Abstract:
On May 30, 2007, Barry Rubin and Theodore Kattouf addressed The Washington Institute's Special Policy Forum. Professor Rubin, a visiting fellow at the Institute, is director of the Global Research in International Affairs (GLORIA) Center, editor of the Middle East Review of International Affairs (MERIA), and author of the just-released book The Truth about Syria (Palgrave). Mr. Kattouf, a former U.S. ambassador to Syria and the United Arab Emirates, is president and CEO of AMIDEAST, a nonprofit group dedicated to enhancing educational links between the United States and the Middle East. The following is a rapporteur's summary of their remarks.

92. Public Health and Conflict in North Korea

Abstract:
During the mid-1990s, North Korea experienced a famine that killed millions of people, mostly in rural areas. Despite the severity of that famine and the ensuing deterioration of public health, the political leadership in North Korea has obstinately blocked the effective delivery of humanitarian aid to its citizens. On November 16, 2006, the United States Institute of Peace (USIP) and Johns Hopkins Bloomberg School of Public Health (JHSPH) Task Force on Public Health and Conflict held its first symposium, which selected North Korea as a case study. The Task Force is committed to raising the profile of conflict analysis and resolution in the field of public health education through a year-long series of events. The speakers at this first symposium included Scott Snyder of the Asia Foundation; Sophie Richardson of Human Rights Watch; two South Korean physicians, Kim Jin-Yong and Lee Yun-Hwan; Courtland Robinson, a Johns Hopkins faculty member and researcher; and one North Korean refugee who addressed the symposium under a pseudonym. This USIPeace Briefing summarizes the symposium's discussion on public health and conflict in North Korea.

93. Child Soldiers: New Evidence, New Advocacy Approaches

Abstract:
In over 30 conflict zones today there are estimated to be upwards of 300,000 children used to support military activities as porters, sentries, sex slaves, spies, and combatants. On June 1, 2007, the United States Institute of Peace (USIP) hosted an event on the use, prevention, and reintegration of child soldiers around the world. The event featured experts working in the field, each of whom approached the issue of child soldiers from a different perspective. These differing perspectives underscored the complexities inherent to the child soldier problem, as attempts to curb the use of child soldiers, to prevent their recruitment, and to successfully reintegrate ex-combatants into their communities continue to challenge practitioners and advocates.

94. Kosovo: Breaking the Deadlock

Kosovo was left at the end of the NATO/Yugoslavia war in 1999 in limbo. It is still there, despite Security Council Resolution 1244, which foresaw a process for deciding its status. That process has occurred, but because of a threatened Russian veto, the Security Council failed to approve the plan prepared under the leadership of former Finnish President Marti Ahtisaari, which provides for Kosovo's independence under international supervision with extensive protection for its Serb population. The UN Secretary General invited the Contact Group—France, Germany, Italy, Russia, the UK and the U.S.—to pursue further, direct negotiations between Pristina and Belgrade, but with little prospect of movement on either side. Belgrade continues to insist on maintenance of its sovereignty over Kosovo, and Pristina continues to insist on independence. On December 10, the Contact Group will report to the UN Secretary General, who in turn will report to the Security Council (UNSC). A small group of experts with long Balkans experience met at USIP September 5 to discuss the situation and suggest ways forward. Others (consulted electronically) join in associating their names with this paper. Listed at the end, all believe that Kosovo's independence must happen without further delay, in order to prevent regional instability. 95. U.S. Police in Peace and Stability Operations

Abstract:
The first obligation of an international intervention force in a peace or stability operation is to provide security for the civilian population. Inevitably the arrival of foreign military forces is followed by a breakdown of public order. Historically U.S. military forces have been unable or unwilling to perform police functions to control large-scale civil unrest. This was true in Iraq, where looters destroyed government buildings, cultural centers, and commercial areas. The United States lacks civilian constabulary (gendarmes) or other national police forces specially trained for crowd and riot control. Instead the U.S. relies on civil police provided by commercial contractors that do not perform this function. Fortunately the U.S. government is taking steps to address this deficiency. Current State Department plans call for creation of a Civilian Reserve Corps that would have a police component. There is no agreement on the ultimate size and character of this police capacity. However, the history of U.S. interventions from Panama to Iraq argues for a robust capability. A review of U.S. interventions in post-conflict environments demonstrates that the United States has repeatedly needed highly capable police forces but has lacked the capacity to respond effectively. The case studies in this report provide lessons applicable to future operations. The State Department's current efforts are a useful first step that will give an opportunity to create the basic infrastructure for expansion of U.S. capabilities in peace and stability operations.

