41. Conflict Prevention: Principles, Policies and Practice

Abstract:
Conflict prevention is widely endorsed in principle—including in the 2010 U.S. National Security Strategy—but too rarely put into serious practice. It is thus important to narrow the gap between rhetoric and action in preventing violent conflicts. The interest of elites in exploiting ethnic differences for political gains, the absence of well-established mechanisms for prevention in certain regions, and the destabilizing role of external meddling continue to impede the development of effective prevention strategies. Yet, much progress has been made in the field of conflict prevention, both at the normative and the operational levels. As a crucial actor in conflict prevention, the United States should work with others to forge a consistent approach to countries at risk, urge countries to deal with arbitrary borders through negotiation rather than violence, and support greater cooperation between regional organizations.

Abstract:
Current trends in defense thinking show signs of being influenced by the notion that preparing for one form of war has brought about another. We find evidence of this notion in a number of official speeches, the 2008 National Defense Strategy, and the 2010 Quadrennial Defense Review Report. It is captured in the almost routine claim that America's superiority in conventional warfare is so great that it is driving our adversaries toward irregular methods. All of these examples share the basic assumption that we are now fighting (and will likely continue to fight) conflicts for which we have not prepared—precisely because we have not prepared for them. Thus, the modern complement—a preparation paradox—to the old Latin adage “If you want peace, prepare for war,” might well be “If you want one kind of war, prepare for another.”

Abstract:
The June 21st Supreme Court decision in Holder v. Humanitarian Law Project affirmed the constitutionality of the material support statue which makes it illegal for U.S. citizens and organizations to provide material support, including expert advice or assistance, service or personnel, to designated terrorist organizations regardless of whether the support is intended to promote nonviolence and peace. The material support law and the process of listing terrorist groups provides the U.S. government with an enhanced legal structure to arrest alleged terrorists and prevent terrorist acts. However, it is unclear that the process is effective in practice or that enhancing the government's legal power to prevent acts of terrorism outweighs the unintentional consequences of prohibiting nongovernmental organizations (NGOs) from working on the front lines of conflict zones to promote conflict resolution. Looking to the future, NGOs can work with the State Department and Congress to find ways to allow peacebuilding and humanitarian organizations to continue their operations legally, while also not threatening national security.

Abstract:
Following the post - 2003 US intervention in Iraq, and with a potential US use of force against Iran, one key analytical question stands out, which has major policy implications: Does military defeat by the great powers have stabilizing or de - stabilizing effects on the aggressive behavior of revisionist states? Somewhat similarly to the pre - 2003 Iraq invasion debate, the great powers have a number of options for dealing with the potential Iranian nuclear threat: diplomatic engagement, deterrence, or resort to military power -- either to bring about a regime change, or to destroy Iran's nuclear capabilities. Taking into account the possibility of resorting to force against Iran, an intriguing question emerges: what does IR theory lead us to expect -- and what does the historical record show -- with regard to the effects of military defeats on the war - propensity of revisionist states? In other words, why do some militarily defeated states become war - like, while others peaceful?

Turkey is launching initiative after ambitious initiative aimed at stabilising the Middle East. Building on the successes of its normalisation with Syria and Iraq, it is facilitating efforts to reduce conflicts, expanding visafree travel, ramping up trade, integrating infrastructure, forging strategic relationships and engaging in multilateral regional platforms. For some, this new activism is evidence that Turkey is turning from its traditional allies in Europe and the United States. In fact, its increased role in the Middle East is a complement to and even dependent on its ties to the West.

The Asia Pacific has experienced thirty years without interstate conflict, but a number of long-running, low-level internal conflicts continue in Southeast Asia, and several South Pacific states have recent experience of instability. Tensions also remain at the inter-state level, and shifting power dynamics between the US, China, and other Asian states have the potential to foster regional instability. In addition, a raft of transnational threats, such as resource scarcity and climate change, are creating new uncertainty.

47. LRA: A Regional Strategy beyond Killing Kony

The Lord's Resistance Army (LRA) has become a regional problem that requires a regional solution. Operation Lightning Thunder, launched in December 2008, is the Ugandan army's latest attempt to crush militarily the one- time northern Ugandan rebel group. It has been a failure. After the initial attack, small groups of LRA fighters dispersed in the Democratic Republic of Congo (Congo), South Sudan and the Central African Republic (CAR), where they survive by preying on civilians. National security forces are too weak to protect their own people, while the Ugandan army, with U.S. support, is focused on hunting Joseph Kony, the group's leader. The Ugandans have eroded the LRA's numbers and made its communications more difficult. But LRA fighters, though disorganised, remain a terrible danger to civilians in this mostly ungoverned frontier zone. National armies, the UN and civilians themselves need to pool intelligence and coordinate their efforts in new ways if they are to end the LRA once and for all.

48. Tipping Point? Palestinians and the Search for a New Strategy

To those familiar with the rhythms of Israeli-Palestinian negotiation, this has been a year of surprises. Palestinians, suffering most from the status quo, so most in need of a resolution, balk at resuming talks even as Israel expresses eagerness. In Obama, they have a president more willing to engage and to confront Israel, yet they have denied him the chance to advance talks. Seventeen years after Oslo, the best he can do is get the parties to talk indirectly – and even then, not without overcoming huge Palestinian reluctance. What is going on? The Palestinian approach may seem tactically suspect or politically self-defeating but is not without logic. It is rooted in almost two decades of unsuccessful U.S.-sponsored bilateral negotiations and manifested in embryonic effort s to change the balance of power with Israel. It is premature to speak of a new Palestinian strategy but not to respond and rectify past flaws. After an often perplexing, ineffective start, the U.S. seems poised for a more fundamental policy review involving the presentation of American ideas to resolve the conflict. Done right and at the right time, it would be welcome.

50. Reforming the Inter-American Defense Board

Abstract:
The Western Hemisphere's delegations to the Inter-American Defense Board (IADB) should represent and be responsible to ministers of defense or their equivalents, rather than to the armed forces, as is the case in most countries in the Americas today. This breakthrough reform would bring the Board in line with democratic constitutional practices, strengthen Organization of American States (OAS) support for democracy, and help implement the 2003 Mexico City “Declaration on Security in the Americas,” which adopted a broadened multidimensional view of security. The reform could be accomplished without change to the March 2006 statutes and would bring the Board into the OAS General Secretariat associated with the Secretariat on Multidimensional Security.
