is working properly and vigorously, on account of a lack of attention paid to the issue as a matter of U.S. foreign policy. This report of the U.S. Commission on International Religious Freedom assesses the vitality and effectiveness of certain parts of the IRFA process as it is functioning in its second year.

Abstract:
The National Intelligence Council and the Federal Research Division of the Library of Congress held a one-day unclassified conference on this topic on 17 February 2000, at the Thomas Jefferson Building of the Library of Congress. Seven papers by nongovernment specialists and 11 commentaries by Intelligence Community specialists examined: The likely development of greater divergence or convergence between key East Asian states and the United States over US policies and interests in the region. Whether divergence or convergence between East Asian states and the United States was more likely on security, economic, or political/values questions. In what ways East Asian states would be likely to collaborate in opposition to US policies and interests. Sixty US Intelligence Community, other Executive Branch, congressional, and nongovernment experts participated actively in discussions following the formal papers and commentaries, reinforcing the findings presented below.

Abstract:
Bribery of foreign public officials by businesses is a serious problem in the international marketplace. This corrupt practice penalizes firms that play by the rules and compete on the merits of their products and services. But the damage is not limited to billions of dollars of lost exports. Bribery of public officials in commercial dealings undermines good governance, retards economic development and is especially damaging to developing countries and those in transition to market economies.

The half-island nation of East Timor was a colony of Portugal for some 450 years. After the Portuguese dictatorship fell in April 1974, the Indonesian government began to intervene in the decolonization process. When it became clear that it had little political support in East Timor, the Indonesian regime launched a military offensive from West Timor and fomented a civil war in the summer of 1975.

Abstract:
It was a striking juxtaposition, U.S. Secretary of State Madeleine Albright and North Korean leader Kim Jong Il sitting side by side at a display of mass gymnastics in Pyongyang this last October. “Spectacular and amazing,” Albright called the coordinated movements of the 100,000 performers. When a picture of the August 1998 Taepodong rocket launch was displayed, Kim Jong Il confided that it would be his country's first and last such launch. The North Korean leader was a man with whom she could do business, Albright concluded at the end of her visit. The U.S. and North Korea, technically at war for over fifty years, had never before been on quite such cordial speaking terms.

Some two million Sudanese—nearly 8% of the country's population—have lost their lives to war or famine-related causes since 1983, when fighting resumed in Africa's longest running civil war. Millions more have been displaced, many fleeing to neighboring states. Despite competing peace initiatives on the table today, there is no end in sight to the conflict. Instead, the prospects are for intensified combat as the war spreads to new areas of the country.

Abstract:
In September 2000, Bolivia, South America's poorest country, was rocked by a series of civilian protests, including roadblocks throughout the country. Unionists, teachers, peasant coca farmers, and others have demanded that the Bolivian and U.S. governments stop trying to completely eradicate coca growing and cease construction of three new military bases in the Chapare region. Among the other demands, protesters also want the government to improve alternative development programs in the coca growing region. In mid-October, the two sides reached a 19-point “truce”, but protesters vowed to reinstate the roadblocks in 30 days if the government did not adhere to the the agreement.
