Abstract:
This overview of theater strategy and theater security cooperation is a primer on one of the most important tools the U.S. military uses to engage other countries, deter unwanted actions, and defend U.S. and friendly nation interests. To be effective, theater strategy and theater security cooperation must be derived from and consistently linked to national and multinational strategic guidance and policy, and formulated to meet the requirements found in each region. To attain the combatant commander's strategic security goals, proper support for joint operation plans through organizational structure, force projection, sustainment, readiness training, and force development input is essential. Theater security cooperation directly supports national goals at the regional level, and enhances military operations by obviating the need for military action, or by preparing the environment better for U.S. military intervention, should it be necessary. Theater strategy is an important part of realizing national strategy around the world, and theater security cooperation is not only one of the most powerful tools in attaining the goals of theater strategy, but, through its ability to obviate the need for combat, a cost effective tool as well.

Abstract:
Preemption has been, and remains, a leading concept of this decade. But despite its ubiquity in public discourse and its policy relevance, it is a source of great confusion. The term is misused, in some cases deliberately one suspects, but it must be admitted that strategic theorists have offered very little worthwhile reading on the subject. This monograph clarifies the meaning of preemption and distinguishes it from prevention and precaution. It critically reviews the principal charges levelled against preventive warfare and uses that analysis to provide at least the bare bones of strategic theory, more strictly of an alternative to theory relevant to such warfare. The analysis concludes with a set of policy and strategy relevant implications for the United States.

Next week, Secretary of State Condoleezza Rice will return to the Middle East, where she plans to meet Israeli prime minister Ehud Olmert and Palestinian president Mahmoud Abbas for what has become a monthly trilateral session. The question is whether Rice still believes both parties can actually agree on a so-called "political horizon" -- namely, the definition of actions to end the Israeli-Palestinian conflict. The odds have slimmed to nearly nil since the idea was first discussed by Rice and Israeli foreign minister Tzipi Livni at a December 2006 meeting. That was prior to the Mecca accord, where the concept of a Palestinian national unity government was conceived. Meanwhile, both Fatah and Hamas have announced that they are ready to form such a government.

On January 16, Secretary of State Condoleezza Rice visited Kuwait for a meeting with the foreign ministers of Egypt, Jordan, and the Gulf Cooperation Council (GCC)the oil-producing states of Saudi Arabia, Kuwait, Bahrain, Qatar, the United Arab Emirates, and Oman. President George W. Bush's plan of a troop surge coupled with counterinsurgency tactics comes too late for Iraq. Securing Baghdad is a precondition for establishing a secure Iraq. The success of U.S. counterinsurgency tactics is contingent upon a functional central government. The resources that will be devoted to securing Baghdad could be best employed in Afghanistan. Currently, the Iraqi government is a fig leaf for Shiite militias and it is doubtful that Iraqi prime minister Nouri al-Maliki's government will wage war on Muqtada al-Sadr's Mahdi Army.

Abstract:
In the context of debate surrounding U.S. military strategy in Iraq, Prussian military philosopher Carl von Clausewitz offers this classic directive: it is essential to understand the nature of the war you are fighting. To this end, the U.S. military in Iraq no longer faces a traditional insurgency conflict -- as those the French fought in Algeria or the United States fought in Vietnam -- in which one faction seeks to undermine and supplant the national government. Instead, the strategic landscape of Iraq today bears far more resemblance to the Lebanese civil war of the 1970s and 1980s, in which various sectarian militias battled each other for control of specific parts of the country. The Iraq war has indeed become a militia war.

The paper addresses the question of how Europe (in NATO and the EU) has responded to changes in US announced and operational strategic and military policy and what the principal factors are for explaining European responses to what is perceived as a new form of American hegemony. The discussion is centered around the question of whether the United States has altered it conception of hegemony from one based on consent to one based on 'a preponderance of force', and therefore to have abandoned the crucial process of consensus building through persuasion, which has formed the foundation for the post-war Euro-Atlantic community. If so, then the problem relates more to the fundamental question of maintaining the security community during significant international change and perceived changes in European and American interests than it does to the specific policy content of American foreign policy. European reactions to the perceived change in American foreign policy have been varied in style and rhetoric, but can be di vided into those that have been concerned with safeguarding the achievements of the post-war era by following the United States wherever it may choose to go, or those who see a need for constructing a different relationship with the United States based on a more independent European foreign policy stance.

600. Seven Months Into the Surge: What Does it Mean For Iraqis?

Abstract:
People who live in the red zone have mixed experiences of the security situation. Residents of some “hot” neighborhoods of Baghdad say that the presence of Americans has a deterrent effect on militias, gangs and snipers—and thus gives comfort to citizens- - whereas Iraqi forces, including the police, army units, or pesh merga sent down from Kurdistan, do little to confront trouble-makers. For example, some neighborhoods within the larger Amiriya district have benefited from U.S. intervention, while others, such as Furat and Jihad, are still in conflict because U.S. forces have not intervened and Iraqi police and army do a poor job of stopping violence and intimidation. The higher U.S. profile is also credited for a decline in the number of suicide bombings and a decrease in mass sectarian killings and kidnappings in the city. Another factor contributing to a sense of greater safety in Baghdad is the success of U.S.-Iraqi force in the area south of Baghdad (the so-called Triangle of Death), where Sunni tribes have recently cooperated with U.S. forces. Residents of some neighborhoods said that for the first time in over a year they have been able to shop in their area in relative peace and stay out after dark.
