442. Third Generation Civil-Military Relations and the 'New Revolution in Military Affairs'

- This paper identifies a new development in civil-military relations, which I suggest calling third-generation civil-military relations. Third-generation civil-military relations are the product of military organisations embarking on civil governance roles and the creation of deep partnerships between military and civil agencies. They appear to be less dramatic than 'traditional' civil-military relations (Blue Helmets, Provincial Reconstructions Teams) in that they do not create the same visible alignment on the ground between military and non-military identities. Yet they do represent a momentous development for the US military's engagement in Afghanistan in particular, as well as challenging our understanding of the role of the military in global security, thus adding a new complexity to international security cooperation. This complexity concerns differing opinions with regard to what kinds of tasks the military should do and what it should not. It is about norms and principles rather than about violent consequences for civilians. There are many tasks for which most military organisations are unsuitable, because they lack the necessary expertise and institutional capability. But these are practical matters rather than being about the normative 'should' questions: Should the military train civil police? Should the military work on civil reform areas in the Afghan Ministry of Interior? Should the military engage in civil justice-sector reform? The common reply to such questions is – or has been – no. Yet developments on the ground point precisely towards such an expansion of military affairs.

443. The Future of Foreign Assistance Amid Global Economic and Financial Crisis

- Though the United States of America faces its toughest budgetary and economic challenges since the Great Depression, it cannot afford to eliminate, or even reduce, its foreign assistance spending. For clear reasons of political influence, national security, global stability, and humanitarian concern the United States must, at a minimum, stay the course in its commitments to global health and development, as well as basic humanitarian relief. The Bush administration sought not only to increase some aspects of foreign assistance, targeting key countries (Iraq and Afghanistan) and specific health targets, such as the President's Emergency Plan for AIDS Relief and the President's Malaria Initiative, but also executed an array of programmatic and structural changes in U.S. aid efforts. By 2008, it was obvious to most participants and observers that too many agencies were engaged in foreign assistance, and that programs lacked coherence and strategy. Well before the financial crisis of fall 20 08, there was a strong bipartisan call for foreign assistance reform, allowing greater efficiency and credibility to U.S. efforts, enhancing engagement in multilateral institutions and programs, and improving institutional relations between U.S. agencies and their partners, including nongovernmental organizations (NGOs), recipient governments, corporate and business sector stakeholders, faith-based organizations (FBOs), academic-based implementers and researchers, foundations and private donors, United Nations (UN) agencies, and other donor nations.

444. Iraq, its Neighbors, and the Obama Administration: Syrian and Saudi Perspectives

- Abstract:
- The top concern for both Riyadh and Damascus remains blowback from Iraq: the ascendance of ethnic and sectarian identity and the spread of Islamist militancy. The need to contain this threat is the dominant force that shapes their relations with Iraq. Both Syria and Saudi Arabia have a vital interest in ensuring that Iraq's emerging political order is inclusive of Sunni Arab Iraqis, who have not yet been fully incorporated into Iraqi institutions. Syria and Saudi Arabia do not look at Iraq in isolation, nor do they assign it top priority among their foreign policy concerns. For them, Iraq is merely one element in a comprehensive view encompassing other regional players (including the U.S. and Iran) and other regional crises, particularly the Arab-Israeli conflict. Lingering resentment and bitterness toward Washington is now mixed with intense curiosity and modest optimism about President Barack Obama. Saudis still bristle when recalling how the Bush Administration sidelined Riyadh on Iraqi matters; as do Syrians, who believe the previous administration was intent on isolating and undermining Damascus. Iraq remains very much isolated in its neighborhood. Recent Progress on regional cooperation notwithstanding, these two neighbors are still focused more on containment than engagement.

445. Resolving the Crisis over Constitutional Interpretation in Afghanistan

- The current political crisis over elections in Afghanistan stems, in part, from a fundamental gap in Afghanistan's legal and political system: lack of agreement on what entity(s) has the power to resolve constitutional disputes, and how that power is accessed. Without a clear path to settling constitutional disagreements, the system becomes deadlocked as disputes arise, exacerbating tensions between Afghanistan's fragile institutions and factionalized political elite.

