Abstract:
J. Anthony Holmes ("Where Are the Civilians?" January/February 2009) makes a number of persuasive points concerning the military's domination of U.S. foreign policy. Indeed, fixing U.S. foreign policy requires a comprehensive, long-term approach. An excellent beginning would be to implement fully the proposals contained in a recent joint report by the American Academy of Diplomacy and the Henry L. Stimson Center. They are ambitious enough to make rapid implementation hard work, but they are probably only the minimum necessary to meet today's requirements.

Abstract:
Officials in the Obama administration have highlighted the need for a “positive, cooperative, and comprehensive relationship” with China that can help the United States address an array of global challenges. Administration officials have not adopted the “responsible stakeholder” language that characterized recent U.S. China policy, but their overall approach appears compatible with that concept. Initial policy statements have focused on expanding U.S.-China cooperation, with particular emphasis on addressing the global economic crisis and climate change.

Abstract:
The Liechtenstein Institute on Self-Determination (LISD) at Princeton University's Woodrow Wilson School of Public and International Affairs convened a private workshop, “A Strategy for Afghanistan and Its Region,” May 7-10, 2009 in Triesenberg, Liechtenstein. The workshop's aim was to discuss in-depth the strategy of the Obama Administration toward Afghanistan and its region and to formulate additional recommendations. Some twenty leading international experts from the region, Asia, Europe and the United States participated. The meeting was co-funded by LISD, the Carnegie Corporation of New York, and the Stiftung für Selbstbestimmung und Internationale Beziehungen (SiBiL) in Vaduz, Liechtenstein. The workshop was co-chaired by Francesc Vendrell and Wolfgang Danspeckgruber.

Abstract:
For more than sixty years, the United States and the world have benefited immeasurably from a de facto taboo on the use of nuclear weapons. Today, however, this period of nonuse may come to an end, given the rise of a new type of terrorist who seeks to acquire and would not hesitate to detonate nuclear weapons. Moreover, the emergence of more states with nuclear weapons capabilities has raised the likelihood of the use or loss of control of nuclear weapons or the materials used to make them. The imperative before the Obama administration, therefore, is to use all available tools to prevent the use and further acquisition of nuclear weapons. This Task Force report identifies how to leverage U.S. nuclear weapons posture and policy to achieve that objective. It focuses on near-term steps, primarily over the next four years.

As the incoming U.S. administration examines the future of its relationship with Syria, seemingly persuaded that an improvement in bilateral ties and an Israeli-Syrian agreement could fundamentally modify the regional landscape, France's recent experience offers useful lessons. Determined to engage in dialogue - but also ready to break off if the other side was uncooperative - and creative in approach, while fixing it within a clearly defined framework of objectives, President Sarkozy also knew how to seize on unexpected opportunities when they presented themselves.
