Abstract:
The new strategy of the United States in Iraq does not include an extensive overhaul of reconstruction efforts at this critical time. Very little money is now being appropriated for reconstruction. As the Iraq Study Group Report explains, of the $21 billion to date that has been appropriated for the “Iraq Relief and Reconstruction Fund” (IRRF), $16 billion has been spent and the remaining funds have been committed. The administration requested $750 million for 2007, and President Bush's new proposal is to add $1.2 billion to that.

The study of peacemaking and mediation blossomed in the immediate post-Cold War years and into the new millennium.The 2001 terrorist attacks on the US and subsequent attacks in Indonesia, Spain, and the UK, marked a significant watershed in world politics, raising the question of whether war-fighting against this new adversary would eclipse peacemaking and conflict prevention.While the jury remains out on the extent of the paradigm shift signaled by September 11, 2001, there is no question that today's environment features elements of both continuity and change for peacemakers. The threat to international security posed by certain forms of terrorism cannot be ignored. But the totality of challenges facing the international system today cannot be reduced to the terrorist threat, nor can the international community's response be reduced to a “war on terrorism.”1 In this section of the paper, we will identify important areas of consensus about peacemaking that have carried over from the late 1980s and early 1990s to the present, take note of continuing debates in the broader field of conflict management and resolution that affect the way practitioners and scholars think about their activities, and discuss certain “new emphases” in this field that can affect the way peacemakers operate, whether as state-based or unofficial actors.

Abstract:
This paper assesses China's role in Asia as an independent engine of growth, as a conduit of demand from the industrial countries, and as a competitor for export markets. We provide both macroeconomic and microeconomic evidence. The macroeconomic analysis focuses on the impact of U.S. and Chinese demand on the output of the Asian economies by estimating growth comovements and VARs. The results suggest an increasing role of China as an independent source of growth. The microeconomic analysis decomposes trade into basic products, parts and components, and finished goods. We find a large role for parts and components trade consistent with China playing an important and increasing role as a conduit. We also estimate some regressions that show that China's increasing presence in export markets has had a negative effect on exports of some products for some other Asian economies, but not for other products, including those of the important electronic high-technology industry.

The Bush administration's misadventure in Iraq constitutes a splendid catastrophe – “splendid” in the sense of being manifest, multifaceted, and profound. It is the strategic equivalent of Katrina, but man-made. Born of disinformation, it has – at great cost in lives, money, and prestige – spawned anti-Americanism, civil war, and a surge in terrorism.{1} Failing to see this is dangerous. Even more dangerous is mistaking the malady for the cure – which is precisely what President Bush has done with his “troop surge” proposal.

275. Megaton nuclear underground tests and catastrophic events on Novaya Zemlya

During the first NUPI study of the Novaya Zemlya underground nuclear test site in 1991–92, much information was generated. This relates both to facilities and testing activities. One of the most important discoveries made was the enormous catastrophic rockslide caused by an underground test. In recent years, new information has become available also from Russian sources. Declassified US satellite imagery made it possible for NUPI to study in more detail the effects of the powerful underground nuclear tests on Novaya Zemlya. This report contains the most pivotal discoveries and findings during the three years of studying this arctic test site.

Despite a sharp housing market correction, overall growth has been holding up fairly well. Strong foreign demand and a decline in import growth have slowed the rise in the external deficit. With activity near capacity limits, some inflationary pressures have emerged. Reining them in without stifling growth is the main challenge for monetary policy. Looking further ahead, the key challenges are to sustain healthy growth and ensure fiscal sustainability in the face of population ageing. Against this backdrop, the Survey focuses on the following issues: Enhancing the economy's growth potential. Trend growth is slowing because labour productivity gains, though remaining high, no longer suffice to compensate for the deceleration in potential employment due mainly to demographic factors. Prospects for productivity growth appear favourable, but further efficiency gains could be achieved by tackling unfinished business in the area of structural reform. Labour supply could be boosted by increasing work incentives for the disabled, raising the earned income tax credit and delaying retirement eligibility.

This report examines the correlates of individual-level support for terrorism in fourteen Muslim countries. I identify a variety of factors that are correlated with support for terrorism. These factors can be divided into a several categories: attitudes toward Islam, attitudes toward the United States, attitudes toward politics and economics in the home countries, and demographic factors.

It seems logical that improving the lives of those who have suffered from conflict would include a program to generate economic well-being in the immediate period after hostilities subside. Yet livelihood creation, the root of potential economic success and security, has often become a secondary objective in the transformation from war to peace. An obvious reason for this relegation to a lower priority is that security, humanitarian needs, and restoring the rule of law often overtake the economic development priorities of any peace-building mission. Even in Iraq, the largest stabilization and reconstruction effort undertaken by the U.S. government, restoring livelihoods and getting people back to work remains an unresolved challenge and an unmet agenda. Of the nearly $20 billion of U.S.-appropriated funds to reconstruct Iraq, only $805 million was directed toward jump-starting the private sector. Although employment generation is not a new subject in “postwar” literature, lessons about implementation vary from one country to the next. Current knowledge about “golden hour” job creation, which is creating jobs within one year of the cessation of hostilities, is culled more from specific pilot studies than from a coherent overview of what tools exist and how they can be applied. This report advances current research by providing such an overview for U.S. government policymakers. It seeks to help the U.S. government work through the lessons learned about the processes needed to generate employment. Moreover, it explores the U.S. government strategy toward golden hour job creation, the existing civilian and military tools, and how these tools can be better incorporated into larger transformation efforts. The report also notes the limitations of U.S. civilian capacity in a nonpermissive environment.

279. Provincial Reconstruction Teams in Iraq

Abstract:
Provincial Reconstruction Teams (PRTs) are small civilian-military units that assist provincial and local governments in Iraq to govern effectively and deliver essential services. In January 2007 President Bush announced that the United States would double the number of PRTs as part of his plan for a “New Way Forward.” Ten new PRTs will be embedded with Brigade Combat Teams (BCTs) in Baghdad, Anbar, and Babil. The new PRTs will differ significantly from the ten original PRTs set up in Iraq in November 2005. Led by the State Department, most of the original PRTs are located on U.S. military bases and rely on the military for security and logistical support. Both types of PRTs in Iraq differ in staffing and organization from PRTs in Afghanistan. Start-up of the PRT program in Iraq has been troubled by interagency differences over funding, staffing, and administrative support and by the overriding challenge of providing security. Embedding the new PRTs with BCTs should help overcome many of these problems. Despite the problems, PRTs provide a U.S. civilian presence in areas that would not be served otherwise. Participants in PRTs believe they are having a positive effect.

Mr. Kattouf, a former U.S. ambassador to Syria and the United Arab Emirates, is president and CEO of AMIDEAST, a nonprofit group dedicated to enhancing educational links between the United States and the Middle East.