446. American Decision Making and the 1967 Arab-Israeli Conflict

- It is become common to argue that a special relationship exists between the United States and Israel and that this relationship explains unconditional American support for Israeli policies. These arguments generally focus on the period after the 1967 war. This makes examination of the period immediately before this time especially useful for understanding the nature of American relations with Israel. If this period marks the beginning of a special relationship, then there should be initial indicators of that relationship and its impact on the policy making process. In 1967, American policy was initially designed to accomplish the relatively modest goal of preventing an Israeli preemptive attack while building support for a multilateral plan to reopen the Gulf of Aqaba. Yet, the United States ultimately failed to achieve either objective. Given the potential danger of war to American interests, a strategic analysis of this case might predict active and vigorous efforts, using all aspects of American power, to prevent conflict. The puzzle is why this did not occur. By examining a purely systemic explanation for American actions in 1967, this paper will explore the complexities and tensions in the United States-Israel relationship in 1967 and investigate the nature through which domestic politics and decision making factors influence American foreign policy.

- Young and charismatic Barack Obama won a historic victory in the U.S. presidential election. This victory has sparked an international frenzy filled with hope and expectations. Obama, who ran on a platform of “change,” has vowed to rebuild U.S. national power, reshape its international image, and renew its global leadership. However, he will face daunting internal and external challenges—fighting the disastrous financial crisis and economic recession, bringing the war on terror to an end, and coping with emerging powers, including China. What relevance does his victory have for U.S. policy toward China? Will Obama's China policy be one of change or continuity? What would we expect from the Obama administration in cultivating the future course for a China-U.S. constructive and cooperative partnership? These questions are the real concerns of the Chinese people as political power changes hands in the United States.

448. Stepping Back From Democratic Pessimism

- Pessimism about the progress of democracy in the developing and postcommunist worlds has risen sharply in recent years. Negative developments in a variety of countries, such as military coups, failed elections, and the emergence of antidemocratic populist leaders, have caused some observers to argue that democracy is in retreat and authoritarianism on the march. A broad look at the state of democracy around the world reveals however that although the condition of democracy is certainly troubled in many places, when viewed relative to where it was at the start of this decade, democracy has not lost ground in the world overall. The former Soviet Union is the one region where democracy has clearly slipped backward in this decade, primarily as a result of Russia's authoritarian slide. The Middle East has also been a source of significant disappointment on democracy but mostly in comparison with unrealistic expectations that were raised by the Bush administration. In most of the rest of the world good news with respect to democratization is found in roughly equal proportion to bad news and considerable continuity has prevailed as well.

449. A New Direction for U.S. Policy in the Caspian Region

- With Washington's influence on the Caspian region at its lowest ebb in many years, the Obama administration could reverse this trend with a new approach that accepts Russia's presence and China's interest as historical and geographical givens and emphasizes short- and medium-term problem solving in multilateral and bilateral settings instead of long-term political and economic transformations. The United States can accomplish more in the Caspian region by focusing on military reform and building security capacity than on forming military alliances. The United States should switch from a multiple pipeline strategy to a policy that advances competition by promoting market pricing for energy producers, consumers, and transit states. The United States could facilitate the introduction of renewable sources of energy as a stimulus to economic recovery and a source of enhanced social security. The United States should develop a nuanced strategy that encourages political development through social and educational programs and local capacity building. The Obama administration should name a high-level official as a presidential envoy to this region.

450. Democracy Promotion Under Obama: Finding a Way Forward

- The Bush's administration's highly problematic legacy on democracy promotion and general pessimism about the global state of democracy create pressure on the Obama administration to pull the United States substantially back from supporting democracy abroad. Although dissociating U.S. democracy support from the errors of the Bush approach is crucial, a broad realist corrective of U.S. policy is not necessary. The way forward for Obama will be more about changing how the United States goes about supporting democracy abroad than about what emphasis to place on democracy relative to other interests. Cardinal values of Obama's political philosophy and style—non-confrontational, measured, persistent, bipartisan, cooperative, effective, and empowering—provide a natural basis for a new framework to help the United States regain its place as a respected, trusted, and influential ally of democracy around the world.
