Abstract:
On January 17, 2007, the Center for Strategic and International Studies (CSIS), in collaboration with the Council on Foreign Relations, the U.S. Institute of Peace, and the Woodrow Wilson International Center, hosted a major conference in Washington, D.C., entitled "Somalia's Future: Options for Diplomacy, Assistance, and Peace Operations." The conference brought together expert observers from Mogadishu, senior U.S. policymakers, representatives from humanitarian assistance organizations, and regional analysts to convey to a U.S. audience the current situation in Somalia and to lay out the challenges facing the United States and the broader international community.

342. Forming a Cross-Regional Partnership: The South Korea-Chile FTA and its Implications

CRTAs have become a main feature of South Korea's newly found enthusiasm for a multi-track FTA strategy. In this study, we examine the rise of South Korea's aggressive FTA initiatives, with a special focus on the first cross-Pacific FTA, namely the South Korea-Chile FTA, and draw implications for South Korea's other RTA initiatives. South Korea's motivations to pursue CRTAs are complex. These include economic, political and diplomatic/leverage motives. South Korea's policy departure from its long-standing support for the multilateral trading system began with its FTA negotiations with Chile, a country located on the opposite side of the globe. Aside from the South Korea-Chile FTA, South Korea has been negotiating a number of other CRTAs. Most importantly, South Korea and the US began to negotiate a bilateral FTA in June 2006, the successful conclusion of which will have significant economic and strategic repercussions not only for South Korea but also for its neighboring East Asian countries. The economic and strategic motivations of the political leadership, as well as the new bureaucratic balance of power centered on the Office of the Minister for Trade, have played a significant role in South Korea's dramatic rush toward RTAs. Although South Korea's pursuit of RTAs does not necessarily mean that it has completely abandoned the multilateral trading system, the policy departure is increasingly becoming obvious and significant.

343. Syria's Relations with Iraq

Abstract:
Syrian diplomacy, crowned last November by the re-establishment of bilateral relations and in January by the first state visit of an Iraqi president to Syria in nearly 30 years, seeks to promote Damascus's strategic interests amidst Iraq's continuing violence. Syria initially favored the "managed chaos" that characterized Iraq in the several months following the U.S. invasion because it kept U.S. troops "pinned down" and therefore unlikely to invade Syria. However, the past year's dramatic escalation in sectarian violence, coupled with fears of Iraq's potential disintegration, has impelled Syria to seek greater stability in Iraq. In particular, Damascus has signaled its displeasure with Iraqi Kurdish autonomy, which has emboldened Syria's Kurdish population, estimated at 1.7 million.

On April 25, 2007, the EastWest Institute, together with the Kennan Institute, organized in Washington DC a two-hour roundtable discussion on the current state and outlook for US-Russia relations. The roundtable used President Putin's speech presented to the 43rd Conference on Security Policy in Munich on February 10, 2007 as a point of reference. The purpose of this gathering was to examine strategies and approaches to reverse the significant decline in Russian-American relations over the last several years. The seminar was attended by 20 prominent experts from the US and Russia, including foreign policy advisors, representatives of the academic, business, and NGO communities, and mass media. Topics discussed included the most important issues on the US Russia geostrategic agenda: arms control and nuclear nonproliferation, international energy, Russia's WTO accession, trade and economic cooperation, mutual perceptions and role of the media.

In a laudable about-face, President Bush has decided at last to accept North Korea's longstanding offer to suspend production of plutonium by shutting down and sealing its reactor and reprocess- ing plant at Yongbyon, halting construction of a larger reactor and not restarting a newly refurbished fuel fabrication plant. In so doing, he is rejecting the counsel of American hardliners who have kept the United States from making and living up to earlier agreements while managing to convince much of America that it is North Korea that has been the one at fault. By negotiating in earnest, Bush has achieved an important goal for U.S. and Asian security.

346. China’s Premature Rise to Great Power

Abstract:
China's so-called rise to great power status is usually taken for granted. Still, a convicning argument can be made that Beijing's post-Cold War grand strategy is based on fear of failure rather than management of success. China only qualifies as a great power by the skin of its teeth, if the lower limit of such status is defined as the ability to decide how to do things in either the economic, military or political sectors of the international system.1 China’s position as a political great power is largely determined by the implosion of the Soviet Union. Its ascendancy to this rank has been based on psychology in that a successor challenging U.S. pre-eminence was expected and pronounced before the fact. While Beijing has convinced the surroundings that China is a great power, it is struggling to catch up both economically and militarily with the United States. Contemporary China faces three major challenges: economically and militarily it con- tinues to lag far behind the United States, U.S. grand strategy threatens its rise, and a Chinese alternative to the liberal model of state-society relations has not been developed. Beijing’s foreign policy is therefore based on the premise of how to avoid China’s descent into the ranks of secondary powers.

The U.S.-Japan strategic relationship, formalized during the depths of the Cold War and refined during the 1980s and 1990s, continues to undergo dramatic changes. Although Japan is economically capable and now seems politically motivated to assume full responsibility for defending itself from threats, it is legally constrained from doing so under the terms of the Japanese constitution, particularly Article 9. The path to defensive self-sufficiency is also impeded by Japan's continuing dependence on the United States embodied in the U.S.-Japan security alliance.

Having lapsed in importance following the end of the Cold War, public diplomacy has reemerged as a focal point for policymakers, scholars, and practitioners. Particularly following the attacks of September 11, 2001, American public diplomacy in the Middle East has rocketed to a place of prominence in the U.S. foreign policy toolkit. Yet even as resources and attention are trained on refining the U.S. public diplomacy strategy, there is little consensus on core problems, effective solutions, and what success might tangibly look like.

The growing schism between the West and the Islamic world is one of the primary challenges confronting American foreign and defense policymakers. As a consequence, the relationship between the United States and Turkey—a Western-oriented, democratizing Muslim country—is strategically more important than ever. Turkey has the potential to be an invaluable partner as Washington endeavors to chart an effective course in its relations with the Muslim world. However, to achieve this level of cooperation, U.S.-Turkey relations must be repaired and modernized.
