1. The Effect of Civilian Casualties on Wartime Informing: Evidence from the Iraq War

Abstract:
Scholars of civil war and insurgency have long posited that insurgent organizations and their state enemies incur costs for the collateral damage they cause. We provide the first direct quantitative evidence that wartime informing is affected by civilian casualties. Using newly declassified data on tip flow to Coalition forces in Iraq we find that information flow goes down after government forces inadvertently kill civilians and it goes up when insurgents do so. These results have strong policy implications; confirm a relationship long posited in the theoretical literature on insurgency; and are consistent with a broad range of circumstantial evidence on the topic.

Abstract:
A cornerstone of strategic thinking is a clear understanding of one’s opponent. Developing such an understanding in dealing with the Islamic State (IS) is challenging. Constraints on access to the frontlines in Iraq and Syria make it unusually hard for researchers to ground assessments in evidence‐based approaches. This occasional paper contributes to the development of an empirically grounded understanding of the IS by analyzing the finances and management of the group’s predecessor, the Islamic State of Iraq (ISI), which changed its name to the Islamic State of Iraq and the Levant (ISIL) in April 2013 and then the Islamic State in June 2014. There is a direct line of descent from Al‐Qa’ida in Iraq (AQI) through the Islamic State of Iraq to today’s Islamic State, despite changes in the group’s territorial holdings and the announced scale of its ambitions. Using historical documents to understand how AQI and the ISI were run can therefore help us better understand the current incarnation of the group, as well as the strengths and weaknesses it may have inherited.

Abstract:
Current national security policy is failing to stop the advancement of al Qaeda and its affiliates throughout the Muslim-majority world. While there are many reasons for this failure, three key issues stand out: a poor definition of the enemy, an incorrect view of its objectives, and the adoption of a strategy that will not defeat the latest evolution of this adaptive organization. If the US understood al Qaeda as it is: the leadership and field army of an insurgency with worldwide linkages that hopes to impose its extremist version of shari'a , govern territory, and overthrow the leaders of every Muslim- majority country, the current national strategy for combating al Qaeda would not be confined to counter - terrorism and attrition, but would instead make counterinsurgency-without large numbers of American ground forces-its main technique for confronting and defeating the organization.

Disrupting, dismantling, and ultimately defeating al-Qaeda-based, affiliated, and inspired terrorism is the declared policy of the U.S. Government (USG). Despite noteworthy success in attacking the al-Qaeda (AQ) terrorist network and securing the homeland from terrorist attack, the United States has yet to execute an effective methodology for countering radicalization and recruitment to AQ. This monograph proposes a distinct War of Deeds methodology for accomplishing this.

5. Banking on Growth: U.S. Support for Small and Medium Enterprises in Least-Developed Countries

Abstract:
The United States has made economic development a central tenet of its national security policy, alongside defense and diplomacy. One of the best and most cost-effective avenues for furthering economic development is investing in locally owned businesses, and yet the United States currently has no means for effectively and efficiently doing so. Small and medium enterprises (SMEs) have shown great potential in spurring economies, but their owners—especially women—are often unable to acquire the skills, resources, and support necessary to grow and sustain their businesses. Promoting local programs and global initiatives that encourage investments in SMEs and women entrepreneurs in lower-income countries will strengthen growth engines, diversify economies, improve communal well-being, stabilize societies, and accelerate progress toward international development goals. All of these results are in the interest of the United States, and could be achieved more quickly with the creation of an American development bank that aims to invest in and direct technical assistance to entrepreneurs in lower-income nations—the next-generation emerging markets. This can be done by expanding on the work already under way at the Overseas Private Investment Corporation (OPIC). Though several multilateral organizations have tackled pieces of this work, the United States has a unique role to play: investing in entrepreneurialism that creates jobs, bolsters the middle class, and spurs economic growth.

Abstract:
A great deal of scholarly and policy attention has been given in recent years to the relationship between illicit trade and armed conflict. Much of the focus has been on how violent non-state actors have exploited illicit commerce to fund and sustain rebellion. It is commonly asserted that this is a distinctly post-Cold War phenomenon—even a defining characteristic of so-called "new wars."1 A frequent argument, for example, is that in the absence of formal external sponsorship from the United States or the former Soviet Union, insurgents have increasingly turned to alternative forms of material support. This includes illicit exports dubbed "conflict commodities," such as drugs, timber, ivory, diamonds, and so on. Thus, partly thanks to the campaigns of international NGOs such as Global Witness, diamonds from conflict zones in West Africa have been labeled "blood diamonds" (inspiring a James Bond movie and other major Hollywood productions).

Abstract:
The last active US combat forces left Iraq in August 2010, marking the end of Operation Iraqi Freedom and the beginning of Operation New Dawn. Some 49,000 advisory troops, four advisor assistance brigades, and a limited number of special operations forces (SOF) remained to train, advise, and assist Iraq's security forces after that date, including the military, intelligence, and police. Until the end, these US troops continued to serve a number of other important security functions: carrying out kinetic operations against Iranian-backed and other militant groups; providing training to the ISF; taking part in joint patrols along the borders of the Kurdish provinces and helping integrate ISF and Kurdish forces; and acting as a deterrent to Iraq's neighbors–in particular Iran.

The Obama Administration has dramatically escalated targeted killing by drones as a central feature of its counterterrorism response. Over the past two years, the administration has begun to reveal more about the targeted killing program, including in a leaked Department of Justice White paper on targeted killing and in public remarks by several senior officials. While this information is welcome, it does not fully address our concerns.

The history of the North Atlantic Treaty Organization (NATO) will say that the first, and so far only, time NATO has called upon its Article 5 collective defense clause was on September 12, 2001, following a terrorist attack on one of its members. Yet, until the agreement by NATO Heads of State and Government on the new policy guidelines on counterterrorism on May 20, 2012, NATO did not have an agreed policy to define its role and mandate in countering terrorism.

The US faces major challenges in dealing with Iran, the threat of terrorism, and the tide of political instability in the Arabian Peninsula. The presence of some of the world's largest reserves of oil and natural gas, vital shipping lanes, and Shia populations throughout the region have made the peninsula the focal point of US and Iranian strategic competition. Moreover, large youth populations, high unemployment rates, and political systems with highly centralized power bases have posed other economic, political, and security challenges that the GCC states must address, and which the US must take into consideration when forming strategy and policy. An updated study by the CSIS Burke Chair explores US and Iranian interests in the region, Gulf state and GCC policies toward both the US and Iran, and potential flash-points and vulnerabilities in the Gulf to enhanced competition with Iran. This study examines the growing US security partnership with Bahrain, Kuwait, Oman, Qatar, Saudi Arabia, and the UAE – established as the Gulf Cooperation Council (GCC). It analyzes the steady growth in this partnership that has led to over $64 billion in new US arms transfer agreements during 2008-2011. It also examines the strengths and weaknesses of the security cooperation between the southern Gulf states, and their relative level of political, social, and economic stability. The study focuses on the need for enhanced unity and security cooperation between the individual Gulf states. It finds that such progress is critical if they are to provide effective deterrence and defense against Iran, improve their counterterrorism capabilities, and enhance other aspects of their internal security.
