71. Developing a Contextually Relevant Concept of Regional Hegemony: The Case of South Africa, Zimbabwe and "Quiet Diplomacy"

Abstract:
South Africa's “quiet diplomacy” has been often used to reject the notion of South African leadership or regional hegemony in southern Africa. This article finds that this evaluation is founded on a misguided understanding of regional hegemony, which is based on conventional hegemony theories that are mostly derived from the global role of the United States after World War II. Alternatively, this article uses a concept of hegemony that, for example, takes into account the “regionality” of South Africa's hegemony, which both allows external actors to impact on regional relations and allows South Africa to pursue its foreign policy goals on the global level of international politics. This concept helps to systemically analyze South Africa's foreign policy in the Zimbabwean crisis and to better integrate this policy into the broader framework of its regional and global ambitions.

Abstract:
Sudan is known to most Americans today for the ongoing genocide in its western region of Darfur, yet the problems facing this country are more complex than many activists are aware. As the largest country in Africa and the size of the United States East of the Mississippi River1, Sudan faces many challenges, governance chief among them. Shaped by its history, modern Sudan experienced two phases of civil war between the North and South (1955-1972 and 1983- 2005) killing more than two million while displacing many millions more. In 2005, this conflict ceased with the signing of the Comprehensive Peace Agreement (CPA). However, it is in danger of erupting once again if CPA implementation continues to be delayed due to Khartoum's intransigence on many issues and the capacity challenges faced by the Government of Southern Sudan.

Abstract:
The Cyprus tragedy of the past and the Iraq predicament of our times bear striking similarities. Cyprus of the 1960s and 1970s is not too far from Iraq in 2008. The main thrust of this article is that Cyprus presents a useful case study for contemporary decision-makers in the United States, Turkey, and Iraq. Just like the Cyprus question, which has caused nearly irreparable damage to the relations between Turkey, Greece, and the United States, policies that are not carefully crafted by Washington, Ankara, Erbil, and Baghdad could lead to a very problematic future for the Middle East. In a nutshell, this article offers a cautionary analysis by drawing on the experiences of the Cyprus tragedy for the purpose of avoiding a similar one in Iraq.

Abstract:
One of the first measures contemplated by the United Nations when confronting a new security crisis is to institute an arms embargo. Since the end of the Cold War – which liberated international action from the constraints of major power confrontation – there have been 27 such embargoes. In addition to these UN embargoes, there are also unilateral measures: The United States imposes its own arms sanctions on some countries (including Cuba), as does the European Union, sometimes directed at the same targets, notably Burma/Myanmar and Zimbabwe. Are they used at the right moment, and do they have the effects the UN would want? The list of failures is, indeed, long. The most striking is the arms embargo on Somalia, which has been in place since 1992 without any settlement in sight. Is it time to forget about this measure? Or is it time to save the embargo? If it is time to save the embargo, as this brief contends, what lessons can be drawn about the optimal use of embargoes, and under what conditions can they work?

Abstract:
Repressive counterterrorism measures (CTMs) have led to an erosion of civil liberties and human rights in many countries. The repercussions have been felt keenly by civil society groups, especially in the global South. Overly restrictive security policies have contributed to a climate of suspicion toward nongovernmental groups, particularly those that challenge social exclusion and unequal power relations. Many of the organizations that work against extremism by promoting human rights and development are themselves being labeled extremist and are facing constraints on their ability to operate.

This paper examines some of the public diplomacy challenges that national governments and international organizations like NATO are increasingly facing. While new media technologies have become a powerful enabler in the globalised information environment, international security issues no longer remain 'close-hold' subjects reserved to foreign and security policymakers. Analyzing some of the current public trends in transatlantic themes in Europe and the United States, the author takes a closer look at NATO's evolving communication policies and activities. Evidently, public diplomacy has its limits. No matter how skilfully designed, it cannot replace political messages and contents. A serious political crisis or the loss of human lives cannot (and must not) be turned into a positive news story. However, if public diplomacy aims at establishing a trustful and interactive relationship between the seekers of information and the respective organization or government, public diplomacy requires political will, strategy and resources to be effective and credible.

The situation in and around Georgia's conflict areas remains unstable. Violent incidents are continuing. Shots were fired near a convoy carrying the Georgian and Polish presidents on 23 November. European Union (EU) monitors are being denied access to South Ossetia and Abkhazia. Unambitious multi-party negotiations focusing on security and internally displaced person (IDP) return have gotten off to a slow start in Geneva. For the moment, however, domestic politics are the capital's main preoccupation. President Mikheil Saakash¬vili's position is at least temporarily secure, but his administration is likely to be severely tested politically and economically in the winter and spring months ahead. The August 2008 war with Russia and the global financial crisis have seriously undermined Georgia's economy and the foreign investment climate. Social discontent could rise as economic conditions worsen unless the government pushes forward with economic and political change.

Measure the impact of dialogue interventions (intended and unintended consequences), 2. Better understand when and how dialogues should be used and how they can be designed and conducted for maximum impact, 3. Convince external and internal actors to participate in, or support such intervention, and 4. Help build the field of dialogue by identifying good practices, systematizing lessons learned and finding common elements for comparative studies.

80. Special Report No. 215: Whither Peace Operations?

Abstract:
Much progress has been achieved over the last decade and a half in the development and use of peace operations as a tool to quell conflicts, but there are limits to how much more progress can be expected. The number of troop contributors and troops deployed to peace operations has recently reached unprecedented highs, but the bulk of troops came from a limited number of states. The relationship between the United Nations and non-UN peacekeepers seems for the most part complementary. Nonetheless, the rise in non-UN peace operations has probably led to the United Nations becoming too dependent on too small a base of lesser-developed states. The characteristics of most troop contributors (e.g., type of governance, national quality of life, ground-force size) correlate with their level of contribution, but even politically willing nations with the “right” characteristics can likely deploy only a small percentage of their troops to operations at any one time. While Europe and Africa have achieved the most progress in developing institutional capacities, each continent confronts problems of interinstitutional relations and resource shortages. Russia's hegemonic role in Eurasia and the United States' historical legacy in Latin America have hindered development of comprehensive institutional capacities for peace operations in each region. East Asia may slowly be moving beyond ideational strictures that crippled efforts to develop regional capacities. Institutional progress is not expected in South Asia and the Middle East, and states of each region should not be expected to send military units to intraregional operations. Nearly all South Asian countries, however, will be major players in UN operations. A few exceptions aside, Mideast states will remain bit players on the world scene. Demand for easy or moderately challenging operations will generally be met, but the hazardous missions most apt to occur will be called for by states possessing the wherewithal to take them on and bring others along.
