Abstract:
The crisis that started with Hamas winning the Palestinian Authority (PA) elections in January of 2006 seems to have entered a new stage with the start of 2009. Israel, which provides the occupied PA with the bulk of its economic resources, the US and the EU classifying Hamas as a terrorist organization and the resulting 3 year long economic siege and blockade, and the Israeli operation that started on the 27th of December and lasted for 22 days have all made the humanitarian situation in this region unbearable.

Sooner or later, somewhere or other, another natural disaster will strike America, be it a hurricane, a tornado, an earthquake, or a flood. Sooner or later, somewhere or other, terrorists will attempt to strike America again. Indeed, many experts believe that the threat of another attack is rising. Al Qaeda is resurgent, having reconstituted itself along the Afghan-Pakistan border. And, recent history shows that terrorists are especially prone to strike during the transition from one administration to another or early in the term of a new government. Adding to our vulnerability, the nation is now bogged down in two wars and groaning under mounting debt, while our economy is sinking from the greatest financial crisis since the Great Depression.

It has been one year since Hurricane Katrina struck the New Orleans area and the surrounding Gulf Coast. While longtime residents of these communities can easily rattle off the names of past hurricanes, “Katrina” will be emblazoned like no other. And for good reason: After accounting for all households and structures, Hurricane Katrina is the deadliest and costliest storm this country has ever seen, causing over 1,800 deaths to date and approximately $81.2 billion in total damage.

This paper examines how the emergence and spread of animal diseases such as bovine spongiform encephalopathy (BSE, or “mad cow disease”) or avian influenza have shaped the dynamics of transatlantic trade in live animals and meat products. It then compares the responses of the US and the EU, respectively, to looming, potentially long-term threats of epidemics to human and animal health, focusing particularly on recent outbreaks BSE and avian flu. It documents what appears to be a shift away from a sole reliance on trade embargoes to protect animal and public health from disease outbreaks to deeper, institutional responses on the part of the US and EU respectively. However, while it appears that the EU is learning from the US public health establishment, there is little evidence of transatlantic cooperation in this area.

Many of you are aware of CDI's 30-year history of research and commentary on U.S. defense topics. You may also have noticed the expanding breadth of our international projects and activities, such as our ground-breaking China Security Bulletin featuring contributions from a retired Chinese general, and a forthcoming report on Russia's defense spending by a Russian scholar who heads our Moscow office. To better reflect our global scope and project diversity, we have created the World Security Institute — which can be thought of as our “holding company.” We felt that this title better describes all of our activities that now encompass a wider definition of “security.”
