Abstract:
After a protracted period of uncertainty concerning the nature of the foreign policy challenges that are likely to confront the nation over the course of first half of the 21st century, twin challenges are now coming into sharper relief. For the next generation or more, Americans will be confronted by two overriding (and possibly overwhelming) challenges in the conduct of American foreign policy: how to more effectively wage a long, twilight struggle against violent Islamic fundamentalists, and at the same time cope with the almost certain rise to great power status of China.

Abstract:
Outside the continent's crisis areas, few African countries are more important to U.S. interests than Angola. The second-largest oil producer in Africa, Angola's success or failure in transitioning from nearly thirty years of war toward peace and democracy has implications for the stability of the U.S. oil supply as well as the stability of central and southern Africa. Consequently, the United States has an interest in helping Angola address its numerous and significant national challenges.

Abstract:
President Richard M. Nixon reached out to the People's Republic of China thirty-five years ago to advance U.S. strategic interests by balancing the Soviet Union and reinforcing the split between two former communist allies. Nixon and his national security adviser, Henry Kissinger, briefed the Chinese on Soviet forces arrayed against China and also discussed the Vietnam War and Taiwan. Nixon and Kissinger sought to change the global U.S. stance from confrontation to détente and to extricate the United States from the Vietnam War. Their mission shifted the globe's geopolitical landscape.

Turkey stands at the threshold of all major trends within its neighborhood and is actively seeking to harness the assets that its geography and historical experiences afford it. As a staunch ally of the United States which has traditionally privileged its "strategic partnership," Turkey's global role has shifted from being a Western geo-strategic military deterrent to an exemplary model of a Muslim-majority, secular, and democratic nation. This article offers an introduction to Turkey's new foreign policy doctrine known as "strategic depth" and then seeks to examine its implications for Turkey's emerging role in Europe, the Middle East, Russia, and Central Asia. In the following sections, this article will outline how Turkey is beginning to realize its full potential as a versatile multiregional and increasingly powerful international actor.

U.S. policy in Latin America and the Caribbean always seems to inspire criticism: Too much, too little, too late. Back off. Get in the game. Don't just stand there, do something. Don't do something, just stand there. Our geographic closeness has meant a rich, natural partnership, but this proximity easily stirs concerns over sovereignty. When the United States is preoccupied with events in other parts of the world, regional pundits accuse Washington of indifference. If we speak clearly on the issues in Latin America, we are excoriated for poking our nose “where it doesn't belong.” So where does this leave U.S. foreign policy in the region? It could be that what we do may not be as important as how we do it. The first step in developing a new paradigm for engaging the Americas is using the 2008 election cycle here at home to develop a serious domestic constituency for our policy. Then we should shape that policy through a conscientious dialogue with stakeholders in the region.

In the mid-term elections, the US voters have fi nally arrived at a view in line with how the German TV news covered the 2004 presidential campaign. The media image of the US President in Germany and Great Britain has not been able to recover from the setbacks of the past few years. It remains questionable whether or not the dismissal of the “scapegoat” Donald Rumsfeld and a more amenable attitude towards the Democrats' political ideas will truly improve his image.

As the Bush administration enters the final stretch of its term in office, its image in domestic as well as foreign media is moving from bad to worse, the latest Media Tenor study reveals. After the resignation of Donald Rumsfeld, the president now appears to be the most negatively perceived personality in the White House. Are there any media darlings still left in the administration? In a strange twist of fate, Rumsfeld's successor, Robert Gates, has received considerable support from the media–at least for now.

It is hard to imagine that we would have had a conversation like this when The Washington Institute held its first Soref Symposium event in 1988. It is only in recent years that the challenges of counterterrorism and counterproliferation have moved beyond the traditional province of foreign affairs, defense, intelligence, and law enforcement.
