The largest conventional natural gas deposits are concentrated in the Middle East and Russia, but unconventional natural gas, including shale, is spread throughout the world, potentially permitting development in many different countries.

Abstract:
If governments are to respond effectively to the challenge of climate change, they will need to ramp up their support for innovation in low-carbon technologies and make sure that the resulting developments are diffused and adopted quickly. Yet for the United States, there is a tension inherent in these goals: the country's interests in encouraging the spread of technology can clash with its efforts to strengthen its own economy of particular importance is the spread of low-carbon technologies from the United States to the major emerging economies—China, India, and Brazil. Washington's strategy to promote the spread of low-carbon technologies to these countries must combine efforts to grow and open markets for low-carbon technologies with active support for accelerating the innovation and diffusion of these technologies. Its strategy will also need to reflect the unique challenges presented by each of the three countries.

The desire to acquire reliable and cheap sources of energy has long been linked to security objectives. When the British fleet transferred from coal to oil, First Lord of the Admiralty Winston Churchill saw to it that the British government acquired a controlling interest in the Anglo-Persian oil company (the forerunner of today's BP). In more recent years President Nixon argued for energy independence in the face of the Arab oil embargo and skyrocketing oil prices that increased twenty fold in less than a decade. And if the U.S. Department of Defense today were considered as an independent energy consumer similar to sovereign states it would outrank more than 100 countries, including such states as Sweden. Among the great powers, China in particular has linked geostrategic calculations with acquiring secure and affordable energy sources. Acquiring such sources is thus for most states a desirable objective which enhances a state's autonomy and security. Similarly, further development of such supplies is expected to correlate with enhanced security. Both objectives, however, stand in uneasy tension with new environmental concerns. Pending dramatic advances in renewable energy production, fossil fuels, such as oil and natural gas, remain key sources of energy. Indeed, in the United States 95% of the energy used in the transportation sector derives from oil. Consequently, the desire to become more energy independent or acquire reliable supplies of such energy will for the foreseeable future lead to the continued use and even further exploitation of fossil fuels. Yet, the consumption and production of fossil fuels has been one of the key sources of greenhouse gases.And if, environmental degradation in turn leads to conflict, as, for example, the work of Homer Dixon has suggested, then environmental concerns must also enter into the agenda that is usually reserved for traditional security calculations (Homer Dixon 1999).

74. Less Smoke, More Mirrors: Where India Really Stands on Solar Power and Other Renewables

Abstract:
Until recently, India's intransigent negotiating posture has conveyed the impression that it will not accept any carbon emissions limits without full compensation and more stringent carbon limitation from rich countries. However, our assessment of India's proposed renewable energy standard (RES) indicates that this impression is simply wrong. India is seriously considering a goal of 15 percent renewable energy in its power mix by 2020, despite the absence of any meaningful international pressure to cut emissions, no guarantees of compensatory financing, and a continuing American failure to adopt stringent emissions limits. If India moves ahead with this plan, it will promote a massive shift of new power capacity toward renewables within a decade. We estimate the incremental cost of this change from coal-fired to renewable power to be about $50 billion-an enormous sum for a society that must still cope with widespread extreme poverty. If India moves ahead with its current plan, it should give serious pause to those who have resisted U.S. carbon regulation on the grounds on that it will confer a cost advantage on "intransigent" countries such as India.

America needs to transform its energy system, and the Great Lakes region (including, Minnesota, Wisconsin, Iowa, Missouri, Illinois, Indiana, Ohio, Michigan, Kentucky, West Virginia, western Pennsylvania and western New York) possesses many of the needed innovation assets. For that reason, the federal government should leverage this troubled region's research and engineering strengths by launching a region-wide network of collaborative, highintensity energy research and innovation centers.

U.S. policymakers talk more today about energy security than they have at any time since the energy crises of the 1970s. Yet scholarly understanding of the challenges at the intersection of energy and national security, and of the various policy tools available to address them, is surprisingly weak. On April 12–13, 2010, the Council on Foreign Relations (CFR) convened a group of thirty-six scholars and practitioners to assess the current state of knowledge about oil, gas, and national security, and to identify those areas where research was most needed. Participants included experts from academia, industry, government, and international institutions, and brought backgrounds in economics, political science, international relations, science, engineering, and law to the discussion.

77. Shale Fever: Replicating the US gas revolution in the EU?

The US natural gas industry is abuzz. Until recently the United States seemed poised to become one of the world's largest importers of liquefied natural gas (LNG). However, the development of two innovative drilling techniques – hydraulic fracturing and horizontal drilling – has led to the emergence of new unconventional gas supplies, the majority coming from gas trapped in shale formations, transforming the American energy scene. Today, shale gas is responsible for roughly 20% of total US production with expectations that it could reach 50% by 2035 – an astounding feat given that it represented only 1% back in 2000. The increase in US shale gas production also contributed to the US displacing the Russian Federation as the largest producer of gas, with its production of 624 billion cubic meters (bcm) trumping Russia's 582 bcm. In addition, it has caused LNG demand to sink and sent prices tumbling, turning the market upside-down.

The world is at a critical junction in history that will shift the course of economic, social and political developments. The steps major economies take will have a profound impact on international developments and make increasing global cooperation on a number of issues crucial to the well-being of citizens throughout the world. The “US-India Dialogue on Sustainable Energy Security” was the latest effort by the Atlantic Council's Program on Energy and Environment to work with other leading policy institutions to identify the challenges of international cooperation to resolve the difficulties associated with providing the energy resources required to support growing and sustainable economic and social prosperity. The Council's activities are designed to provide non-partisan, pragmatic assessments and recommendations that recognize the need for international energy structures that support the worldwide physical supply security of environmentally responsible and affordable energy.

80. Global Prospects for Utility-Scale Solar Power: Toward Spatially Explicit Modeling of Renewable Energy Systems

Abstract:
This paper provides high-resolution estimates of the global potential and cost of utility-scale photovoltaic and concentrating solar power technologies and uses a spatially explicit model to identify deployment patterns that minimize the cost of greenhouse gas abatement. A global simulation is run with the goal of providing 2,000 TWh of solar power (-7% of total consumption) in 2030, taking into account least-cost siting of facilities and transmission lines and the effect of diurnal variation on project profitability and required subsidies. The American southwest, Tibetan Plateau, Sahel, and Middle East are identified as major supply areas. Solar power consumption concentrates in the United States over the next decade, diversifying to Europe and India by the early 2020's, and focusing in China in the second half of the decade—often relying upon long-distance, highvoltage transmission lines. Cost estimates suggest deployment on this scale is likely to be competitive with other prominent abatement options in the energy sector. Further development of spatially explicit energy models could help guide infrastructure planning and financing strategies both nationally and globally, elucidating a range of important questions related to renewable energy policy.
