Abstract:
This working paper analyses the causes of the increased international activity of federated states' units, and the way and intensity in which this activity takes place. First, it explains that the growing participation of federal entities in foreign policy is a product, on one hand, of increasing globalization and interdependence in the international system, and, on the other, of the internal processes of liberalization, democratization, and decentralization. Second, using the Mexican case as an example, it explains how the legal rules in the Constitution establish the limits of international participation of the states of the federation; then, it analyses how the institutional configuration, the division of power, and the division of purpose in the system influence the degree of intensity of participation of these federal units in foreign policy issues, within the constitutional limitations. Likewise, it considers economic capacity and geographical location of the states as variables that also seem to influence their degree of activity. Then, it briefly explores how Mexican federal entities have participated in the internacional arena. Finally, it describes the relationships, in terms of foreign policy, between different orders of government in other federal systems, such as Australia, Brazil, Canada, Germany, Switzerland, and the United States, and contrasts these relationships with those in Mexico.

722. Malaysia And The United States: Rejecting Dominance, Embracing Engagement

Abstract:
This paper explains Malaysia-US relations in terms of national interests derived from the nature of the Malaysian political economy and the salience of Islam in Malay(sian) politics as they interact with US foreign policy postures derived from distinct US grand strategies. The paper compares Malaysia's responses to the US under the Clinton and the first George W. Bush Administrations in terms of the following: (a) instances of cooperation and non-cooperation on key US initiatives; (b) pursuit of alternative economic and defence/security relationships; and (c) construction of alternative discourses and coalitions aimed at challenging US initiatives and its hegemony more broadly. Malaysia's responses to the US can be summed up in the phrase, 'rejecting dominance, embracing engagement', evident during both the Clinton and the Bush Administrations and consistent under the Mahathir and the current Abdullah Badawi governments. The Malaysian government's attempts to develop coalitions to challenge US initiatives and its hegemony have not alwyas been successful. The government has, nonetheless, stood firm and rejected US initiatives and actions that directly threatened national interests. The US, on its part, has accommodated itself to Malaysia's positions on a number of occasions since September 11, reflecting Malaysia's valuable role in Washington's fight against terrorism. Both governments also cooperation extensively in economics, defence and transnational crime from which both parties draw benefits.

Abstract:
Since the end of the Iraq war, Washington and Damascus have been locked in a dialogue of the deaf. U.S. policy has been reduced to a series of demands and threats. Syrian policy, with President Bashar still struggling to formulate and implement a coherent strategy, has been mainly wait-and-see – offering a few concessions and hoping to weather the storm while refusing to relinquish what it sees as trump cards (support for Hizbollah and radical Palestinian groups) so long as the conflict with Israel continues. Despite the current deadlock, however, the current regional situation presents an opportunity for an intensive, U.S.-led diplomatic effort to revive the Israeli-Syrian peace process and thereby achieve significant changes in Syrian policy.

Abstract:
This memo outlines the perspectives of US foreign policy practioners concerning the role of international organizations in managing security issues. The memo is based on contemporary literature, numerous interviews with current and former US foreign policy practioners, and the views of the author, a former practioner. The author argues that an instrumental perspective of international organizations prevails among practioners regardless of the party-affiliation of the Administration. He concludes by proposing a methodology that can be used to understand and predict US participation within international organizations on security matters.

According to polling commissioned by the Lowy Institute, twice as many Australians think that US foreign policy is on the wrong track as think it is on the right track. Many observers argue that the direction of American policy will vary greatly depending on the outcome of the presidential election. Certainly, there are significant differences in style and substance between the two candidates, George W. Bush and John F. Kerry. However the similarities are as striking as the differences. External challenges, in particular the Iraq war and the war against terrorism, and internal pressures have combined to produce something of a convergence between the outlooks of foreign policy makers in both parties. In the event of a Bush victory, the failure of its foreign policy adventurism in the first term would probably make for a more centrist policy in the second term. In the event of a Kerry victory, the realities of the international system and the probable Republican control of the Senate would do the same. Whomever is elected, America is likely to pursue an assertive foreign policy involving the use of military force; there will less gleeful unilateralism and steroid-fuelled pre-emption than we have seen in the past four years, but it will still be a world away from the kind of strategy many observers are anticipating. From Australia's perspective, the fundamentals of our alliance with the US will ensure that it endures regardless of the result on 0 November. However the temperature of the relationship would probably be affected by a Kerry win. Given the task the senator has set himself of strengthening links with allied capitals, the relationship with Canberra would likely be less of a priority for him than for President Bush. On the other hand, the election of a new face in Washington would make other aspects of Australia's diplomatic life easier.

Bush held on June 28, 2004, that foreign nationals imprisoned without charge at the Guantanamo Bay interrogation camps were entitled to bring legal action challenging their captivity in U.S. federal civilian courts.

Abstract:
During the Cold War, Washington reached out to some Islamists in order to counter the Soviet threat. Some claim that engaging so-called "moderate" Islamists would serve U.S. interests today. But in any U.S.-Islamist dialogue, the Islamists are certain to demand concessions from the United States, including visas, freedom to raise money for their organizations, U.S. support for their participation in the politics of their home countries, and a reassessment of U.S. policy in the Middle East, including support for Israel. In return, Islamists would propose to condemn terrorist attacks against the United States, and discourage new attacks on American soil.

Abstract:
While Iran did not have a clearly deliniated policy towards Central Aisa (and Azerbaijan) during the Soviet period and conducted its relations through Moscow, it tried to develop constructive engagement with the regional states since the collapse of the Soviet Union. At the same time, Iran clearly came to accept the dominant postion of Russia in the region. Although it avoided involvement in internal affairs of the regional countries, Iran's political relations with them have not develop into a satisfactory level. In this, American discouragement of the regional countries to enter close relations with Iran, their identification of political Islam as domestic threat and Iran as its external hub, as well as Iran's own economic and technological weaknesses played important roles. Despite this political weaknesses and US pressures, however, Iran, with its suitable geographic location and acceptance of trampa with the energy reach countries, has emerged as an importan regional economic partner and alternative transit route.

Abstract:
As is had been the case during the Cold War, Central Asian region was one of the priorities in the US foreign policy in the wake of the dissolution of the Soviet Union. Howevwr, this gegan to change in the second half of the 1990s as the US became aware of its vital interests in the region. This led to a situıation in which the place accorded to Central Asia in the American national security strategies began to increase. Following September 11 attacks the US started cooperating with the Central Asian republics closely. US troops began to enter the region under the rhetoric of "fight against terrorism" since the end of 2001. Thus, US administration began its military opening toward the region as it had been seeking ways to gain influence in the region since the second half of the 1900s. Wahington realized its aim guickly due to the "temporary approval" of Russia and willingness of the regional countries to cooperate.
