Abstract:
North America was once called the New World. The people, their ideas, and the resources of the continent shaped the histories of the Old World—East and West. Today, North America is home to almost five hundred million people living in three vibrant democracies. If the three North American countries deepen their integration and cooperation, they have the potential to again shape world affairs for gen-erations to come.

Abstract:
This paper describes the creation of a database providing estimated greenhouse gas (GHG) footprints for 6 million US households over the period 2008-2012. The database allows analysis of footprints for 52 types of consumption (e.g. electricity, gasoline, apparel, beef, air travel, etc.) within and across geographic regions as small as individual census tracts. Potential research applications with respect to carbon pricing and tax policy are discussed. Preliminary analysis reveals:

Abstract:
The evolution from energy scarcity to abundance in the United States creates dislocations. Technology, infrastructure, laws, regulations, trade flows, and environmental and security policies developed during American energy deficits must be adapted to cope with its new energy prosperity. Significant improvements in oil and gas technology are leading to production increases outpacing projections. A need for infrastructure development follows energy production, necessitating adaptations. Laws passed in the 1970s during times of energy disruptions require reconsideration in a period of relative plenty. The shift of the United States and Canada from an oil and gas importing region to an exporting region has enormous global implications. Policies need to be readjusted in light of new realities, and the effects of the oil and gas boom in North America will require new thinking by governments, industry and consumers.

New federal regulations, changes in fuel prices and trends, the expansion of distributed energy resources, declines in U.S. electricity consumption, and advances in technology are all spurring utilities and regulators to respond and adapt. Discussions of the challenges and opportunities these forces present for the U.S. electricity sector – as well as how the industry and its regulators are adapting – formed the heart of the 2014 Aspen Institute Energy Policy Forum. This report summarizes and organizes some of the key insights from those discussions.

Its new resources will increase U.S. energy security, but they may also undermine climate security—as fossil fuel combustion increases, so too does global warming. America's nuclear energy industry is in decline. Low natural gas prices, financing hurdles, failure to find a permanent repository for high-level nuclear waste, reactions to the Fukushima accident in Japan, and other factors are hastening the day when existing U.S. reactors become uneconomic, while making it increasingly difficult to build new ones. Two generations after the United States took this wholly new and highly sophisticated technology from laboratory experiment to successful commercialization, our nation is in danger of losing an industry of unique strategic importance and unique promise for addressing the environmental and energy security demands of the future.

39. Obama's Climate Policy: Addressing climate change through executive actions

Abstract:
President Barack Obama's recent action to address climate change indicates that it will be one of the second term's topical questions. The new climate change action plan introduced by Obama in June 2013 is composed of various executive actions and based on three pillars: reducing carbon pollution; leading international attempts to approach climate change; and preparing the US for the effects of climate change. The measures already adopted on climate change provide an opportunity to examine the possibilities that the president has to implement his climate action plan through executive powers without Congress. The decision to advance the political agenda through executive decisions is at least partly attributable to the partisan gridlock currently gripping US politics. The reach and effect of the executive decisions to address climate change outlined in the climate action plan are yet to be determined. The topical question seems to be whether the actions already taken offer hope that the US will reach its target to reduce carbon pollution and slow the effects of climate change, or whether legislative action from Congress will be called for. Although climate change is now being addressed through executive actions that do not require new legislation from Congress, this does not rule out the possibility that legislation will be passed in the future.

Improved technology has led to enhanced oil and gas productivity at lower cost and significant production increases in the United States and Canada, dramatically changing energy perspectives. The shift from energy scarcity toward abundance is requiring new energy policies. The potential for the United States to become a net exporter of oil and gas changes American views of energy dependency. Shifts in global energy demand growth from developed to less developed countries, and especially to the Asia-Pacific region, require understanding of changing global energy trade. American energy will flow to markets where scarcity is the largest. Canada and the United States are reaping the benefits of this new world of oil and gas. Mexico will lag behind unless it addresses its chronic problems. Without reform, Mexico could become a net importer of all its hydrocarbons, a fundamental change from its current status. Responding to these changes will require knowledge, foresight, and strategies that are bold and comprehensive.