It appears increasingly likely that the Bush administration's diplomatic approach to Iran will fail to prevent Iran from going nuclear and that the United States will have to decide whether to use military force to attempt to delay Iran's acquisition of a nuclear weapons capability. Some analysts have already been promoting air strikes against Iran, and the Bush administration has pointed out repeatedly that the military option is “on the table.” This paper examines the options available to the United States in the face of a prospective final diplomatic collapse.

97. Living with Hugo: U.S. Policy Toward Hugo Chávez's Venezuela

Abstract:
The popularity of the new political and economic model being developed in Venezuela has been a consistent source of aggravation for the U.S. government. Since first winning the presidency in December 1998, Hugo Chávez has been able through repeated electoral victories and radical constitutional reform to dominate Venezuela's government and public institutions. Undaunted by stiff U.S. opposition, President Chávez has launched what he calls a Bolivarian revolution, named after Simón Bolívar, a nineteenth-century leader of Latin America's independence wars. Chávez has reasserted the role of the state in the Venezuelan economy and developed extensive social programs to advance an anti- U.S., anti-capitalist crusade. New or newly reinvigorated alliances with established U.S. adversaries have helped internationalize Chávez's aims. Most alarming to those concerned with the health of Venezuelan democracy, Chávez and his allies have concentrated political power in the hands of the executive, curtailed the independence of the judiciary, shown limited tolerance for domestic critics, and openly intervened in the electoral politics of neighboring states.

Abstract:
Acting Lebanese interior minister Ahmad Fatfat arrived in Washington June 20 for his first official visit in his new capacity. The U.S. trip comes one month after a radical Sunni Islamist organization was legalized in Lebanon, and just weeks after thousands of Shiite Hizballah supporters rioted in Beirut after the broadcast on LBC television of a comedy skit satirizing Hizballah leader Hassan Nasrallah. These developments highlight growing tensions between Sunnis and Shiites in Lebanon. Unchecked, this dynamic could lead to a resumption of the type of conflict that has long plagued Lebanon and threaten the gains of the Cedar Revolution.

99. Preventing Turkey's Popular Slide away from the West

Abstract:
Iran's nuclear program presents one more issue on which Washington sees Middle East developments in a different light than does the Justice and Development Party (AKP) government in Turkey. Since coming to power in November 2002, AKP leaders have pursued rapprochement with Damascus and enhanced dialogue with Iran. In March 2006, the AKP welcomed Hamas leaders in Ankara. It is surprising that Turkey, a traditional bastion of Western policies in the Middle East, is promoting close ties with anti-Western actors that have hurt Turkey for decades—Syria provided safe haven to the terrorist Kurdistan Workers Party (PKK) and Iran supported the PKK and radical Islamist terrorists. Why do the Turkish people not resent such policies? The Iraq war and the U.S. agenda for political transformation in the Middle East have clashed with the Turkish people's desire to preserve the Middle Eastern political landscape. What is more, U.S. inaction against the PKK's Qandil enclave in Northern Iraq is angering most Turks in the way Syrian and Iranian support for the PKK upset them in the 1990s. Turkish confusion and anger toward the United States stands in sharp contrast with the improved image of Syria and Iran in Turkey. Meanwhile, with AKP discussing Middle Eastern politics in terms of Islamic codes, some Turks now identify with the region through Islam and not their national identity. The challenge for Washington is to find a way to prevent Turkey's popular slide away from the United States.

100. Can Rich Countries Afford to Grow Old?

Abstract:
Observers in many industrialized countries believe population aging represents a serious economic threat. Increases in the percentage of the population past retirement age may impose unsustainable burdens on future workers. Either taxes or government debt will have to rise substantially to pay for old-age income support. This paper considers the extent of these burdens and corrects the widespread impression that the burdens are unsupportable. Population aging means that contributions needed to support the retired elderly must rise. But this extra burden will be at least partly offset by a reduced need to support the dependent young, who will become relatively less numerous. The extra burden of an aging population would be smaller still if labor force participation rates among the working-age and elderly populations increased. Indeed, employment rates among the nonaged have risen in nearly all the industrialized countries as a growing percentage of women has entered the work force. Many countries, including the United States, have adopted policies to encourage work among people past the traditional retirement age.
