Despite progress in the return of refugees and the prevention of humanitarian disasters, stability in Afghanistan is threatened by ethnic tension, feuding warlords, and violence perpetrated by regrouping elements of the Taliban and their allies. The United States is being asked to increase its level of commitment to rebuilding Afghanistan as a means of stabilizing the country, even as American troops battle the resurgent Islamic extremists who operate along the Afghan-Pakistan border.

The rationale for missile defense put forward by its advocates is often a “doom and gloom” picture: America and its citizens are defenseless against the threat of ballistic missiles, and missile defense is supposed to protect the American people. The administration's vision of missile defense is not just a global system that protects the United States against long-range missiles but a global system capable of engaging all classes of ballistic missiles to protect U.S. forces deployed worldwide, U.S. allies, and other friendly countries. Thus, the purpose of missile defense is extended well beyond protecting America and Americans.

Ever since North Korea's dramatic revelation that it was producing materials that could be used to make nuclear weapons, the Bush administration has considered a range of policy options—including a military strike on North Korean nuclear facilities. Although the administration officially dismisses such talk, President Bush has left the military option on the table, and influential advisers outside of the administration have openly called for military action along the lines of the Israeli attack on Iraqi nuclear facilities at Osirak in 1981.
The Iraq War represents a turning point in transatlantic relations. Euro-American ties have been ruptured, and never again will be the same. But the growing estrangement between the European powers and the United States is tied primarily to the nature of power in the international system and to America's dominant role in the world today.

Assuming the U.S.-led military operation to topple Saddam Hussein proceeds, the threat is very great of large-scale violence, centred on Kirkuk, erupting in Northern Iraq between Kurds and Turks. If that is to be averted, the United States must urgently take three important steps: get its own forces to Kirkuk first, ensure that Turkey exercises restraint, and simultaneously persuade the Iraqi Kurds to take no action that will risk provoking Turkey.

The policy dilemmas posed by the Iraqi crisis are much more acute, and the issues much more finely balanced, than most of those publicly supporting or opposing war are prepared to acknowledge. There is still broad international agreement about the objectives to be pursued: ensuring that Iraq does not constitute a threat, disarming it of the weapons of mass destruction it still retains (as demanded by Security Council Resolution 1441), and improving the condition of the Iraqi people (as demanded both by common decency and the Iraqi people themselves). But following the inspectors' reports to the UN Security Council on 14 February 2003 and the extraordinary scale of the worldwide anti-war demonstrations over the following days, achieving international consensus on how to achieve these objectives appears as difficult as ever.

The horrific bombing of the UN headquarters in Baghdad on 19 August 2003 has focused renewed attention on the question of who, if anyone, is capable of governing Iraq in the current highly volatile environment and, in particular, on what ought to be the respective roles, during the occupation period, of the Coalition Provisional Authority (CPA), the Interim Governing Council and the United Nations. This report proposes a new distribution of authority between the three - potentially acceptable to the United States, the wider international community and the majority of Iraqis - which would enable Iraq's transitional problems, including the critical issue of security, to be much more effectively addressed.

What kind of question is: “What if Sun Tzu and John Boyd did a National Defense Review?” Sun Tzu, if he existed at all, has been gone some 2,500 years. The late Col. John R. Boyd, U.S.A.F., while intimately involved in fighter aircraft design during his active duty years, wrote practically nothing on hardware or force structure after he retired, when he created the strategic concepts for which he is best known today.
In 2001, prior to the attacks of Sept. 11, the Center for Defense Information published a national security review and force structure entitled Reforging the Sword: Forces for a 21st Century Security Strategy. Happily for the authors of Reforging, the Sept. 11 attacks did not make it obsolete. To the contrary, its emphases on working more closely with allies, on lighter, more agile forces, on intelligence, and on the importance of nonmilitary components of a conflict were important elements of the conduct of the counterattack by the administration of U.S. President George W. Bush. The events of Sept. 11 and Operation Enduring Freedom have reinforced the need raised in Reforging to prepare for new threats, and have enhanced the prospects for some of its proposed new directions, particularly in the area of allied collaboration if a multilateralist administration took office. This report updates Reforging the Sword in light of events on and since Sept. 11, 2001. The suggestions here use as a foundation the predilections spelled out in Reforging for working with allies, for taking the nonmilitary elements of modern war into consideration, and for trying to keep humans in the war-fighting loop.
In his January State of the Union Address, President George Bush announced an "Emergency Plan for AIDS Relief" that promised $3 billion a year in funding focused primarily on Africa and the Caribbean. Within weeks he broke that promise by seeking no new funding for 2003 and by requesting less than half a billion for the new effort in his 2004 budget. On the domestic front, this administration has proposed flat funding of the AIDS portfolio-which amounts to a decrease in funding- and diverted resources from HIV/AIDS research.
