801. The Individual Sources of Economic Nationalism: Evidence from Survey Data

Abstract:
Political leaders in troubled democracies around the world have resorted to an anti-foreign rhetoric to justify the adoption of policies restricting foreign imports, and the free flow of capital and people, allegedly in defense of the national interest. And this rhetoric has resonated positively with large sectors of the electorate in those countries. A similar trend, exploiting a nationalistic sentiment for economic purposes, is observed in campaigns in the United States to buy American. Most studies to date have analyzed the causes and consequences of economic nationalism at the state level. However, there is good reason to believe that sources of economic nationalism should be traced at the individual level: some individuals might be willing to embrace economic nationalism purely on self-interest, yet others will be forced to trade off material and ideational preferences in order to support the national industry. The existence of this tradeoff at the individual level has important implications for coalition formation on trade, investment and migration policy-making. While recent studies suggest that cultural and ideational interests are likely to influence individual attitudes towards trade, one of the central policy dimensions in economic nationalism, the empirical content of the tradeoff between material and non-material preferences remains untested to date. Using data from the International Social Survey Program (ISSP 2003) we explore whether the effect of nationalism on attitudes towards protectionism varies with the individual's position in the economy. We find preliminary evidence that nationalism systematically affects attitudes towards trade in the United States, but less so in the Philippines. We also find that the effect of nationalism is conditional on individuals' skill, or position in the economy.

802. Is there an aid-for-participation deal?: US economic and military aid policy to coalition forces (non)participants

Abstract:
There is an empirical evidence of an aid-for-policy deal between the United States and other states; the United States has utilized aid programs to promote affirmative votes in the UN General Assembly and to maintain an alliance relationship with strategically important states. However, whether there is a systematic evidence of an aid-for-participation deal remains inconclusive. Does the United States generally utilize its foreign aid to reward the contribution of troops to the US-led multinational forces and to punish the lack of contribution? The author argues that US foreign aid is used to prevent free-riding in coalition participation. To test the argument, I examined whether states were punished or rewarded by the United States for their behavior in sending or failing to send troops to 15 post-Second World War US-led coalition forces. The results show that the United States punished states for unexpected nonparticipation, but did not always provide rewards for support.

This article analyzes the reasons that led to the six United States forces withdrawals from South Korea between 1947 and 2008 and the Republic of Korea's responses to these policies. The article discusses the local and global aspects of these forces' functions and tasks and attempts to understand why Korea has not prepared itself for the withdrawal of the US forces throughout the years. The article will argue that there might be a seventh withdrawal of US forces from Korea in the near future, which South Korea and the USA should begin preparing for.

The question of whether central banks should react to stock price developments has been hotly debated. This discussion has intensified since the eruption of the credit crisis. According to some analysts, including myself, the failure of the US Federal Reserve under Alan Greenspan to react to the bubbles in the stock and housing markets helps to explain the financial excesses and the subsequent crisis.

Abstract:
US objectives during the Cold War were to prevent Soviet attacks on the United States and its allies and to prevent the spread of communism as a political and economic system to other countries, whether by force or by threat, subversion, persuasion, or bribery. The principal instrument to prevent attack was an extensive build-up of defensive and retaliatory military forces, combined with political and military alliances that extended US protection to other countries in exchange for their engagement and support. The principal instruments for preventing the spread of communism by non-military means involved building an international economic system conducive to economic prosperity; engaging in persuasion, providing incentives, and occasionally imposing economic sanctions; and, not least, promoting a robust US economy that could serve as a stimulant to others and as a beacon for the benefits of a free, enterprise-based, market-oriented economy.

Abstract:
Is Alan Greenspan to blame for the current housing bubble and the ongoing financial crisis? A growing chorus charges the former Federal Reserve chairman with being an "inflationist" whose loose monetary policy caused or significantly contributed to our current economic troubles. However, although Greenspan's policies weren't perfect, his monetary policy was in fact tight, and his legacy is one of having overseen low and stable inflation and a striking dampening of the business cycle.

As policymakers confront the ongoing U.S. financial crisis, it is important to take a step back and understand its origins. Those who fault "deregulation," "unfettered capitalism," or "greed" would do well to look instead at flawed institutions and misguided policies. The expansion in risky mortgages to under qualified borrowers was encouraged by the federal government. The growth of "creative" nonprime lending followed Congress's strengthening of the Community Reinvestment Act, the Federal Housing Administration's loosening of down-payment standards, and the Department of Housing and Urban Development's pressuring lenders to extend mortgages to borrowers who previously would not have qualified.

808. International Competition and Inflation: A New Keynesian Perspective

Abstract:
We develop and estimate an open economy New Keynesian Phillips curve (NKPC) in which variable demand elasticities give rise to changes in desired markups in response to changes in competitive pressure from abroad. A parametric restriction on our specification yields the standard NKPC, in which the elasticity is constant, and there is no role for foreign competition to influence domestic inflation. By comparing the unrestricted and restricted specifications, we provide evidence that foreign competition plays an important role in accounting for the behavior of inflation in the traded goods sector. Our estimates suggest that foreign competition has lowered domestic goods inflation about 1 percentage point over the 2000-2006 period. Our results also provide evidence against demand curves with a constant elasticity in the context of models of monopolistic competition.

809. Measuring U.S. International Relative Prices: A WARP View of the World

Abstract:
In this paper we construct a new measure of U.S. prices relative to those of its trading partners and use it to reexamine the behavior of U.S. net exports. Our measure differs from existing measures of the dollar's real effective exchange rate (REER) in that it explicitly incorporates both the difference in price levels between the United States and developing economies and the growing importance of these developing economies in world trade. Unlike existing REERs, our measure shows that relative U.S. prices have increased significantly over the past 15 years. In terms of simple correlations, the relationship between our measure of relative prices and U.S. net exports is much more coherent than that between existing REERs and net exports. To explore this relationship further, we use our measure to construct an index of foreign prices relevant for U.S. export volumes and reexamine several export equations. We find that export equations with the new index dominate those with previous measures in terms of in-sample fit, outof- sample fit, and parameter constancy. In addition, we find that with the new index of foreign prices the estimated elasticity of U.S. exports with respect to foreign income is a good bit higher than the unitary elasticity found in previous studies using other price measures. This has implications for U.S. current account adjustment.

Abstract:
The paper views the current financial crisis in light of long-term structural socioeconomic changes in advanced industrial societies. In Western Europe, the United States and Japan, the period of economic prosperity after the Second World War led to a remarkable accumulation of wealth among the middle class that had surprisingly little effect on the substantial fortunes of the wealthiest upper class. This affluence gave rise to pension and investment funds emerging as a new type of collective actor in global financial markets, while the economy was marked by increasing instability, declining growth rates and financial crises. The paper tries to clarify the interconnections between these phenomena using the framework of a multilevel analysis that culminates in a model I call the “collective Buddenbrooks effect” (“Buddenbrooks” being a family saga by Thomas Mann): Structural upward social mobility will lead to an increasing imbalance in capital markets, since the volume of financial assets looking for profitable investment will rise as the social reservoir of solvent debtors and promising investment opportunities decline. Advanced industrial economies are thus characterized by a bias towards capital export and excessive financial liquidity, with the well-known consequences of low economic growth rates and the danger of speculative bubbles on global capital markets. The middle class that originally benefitted from postwar prosperity is negatively affected, too. I argue that the current crisis cannot be understood sufficiently without taking this structural socioeconomic background into account.
